Rochester, Minnesota, held. in the Council Chambers, in the City Hall in said:City, on December.9, 1955. President Bach called the meeting to order at 7:30 o'clock P. M. , the following members being present: President Bach, Aldermen Anderson, Moody,_ Schroeder, Schwanke, Tingley and Whiting.. Absent: None. President Bach stated that the meeting had been set for the purpose of discussing the question of resurfacing Broadway and. to try to. reach some decision as to,whether angle or parallel.parking was desired and also the method of financing the said project. Mr. C. A. Armstrong, City Engineer, stated that he had been advised by the Highway. Department that permission by the Commissioner of Highways for angle parking on Broadway would not be given. Mr. C. A. Swanson, District Engineer for the Minnesota State Highway Department, was also present and verified the statement that the Commissioner of Highways would not give permission for angle parking. After discussing the matter, Alderman Whiffing moved that the Commi,ssione of Highways be informed that it is the desire of this Council, that angle parking be retained on Broadway as now provided by City Ordinance, and that the City. undertake by 160int agreemwnt with the State to resurface Broadway between 6th Street on the south and the Chicago North Western tracks on the north, and pay for the City's portion of the_ cost of the resurfacing, in part by assessment on abutting property owners and the remainder with the monies available in the Parkin Meter Fund and that the City Clerk be instructed to advise the Commissioner of Highways of the Council's action. Alderman Anderson seconded the motion and upon roll call, Aldermen Anderson, Schroeder,, Schwanke, Whiting and President Bach voted "yes" and Aldermen Moody and Tingley voted "no". (Alderman Moody stated that he was not against angle parking but felt some specific financial arrangement should be included in_the motion and that was why he voted no.)
