HomeMy WebLinkAbout05-09-1955386 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., May 9 • .19 5 5 • Minutes of an. adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said City, on May 9, 1955• President Bach called the meeting to order at 7:30 o'clock P. M.,. the following members being present: President Bach, Aldermen Anderson, Moody, Schroeder, Schwanke, Tingley and Whiting. Absent: None. President Bach explained that it was planned:.to bring up the matter of the proposed truck highway which would enter the City from Highway No. 52 on the west and up to the present time had been planned as fareast as Sth Avenue N. W. He then called on City Engineer, C. A. Armstrong, to give those present a detailed • description of the highway as tentaviley planned. Mr. Armstrong read his description of the project -as planned to date. The question was then asked as to what the cost of the work would amount to. The Engineer informed them that an estimate had not been completed at this date., he did, however, state that the type of construction that they were now considering usually, cost about $100.00 per running foot. Others present who favored the plan were Leonard Ekstrand, President of the Chamber of Commerce, who stated that the Chamber considered the plan a good lone and a, benefit to the entire community. Air. James P. Hoben of 1221 - 2nd Street N. It., Mr. Barney Vogel from the Naegele Advertising. Company, Dr. Edward Henderson and Mr. Bob Williams all expressed themselves as being very much in favor of the planned project. Mr. H. H. Kaehn inquired as to whether it would be a good plan to make 14th Street Northwest the truck entrance to the City. Mr. Earl golf, from St. Mary's Hospital, felt there was a use for the improvement and was in hopes the City would make a complete study of the project. A standing vote of those present in favor of the project was called for and nearly all those present indicated that they were in favor of the project. Alderman Whiting then moved that the General Plan for the widening of 5th Street Northwest from 8th Avenue to llth Avenue Northwest and the establishing • and extension of 5th Street Northwest from llth Avenue to T. H. 52, as submitted In that certain letter from C. A. Armstrong, City Engineer, to the Honorable Mayor and Common Council, dated March 25, 1955 and in the drawing and plan attached to said letter, be approved by the Common Council and this approval constitute (1) an acknowledgment of the need for this improvements (2) an approval of the general location, (3) an approval of the general feature of construction, I. e. primary 4-lane street with limited access and service roads, where abutting land use requires, and (4) authorization to proceed with detailed plans and specifications, but that this approval not constitute authorization to secure the necessary right-of-way at this time. A motion was made by Schroeder, second by Whiting, that the Public Grounds Committee and the City Engineer meet with a. committee from the Trinity Lutheran'Church to negotiate on exchange of real estate. The matter of a temporary band stand wasagain brought to the attention of the Council and upon motion by Schroeder, second by Tingley,,the Park Board was authorized to build a temporary stand not to exceed $1,200.00 La cost. The recommendation of the Street & Alley Committee that grading, base construction and bituminous surfacing be done on 15th Avenue Northeast and 15th Street Northeast in Woodland Addition was read and upon motion by Moody, second byl Anderson, the recommendation was approved. The recommendation of the Sewer Committee that a. storm sewer be constru-I cted in 15th Avenue Northeast and 15th Street Northeast in Woodland Addition was read and upon motion by Anderson, second by Schwanke, the recommendation was approved. The recommendation of the Sewer and Water Committees that a sanitary sewer, water main and service connections be constructed in 15th Avenue Northeast and 15th Street Northeast in Woodland Addition was -read and upon motion by Tingley second by Schwanke, the recommendation was approved. The recommendation of the Street & Alley Committee that grading, base construction and bituminous surfacing be done on 9th Avenue Southwest, 11* Street Southwest, 11g Street Southwest and Memorial Parkway in Baihly's First Addition was read and upon motion by Schwanke, second by Tingley, the recommendation was approved. The recommendation of the Sewer Committee that•a storm sewer be constru- ct,ed in 9th Avenue Southwest, 11i Street Southwest, 111 Street Southwest and Memorial Parkway in Baihly's.First Addition was read and upon motion by Schwanke, second by Tingley, the recommendation was approved. The, recommendation of the Sewer and Water Committees that a sanitary sewer, water main and sewer connections be constructed in 9th Avenue Southwest, 11i Street Southwest, lla Street Southwest and Memorial Parkway in Baihly's First Addition was read and upon motion by Moody, second by Tingley, the recommendation was approved. _The recommendation of the Street & Alley Committee that bids be taken (June 6) for constructing and repairing concrete sidewalks, curb and gutter at specified locations during 1955 was read and upon motion by Schwanke, second by Tingley, the recommendation was approved. The recommendation of the Police Committee and the Chief of Police that a pedestrian crosswalk, with appropriate signs and street markings be established onll n Second. Avenue Southwest, at the mid -block location between First and Second Streetdl, 3 8 8 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., May 9. 