Minutes .of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City,f
on September 8, 1955•
President Bach called the meeting to order at 5:00 o'clock P. M., the
following members being present: President Bach, Aldermen Anderson, Moody,
Schroeder, Schwanke, Tingley and Whiting. Absent: None.
The call of the special meeting was read and President Bach ordered the
same placed on file, the said meeting having been called .for the purpose of
congidering the approval of the plans of the Minnesota State Highway Department
for the participation in the channel widening of Bear Creek and the widening of
the highway on 12th Street Southeast and any other business the said Common Councit
may deem proper.
C. A. Armstrong, City Engineer, stated that the matter of approving the
pla.nsand specifications for the improvement project on 12th Street Southeast as
submitted by the Minnesota State Hidway Department.had been.delayed at the last
meeting but he had since contacted Mr. Swanson, District Engineer for the State
Highway Department, and heI had been informed that the matter of the State buildi
a footbridge on 12th Street Southeast and the time for the removal of the loth
Street and llth Avenue bridges would be written into the agreement. He further
stated that he thought the plans and specifications could be approved at this
time.
A'.resoluton approving plans and specifications for improvements of
Trunk Highway No. 14 from 10a Avenue Southeast to the East corporate limits was
read. Upon motion by Anderson, second by Moody, that the resolution be adopted as
read, and all voting in favor thereof, President Bach declared the said resolution
duly passed and adopted.
A resolution that the City of Rochester would never permit or suffer,
within its corporate limits, any encroachment of any kind whatsoever upon the
right of way of Trunk Highway No. 14 and that parking of all vehicles on said
trunk highway be parallel and at least twenty feet from any crosswalk was read.
Upon motion by -Anderson, second by Moody, that the resolution be adopted as read,
and all voting in favor thereof, President Bach declared the said resolution duly
passed and adopted.
A motion was made by Whiting, second by Anderson, that the Council con-
sider other business at this time and upon roll call all voted in favor of the
mot ion.
The matter of whether or not the construction of a fire sub -station on
2nd Street Southwest could be financed at this time or whether the construction of
same should be held up was brought up. After discussing the matter a motion was
made by Alderman Whiting zX&I1xxxmag#5g that it be the judgement of this Council,

that even though apprised of a statement that there was $40,000.00 budgeted but
that there is only $15,000.00, that it Is wise and sensible to proceed with the
construction of the said fire sub -station. Alderman Anderson seconded the motion
and upon roll call Aldermen Anderson, Moody, Whiting and President Bach voted in
favor of the motion and Aldermen Schroeder, Schwanke and Tingley voted "non.
The recommendation of the Street & Alley Committee that the negotiated
bid for construction of curb and gutter on 2nd Street Northeast from llth to 13th
Avenue Northeast of C.. M. Boutelle be accepted at the unit prices bid was read and
upon motion by Schroeder, second by Schwanke, the recommendation was approved.
A resolution accepting the bid of C. M. Boutelle for construction of a
curb and gutter on 2nd Street Northeast from llth to 13th Avenue Northeast was
read. Upon motion by Schroeder, second by Tingley, that the said -resolution be
adopted as read and all voting in favor thereof, President Bach declared the said
resolution duly passed and adopted.
The application of J. C. Thompson Company for license to construct
sidewalks, curb and gutter and driveways in•the City of Rochester was read and
upon motion by Schwanke, second by Schroeder, the license was granted,
Alderman Whiting presented an easement agreement between the City of
Rochester and Haven H. Hodge and Stanley C. Mohn granting an easement through
and across Lots 1 and 2. Block 10, Goodings Addition for the purpose of constr-
ucting and maintaining a drainage ditch of sufficient depth and width to drain
the surface water from 13th Avenue Northwest across said lots to 7th Street
Northwest. A motion was made by Alderman Whiting, second by Alderman Schroeder,
that the Mayor and City Clerk be instructed to sign the easement agreement with
the elimination of paragraph No. 3. All voted in favor of the motion.
Upon motion by Anderson, second by Schwanke, the meeting was adjourned.
