HomeMy WebLinkAbout02-13-1956638 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., February 13, 1956 r: Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall in said City, on February 13, 1956. Alderman Whiting moved that Alderman Schroeder act as President pro tem Alderman Moody seconded the motion and upon roll call all voted in favor thereof. President pro tem Schroeder called the meeting to order at 7:30 o'clock P. M., the following members being present: Aldermen Anderson, Moody, Schwanke, Tingley, Whiting and President pro tem Schroeder. Absent: President Bach. Upon motion by Moody, second by Tingley, the minutes of the meeting of February 6, 1956 were approved. • Alderman Anderson introduced a resolution appropriating $3,294.25 from the General Fund, $750.00 from the Permanent Improvement Fund and $250.50 from the Police Protection Fund and oddering payment made to Continental Oil Company, $2, 288. 43; Borchert Ingersoll, Inc., $995.82; Clare L. Fischer, $750.00 and T. 0. Wellner, M.D., $250.50. Upon motion by Anderson, second by Moody, resolution adopted. The following letter from the Rochester Public Schools was read and upon motion by Whiting, second by Tingley, the same was referred to the Sewer Committee and the City Engineer: "Common Council City of Rochester Rochester, Minnesota Gentlemen: As you are probably aware, we are in the final planning stages for the new Senior High School. Our architects report that there are certain City sanitary and storm sewers that are not planned. Definite information regarding these sewers has to .be available before the sewer connections from the new High School can be definitely planned. It is desirable that the information required from the City be available by March 15, to permit final planning before calling for bids on the new High School. In order not to delay occupancy of the school at its completion, it is necessary that the City sewer construction be completed by the fall of 1957• Our• architects have met with the City Engineer and discussed the necessary requirements and estimated sanitary storm loads • Sincerely, / s N. Cory, Superintendent" President pro tem Schroeder stated that a vote on the question of whether or not more cabs were needed in the City of Rochester had been delayed from the last meeting until a full Council was present and wondered if it was the Council's desire to again postpone action until a full Council was present. A motion was then made by Alderman Moody, seconded by Alderman Tingley, that action on the question as to whether more taxicabs are needed in the City of ,Rochester be delayed until a full Council was present and upon roll call and Aldermen Anderson, Moody, and Tingley voting in favor of the motion and Aldermen Schwanke and Whiting and President pro tem Schroeder voting "no", the motion was lost. Alderman Schwanke, seconded the motion and upon roll call Alderman Schwanke, Tingley, Whiting and President, pro tem Schroeder) voted in favor of the motion and Aldermen Anderson and Moody, voted "no". Mr. Fred Schuster was present and stated that when the pre-fab houses were built in Graham Addition the Mayo Association had been given a temporary permit for a 12 year period (May 1, 1946 to May 1, 1959) and requested that the Council consider giving them an extension of five more years (May 1, 1959 to May 1, 1963). He further stated that the reason for requesting the extension at this time, was that they have a waiting list and did not feel it was fair to take more applications as most terms of occupancy were for over two years. A motion was made by Alderman Whiting, second by Alderman Moody, that their request be granted and the City .Attorney be instructed to draft a resolution granting the extension of the temporary permit for an additional five years and also that the permit will be terminated if the property is disposed of by Mayo Association. All voted in favor of the motion. The following recommendation of the Planning and Zoning Commission was read and upon motion by Schwanke, second by Moody, the same was referred to the Street & Alley Committee: read: "Hon. Claude H. McQuillan, Mayor and The Common Council of Rochester Re: Mrs. Edna Harden Gentlemen: At the meeting of the Planning and Zoning Commission held January 18, 1956, Mrs. Harden appeared before the Commission with a proposed repla.t of Outlot I, Stebbins Addition. At that time, the commission informed Mrs. Harden that it could not accept, or permit, construction of an approach on llth Avenue N. E., in view.of the hazards connected with the railroad crossing and traffic conditions. It was suggested to her that this area be served by an approach from 13th Avenue only, with a cul-de-sac within .the subdivision. Mrs..Harden was instructed to consult with Mr. Tom Moore of the engineering office to develop a satisfactory and usable plat and entrance. This plat presents problems not only of lot