Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said
City, on August 30, 1955-
Bresident Bach called the meeting to order at 5:00 o'clock P. M., the
following members being present: Presiddnt Bach, Aldermen Anderson, Moody,
Schroeder, Schwanke, Tingley and Whiting. Absent: None.
The call of the special meeting was read and President Bach ordered
the same placed on file, the said meeting having been called for the purpose of
considering the City's responsibility in the widening of 12th Street Southeast
east of llth Avenue and any other business that the said Common Council may deem
proper.
President Bach called on Mayor Mcquillan who stated that at a prior
meeting of the Common Council, Mr: C. W. Swanson of the Minnesota State Highway
Department, had brought up the matter of widening the highway on 12th Street
Southeast east of llth Avenue and had requested that the City make certain
improvements that would effect the widening of the highway. He further stated
that the City Engineer had been requested to present certain estimates and that
in as much as the improvement would effect the park property he had requested
the Park Board to be present to get the information first hand, and that the
purpose of the meeting was that there be no delay in improving the said street.

Bear Creek Channel Change.
The State Highway Dept. proposes to widen and improve the channel
of Bear Creek from the Belt Line (12 St. S.E.) to a point approximately
500 feet south of 6 St. S.E. , in connection with the project of double-
laneing 12th St. and building a new bridge over Bear Creek on 12th
Street,
The State requests that the City remove the 2 obstructions in the
creek channel that are caused by (1) the old bridge at loth Street,
(2) the footbridge at llth Ave., at the city!.s expense.
The State offers to pay the costs of the channel excavation and
whatever bank protection is needed. It asks the City to provide
whatever easements are required to make the channel widening.
The estimated cost of a new 100 foot bridge on loth Street
Southeast is $100,000.
The estimated cost of lengthening and raising the llth Avenue
Footbridge above high water is $6, 000.
The costs of the easements is not known at this time.
The first 1000 feet, from 12th Street to loth Street is owned
by Mayo Properties Assn., and is not developed.
The next 1300 feet runs thru Slatterly Park.
The last 1900 feet runs thru privately -owned land, The widening
thru this property is all on the west bank of the creek.
The State is anxiwas that the City give them a definite reply,
one way or the other, so that they may make their plans accordingly.

present and stated that the Highway Department was anxious to go ahead with the
project and the state would do the channel work and the City take care of the
bridges and easements and he thought the State would furnish a man to assist the
City Engineer to get the easements, .if so desired. The City Engineer stated that
both bridges were obstructions to the channel and could be removed at not too
great an expense. All the members of the Park Board were present and stated they
were in favor of the improvement.
After further discussion on the matter a motion was made by. Alderman
Schroeder that the report of the City Engineer be accepted and that Mr. Swanson of',
the Minnesota State Highway Department be instructed to refer back to the Council
the necessary papers to participate in the agreement. Alderman Anderson seconded
the motion and all voted in favor thereof.
A motion was made by Alderman Whiting, second by Alderman Tingley, that
the Council consider other business at this time and upon roll :call and Alderman
Schwanke voting "no" the motion was not carried.
