Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in
said City, on November 15, 1955.
President Bach called the meeting to order at 7:30 o'clock P. M., the
following members being present:..President Bach, Aldermen Anderson, Moody,
Schroeder, Schwanke, Tingley and Whiting. Absent: None.
President Bach called on R. V. Ehrick, City Attorney, who explained that
this public heq.ring had been called by the Common Council in accordance with the
provisions of Ordinance No. 750 and No. 779, these ordinances .granting ,franchises
to the Vet'.s Cab Company and the Yellow Cab Company, and at the present time
allowed 35 cabs to be operated, 27 by the Yellow Cab Company and 8 by the Vet's
Cab Company. He then read Section 17 of said ordinance which reads as follows:
"Whenever, by reason of public interest, convenience and necessity it shall become
necessary to add additional cabs to adequately provide the public with the necess-
ary taxicab transportation, the Grantee herein shall so provide such cabs, .or in
the event the City of Rochester, through its Common Council, feels that it is
necessary for the public interest, convenience and necessity, they may grant an
additional franchise or franchises".
Letters were then read from A. F. of L. General Drivers Union No. 874,
Chicago and North Western Railway System, Northwest Airlines, Inc., St. Marys
Hospital, Hotel Martin, The Kehler Corporation, Hotel Arthur, Hotel Brown, Hotel
Campbell, Rochester Methodist Hospital, Jefferson Transportation Company, Mayo
Clinic and Braniff Airways, each stating that they felt there were adequate taxi
cabs in the City and that very good service was given. Richard H. Plunkett,
Attorney representing Local 874, General Drivers Union, was present and asked that
no more cabs be granted. Mr. Carl F. Peterson and Mr. Eddie Atherton of Vet's
Cab Company were present and requested that the Council. grant the said Vet's Cab
Company two more licenses. Mr. Elton Butlin spoke in favor of granting the
additional cabs. Mr. Joseph Bremer of Yellow Cab Company stated that he felt there
were enough cabs to take care of the present needs.
Alderman Anderson was excused at 8:20 P. M.
After hearing those present and discussing the matter a motion was made
by Alderman Moody that no further taxi licenses be granted at this time. Alderman
Whiting seconded the motion and,upon roll call and Aldermen Moody, Schroeder,
Schwanke and Whiting voting in favor of themotion and Alderman Tingley and Presider
Bach voting "no", the motion was carried.
Upon motion by Schwanke, second by Whiting, the meeting was. adjourned
until 7:30 o'clock P. M. on Monday, November 21, 1955•