1955 • to facilitate pedestrian crossings between the 1929 clinic building and the Diagnostic building and that the City Attorney draw the necessary resolution or ordinance to make such a crossing legal was read and upon motion by Tingley, second by Whiting, the recommendation was approved. A notice from the League of Minnesota Municipalities of the annual convention to be held at Albert Lea on June g, 9 and 10, 1955 was read and upon motion by Anderson, second by Whiting, the members of the Council and Department Heads were authorized to attend at City expense. A notice of appointment of the following officers of the Public Health & • Welfare Board was read and President Bach ordered same placed on file: Dr. Lyle A. Weed, President Dr. R. E. Miner, Vice President Mr. R. J. Stevens, Secretary Aletter of appreciation from the City Assessor and Deputy Assessors was read and ordered placed on file. A letter from the City Engineer stating that the plat of South Eome (Addition met the requirement of Ordinance No. 704 and recommending its approval was read and the same was ordered placed on file. A letter from John N. Osterud, Executive Vice President of Home Federal Savings and Loan Association at Spring Valley, complimenting the City of Rochester upon their parking facilities was read and ordered placed on file. The request of Theodore Rieple for an extension of the sanitary -sewer from 191 Avenue and 5th Street Southwest to Lot 5 in Riolen's Addition was read and upon motion by Whiting., second by Tingley,, the same was referred to the Sewer Committee. A letter from R. V. Ehrick, City Attorney, regarding property damage claim of Robert E. Rogers was read and upon motion by Schwanke, second by bloody, the same was ref erred to the Street & Alley Committees The City Treasurer's otatement for the month of April,.195.5 was read and ordered placed on file. • The report of the City Weighmaster for the month of April, 1955 showing fees collected for loads weighed in the amount of $131.30 was read and President Bach referred the same to the Finance Committees The reports for the month of April, 1955 of the Building Inspector showing fees collected for building permits issued in the amount of $913000; of the Electrical Inspector showing fees collected for electrical permits issued in the amount of. $145.00; of the Plumbing Inspector showing fees collected for plumbing permits issued $34.50; of the Hee.ting Inspector showing fees collected for heating permits issued $3.00 and fees collected for sign permits issued in the amount of $344.23 were each read and President Bach referred the same to the Finance Committee. • Record of Official Proceedings of the Common Council of the City of Rochester, Minn., May 9 1955. 389, 1 • 1 • The report of the Clerk of Municipal Court for the week ending May 6, 1955 showing total criminal fines and roosts collected $2,130.00 and vivil fees received $2.95 was read and having been approved by the City Attorney, President Bach ordered the same placed on file. The applications of Robert P. Belisle and Charles E. Clark for license to sell cigarettes were each read and upon motion by Anderson, second by Moody, thelicenses were granted. The applications of Robert P. Belisle and Charles E. Clark for license to sell soft drinks were each read and upon motion by Schwanke, second by Tingley, the licenses were granted. The official bond of Garnet Spring in the amount of $1,000.00 with the Fidelity & Casualty Company of New York as surety and the license bond of Vincent F.uyber in the amount of $1,000.00 with the Aetna Casualty & Surety Company as suret were each read and upon motion by Tingley, second by Moody, the bonds were approved the surety thereon accepted and the same were ordered placed on file. The following resolutions were each introduced and read and President Bach declared the same duly passed and adopted: Resolution ordering first hearing on the grading, base construction and bituminous surfacing on 15th Avenue Northeast and 15th Street Northeast in Woodland Addition. Upon motion by Anderson, second by Moody, resolution adopted. Resolution ordering first hearing on the construction of a storm sewer in� 15th Avenue Northeast and 15th Street Northeast in Woodland Addition. Upon motion by Moody, second by Schwanke, resolution adopted. Resolution granting a public dance permit to Rochester junior Chamber of U Commerce. Upon motion by Moody, second by Schwanke, resolution adopted. Upon motion by Schwanke, second by Tingley, resolution adopted. Resolution appropriating $220.50 from the Server Fund, $244.50 from the IS & A Fund and $277.50 from the Police Protection Fund and ordering payment made Ito Peoples Natural Gas Company, $205.30, Dr. T. 0. Wellner; $277.50 and Rochester (Ready Mix, $259.70. Upon motion by Whiting, decond by Anderson, resolution adopted. Resolution appropriating $4,323.95 from the Park Improvement Fund, $139.13 from the Lighting Fund and $12.64 from the F.E. Williams Estate Fund end ordering ayment made to City of Rochester, P.U. , $701.69; _ Aiafo Civic Auditorium Revolving Fund, $3, 026, 52; E. J. Klamp6 Company, $272.95 and Rochester Plumbing & Heating, $474.56. Upon motion by Anderson, second by Moody, resolution adopted. Resolution abandoning the project of construction of a curb and gutter n 6th Street Southeast from 12th to 13th Avenue Southeast. Upon motion by Schwanke, econd. by Tingley, resolution adopted. Upon.motion by Whiting, second by Tingley, and upon roll call and all present voting in favor thereof, the rules were suspended and the' ordinance was given its second reading. Upon motion by Whiting, second by Tingley, and upon roll call and all present voting in favor thereof, the rules were suspended and 'the ordinance was given its third and final reading. Upon motion by Moody, second by Tingley, that the said ordinance be present adopted as read, and all/voting in favor thereof, President Bach declared the said ordinance duly passed and adopted. The matter of -salaries of stagehands employed at the .Mayo Civic Ad"ditori was discussed briefly and upon motion by Whiting, second by Tingley, the same was - referred back to the City Attorney for further clarification. ,TJpon motion by Schwanke, second by Tingley, the City ,Attorney w2.s author- ized to subscribe for. membership in the National Institute of Municipal Law Officer Upon motion by Schwanke, second by Anderson, the meeting was adjourned until 7: 30 o1 clock P.