size.but of traffic hazards. The recommendations made by the commission -to Mrs. Harden were made with this thought in mind. Sincerely yours, s DONALD L. Claude H.,McQuillan, Mayor and The Common Council of Rochester Gentlemen: I am sure that all of us appreciate that the recent announce" ment of the I. B. M. to locate in.the City.of Rochester will present to the city government some major problems. No. 1._ The immediate and urgent problem is to develop a road pattern in The Rochester. To accomplish this, because of the n U 640 4 0 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., February 13, 1956 • urgency, we should use the engineer's office and personnel for a period of probably not over four (4) months, and also the services of a consulting firm for illustrating and presenting the work of the engineer's office. No. 2. Beginning as soon as possible, a continuous program of planning should be set up in the city for the prupose of programing the needs of the community. - a. Highways and streets. b. Land use or zoning. C. Providing areas for schools and parks. d. Traffic control and parking. e. Outlining for the council the capital improvement program, such as right-of-ways, parks, paving, trunk line sewers, and sewage treatment and water supply. Also to keep the council informed as other schools and capital improvements are programed. To accomplish the above: a. It will be necessary to co-ordinate the city, county and township planning activities for their mutual benefit. • b. Obtain the services of a full time director of planning to gather information from various city departments for presentation to the Planning Board, to aid them in giving intelligent recommendations to the council. Upon motion by Schwanke, second by Tingley, the recommendation was tabled until the next meeting. The following claims were each read and upon motion by Whiting, second by Moody, the same were approved and the Mayor and City Clerk were authorized and directed to draw warrants upon the City Treasurer and make payments accordingly: From the General Fund: Sinclair Refining Company, $28.00; Ken's Appliance Service, $5.60; Stoppel's Egg, Poultry & Seed Company, $72.75; N. Finch, City Clerk, $19.00., From the Park Improvement Fund: City of Rochester, P.U., $40.95. From the Lighting Fund: City of Rochester, P.U., $66.71. Mayor McQuillan stated that up to date no contract had been signed with Ellerbe & McGhie for engineering and architectural services in connection with site services and preliminary drawings for the new proposed airport. He said they were hired on a cost plus basis, which seems the .most reasonable way to pay for these services. R. V. Ehrick, City Attorney, gave a short synopsis of the agree- ment he had prepared. The question of paying the 7¢ mileage was brought up and Mr. Buenger stated that the mileage would be paid only on trips required and approved by the Airport Commission. Upon motion by Tingley, second by Schwanke, the agreement was approved and the Mayor and City Clerk were authorized to execute' the said agreement. All voted in favor of the motion. Alderman Whiting introduced a resolution authorizing and directing the Mayor to execute request for aid to Civil Aeronautics Administration in the sum of $300,000.00 and to the State of Minnesota in the sum of $200,000.00 for the purpose of airport site preparation, which was read. Upon motion by Moody, second by Schwanke, and all voting in favor thereof, the resolution was padded and adopte5 An Ordinance amending an ordinance entitled, "An Ordinance &ranting a franchise to the hereinafter named granite for the privilege of operating motor vehicles on the streets, alleys and highways of the City of Rochester, for the purpose of transporting passengers for hire for a. period beginning thirty (30) days after the official adoption and publication of .this ordinance and terminating five (5) years thereafter, upon the terms and conditions hereinafter mentioned, providing for a regulation of said service; providing the amounts to be charged grantee per unit for the operation of said motor vehicles; providing for the termination of the grant; providing for public liability secuaityp; providing for the supervision by the Common Council of the City of Rochester(same being No. 779) was given its f irst reading. Upon motion by Whiting, second by Anderson, that the rules be suspended and upon roll call and all voting in favor thereof, the rules were suspended and the ordinance was given its second reading. Upon motion by Moody, second by Whiting, that the rules be suspended and upon roll call and all voting in favor thereof, the rules were s.a.spended and the ordinance was given its third and final reading. Upon motion by Whiting, second by Anderson, that the said ordinance be adopted as read, and all voting in favor thereof, President pro tem Schroeder declared the said ordinance duly passed and adopted.
