Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said City,
on March 15, 1955-
President Bach called the meeting to order at 7:30 o'clock P. M., the
following members being present: President Bach, Aldermen Ackerman, Anderson,
Moody, Morris and Schroeder. Absent: Alderman Whiting.
The call of the special meeting was read, the said meeting haveing been
called for the purpose of requesting State Aid for the resurfacing of runways
at the Rochester Airport.
Mr. D'on Swenson, Manager of the Rochester Airport, was present at the
meeting and spoke in regard to repairs needed on the runways and the loading ramps
which now show considerable deterioration. He also requested that the Council
adopt a resolution requesting that the Department of Aeronautics of the State of
-Minnesot'a contribute in accordance with existing practices.
Alderman Schroeder intfoduc"ed the following resoluti-on which was read:
"WHEREAS,' certain of the runeiays and a portion of the loading
dock of the Rochester Airport are in need of immediate interim
construction in order to maintain the Airport in a usable
condition for the next three to five years, and
WHEREA'S, the Department of Aeronautics of 'the State of
Minnesota has been apprised of these minimum construction needs
with' respect to the Rochester Airport and appreciates the
necessity therefor, and
WHEREAS-, the' Common Council of tb:e City of Rochester is
desirous of obtaining State partibipatio.n in financing this
construction,
NOW THEREFORE, be it resolved by the Common Council of the City
of Rochester that the Department of Aeronautics of the State of
Minnesota be, and it hereby is, requested to contribute, in
accordance" with existing practices, two-thirds '(2/3tds) of* the
cost of the interim construction required to maintain the Rochester
Airport in a usable condition for the' next three to five years, the
cost of which construction is estimated as follows:
-(1) New trap -rock seal on NW -SE runway. Estimated cost
$16,900.00.
(2) Strengthing of center fifty feet of E-W runway to permit
its continued use as a taxi strip for large aircraft.
Est imat e'd cost $16, 700. 00.
(3) Strengthing of portion_ of loading ramp which is deteriorating
and failing. Estimated cost $2,500.00.
Total estimated cost $.369100.00
Requested* State participation 24,666.67
Be it further resolved that. the City Clerk be instructed to
forward a copy of this resolution forthwith to the Department of
Aeronautics of the State of Minnesota. "
A motion was made by Schroeder,.second by Ackerman, that the said,resolution be
adopted as read, and all present voting in favor thereof, President Bach
declared the said resolution duly passed an d.adopted.
The request of Garnet Spring, Building Inspector,"for permission to
attend the ninth annual school for.building officials and inspectors to b e.held
on March 21 through 25, 1955 at Urban$., Illinois, was read.and upon -motion by
Morris, second by Anderson, he was authorized to attend at city expense.
Mr. Stanley P. Drips, represevA ing the Steering Committee on Parking,
and Traffic, was present at the meeting and presented recommendations concerning

the satisfaction of tickets received for parking violations which read as follows:
1. The.physical handling of tickets should be removed from the Police
Department Desk. Henceforth, the Police Department should have nothing
to do with the satisfaction cf tikkets for parking violations.
2. An office should be set up in the City Sall for the satisfaction
of such tickets. Suggested office space in Room 109 on the main floor
or part of Room 1 in the basement.
3. This office should be manned by two employees (one employee is
already so employed). These employees to be under the jurisdiction
of the Municipal Judge and paid from the same fund as his employees.
4. A file should be kept recording 'the violations. Money received should
be recorded and deposited through the Judge's office. As under the
present system, an effort should be made 'to follow up on the tickets
that are not satisfied and appropriate police action taken.
5. The operation of this office is to be covered by an ordinance passed
by the City Council. On the presentation of a parking violations ticket
from a first offender under the jurisdiction of the court (local) such
violation is tobe excused after a courteous explanation of the meter
program and the location of off-street parking lots. 'Subsequent violatioll
are to be satisfied by paying a violations fee under a schedule set up
by the Judge.
6. First violations of persons outside the jurisdiction of the court
(transients) are'to be excused in the same manner as outlined above if
personally presented to the office. In the event that a ticket and money
is mailed in from either a local or transient first offender, the money
is to be returned Frith a courteous letter explaining the program(similar
to the St. Paul letter). Repeat transient violators are to be handled
in the same manner and schedule as set up in #5.
7. The Police Department is to keep astrict accounting of all tickets.
The Judge is too be the sole authority for the excusing of any tickets
after the first violation.
Mayor McQuillan spoke,on the proposed changes recommending that some method be
set up to handle the payment of parking meter violations other than is now done.
Judge I. L. 'Eckholdt, James J. Macken, Jr., Chief of Police and Mr. C. R. McDonald,
Chairman of the Steering Committee on Parking and Traffic, each spoke in favor of
the recommendations. No action was taken until a further study could be made.
Mayor McQuillan read a letter from Mr. William C. Blethen, Attorney from
Mankato, Minnesota, commending the Chief of Police on assistance that he had
rendered during Mr. Blethen's recent stay in Rochester. President Bach ordered
the letter placed on file.
Mr. C. A. Swanson, District Engineer, from the State Highway Department„
presented a copy of a letter addressed to himself from the Department stating the
terms of the division of the cost of resurfacing on Broadway from 6th Street S. W.
to 4th Street N. W.,' which would depend on the method of parking to be used on
the said street. 'Mr. Swanson stated that he would send a form of resolution, for
use of the Common Council, ordering plans and specifications for the said project.
Mr. Jack Rubenstein inquired as to whether or not he could get an exten-
sion on the "on sale" liquor license which he now holds, to continue to operate
at its present location for the next 60 days. Hewas informed that by the first.of
April he would have to make a new application for the liquor license which could
be transferred to his new location when the building is ready.
Upon motion by Morris, second by Anderson, the meeting was adjourned.
