Minutes of -an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the.Council Chambers in the City Hall, in
said City, on April 10, 1956.
President Bach called the meeting to order at 7:30 P. m., the following
members being present: President Bach-, Aldermen Anderson, Moody, Schroeder,
Schwanke, Tingley, Whiting. Absent: None.
An application from Robert Hodge, 904 - 14th Avenue N. E., for an
"Off Sale" liquor license was read and upon motion by Schroeder, second by
Anderson, the same was ordered placed on file and theCity Clerk was instructed
to notify him of this action.
The recommendation_ of the Survey Committee that the City of Rochester,
Minnesota, enter into an agreement with Mark Hurd Aerial Surveys Inc. for the
preparation of topographic maps and that the areas to be mapped shall be designates
by the Planning Director was read and upon motion by Schroeder, second by Whiting, l
the recommendation of the Survey Committee was approved.
The recommendation of the Water Committee that a water main be constr-
ucted in loth Avenue Northeast and 15th Street Northeast in Jefferson Slopes 2nd
Addition was read -and upon motion by Schroeder, second by Anderson, the recommend -I
ation was approved.
The recommendation of the Water Committee that a water main be constr-
ucted in 3rd Avenue Northeast, 4th Avenue Northeast and 18th Street Northeast in
Greenway Subdivision, was read and upon motion by Tingley, second by Moody, the
recommendation was approved.
The recommendation of the Street & Alley Committee that grading, base
construction and bituminous surfacing be done on 1st Street Northeast from 11th
Avenue Northeast to 13th Avenue Northeast to serve Lots-1 through 7 of Harden's
Replat of Outlot 1 - Stebbins Addition was read and upon motion by Tingley, second
by Anderson, the recommendation was approved.
The recommendation of the Sewer and Water Committee that a sanitary
sewer and water main be constructed in lst Street Northeast from llth to lath
Avenue Northeast to serve Lots 1 through 7 of Harden's Replat of Outiot 1,
Stebbins Addition, was read and upon motion by Moody, second by Schroeder, the
recommendation was approved.
The following recommendation of the Street & Alley Committee was read
and upon motion by Moody, second by Tingley, the.recommendation was accepted:
"Honorable Mayor & Common Council
City of Rochester, Minnesota
Gentlemen:
Ple, the undersigned, recommend that the costs to the abutting
property for the widening and paving of 4th Street Southeast from
Broadway to 6 Avenue Southeast be assessed as follows:
(1) From Broadway to 3 Avenue Southeast $4. 50 per front ft.
(2)' From 3 Avenue to 6 Avenue Southeast $3.00 per front ft.
There are approximately 1400 front feet between Broadway .and 3

Avenue; and 1300 feet between 3 Avenue and 6 Avenue.
The section between Broadway and 3 Avenue was originally curbed
and paved with wood blocks in 1913 and assessed to abutting property
at the rate of $9.35 9 front foot. The wood block surface was later
replaced with the present brick surface, for which no assessment was
made.
The section between 3 Avenue and 6 Avenue was originally curbed
and paved with wood blocks in 1916 and assessed to abutting property
at the rate of, $5.65 a front foot,. About 1929, the wood block was
replaced with brick, for which no assessment was made. In 1940,
this same..section was widened -to 50 foot width, and a new concrete
curb and gutter was built. This work was assessed to abutting
property. at the rate of $3.30 per front foot.
It is because of the more recent assessment on the section
between 3 Avenue and 6 Avenue in 1940 that this committee recommends
the assessment for the proposed project be $1.50 less per foot than
on the section between Broadway and 3 Avenue.

The recommendation of the Police Committee that a loading zone be
established in front of the premises known as 626 - 6th Street Southwest and that
the City Attorney be instructed to draft the necessary resolution to make this
change effective was read and upon motion by Schroeder, second by Schwanke, the
jrecommendation was approved.
The recommendation of the Police Committee and Chief of Police that an

additional full time man be employed in the Meter Maintenance and Collections
Department was read and upon motion by Schroeder, second by Whiting, the
,recommendation was approved.
The recommendation of the Police Committee and the Chief of Police that
the request of Arthur Betts, Art Betts Furs, 112 First Avenue Southwest, for a
temporary parking privilege for three weeks be granted was read and upon motion by
,Moody, second by Schroeder, the recommendation was approved.
The recommendation of the Police Committee and the Chief of Police that
a full time additional secretary be employed in the Police Department, this
employee would perform secretarial work for the Detective and Uniform Divisions
and assist our present Secretary was read and upon motion by Schroeder, second by
Whiting, the recommendation was approved.
A petition for the construction of a curb and gutter on the south side
of Graham Court Southeast, east of 15 Avenue Southeast, was read and upon motion by
�Schreoder, second by Anderson, the same was referred to the Street & Alley Committee
land the City Engineer.
A notice of hearing by the Railroad and Warehouse Commission in the
matter of the application of the Rochester Yellow Cab Corporation for a certificate
of public convenience and necessity as an auto transportation Company in the
transportation of passengers between Lobb Field and points in downtown Rochester,
over Highway 14 and Highway 63 and city streets, with no local transportation
within .the City of Rochester, said hearing to be held on Friday, April 27, 1956 at

fees collected for" loads weighed $134.05 was read and President Bach referred the
same to the Finance Committee.
The report of the City Treasurer for the month of March; 1956 was read
and President Bach ordered the same placed on file.

building permits issued $384.00; of the Electrical Inspector showing fees collect-
ed for' electrical permits issued $116.25; of the Plumbing Inspector showing fees
collected for plumbing permits issued $546075; of the Heating Inspector showing
fees -collected for heating permits issued $386.25 and fees collected for sign
permits $1,701.64 were each read and President Bach ordered the same placed on fil

having been approved by the City Attorney, President Bach ordered the same placed
on file,
The applications of Alfred Betcher, Elwyn Means, Donald Cunningham and
Carl M. Mogen for a license to sell non -intoxicating malt liquors "on sale"were
each read and upon motion by Schwanke, second by Schroeder, the licenses were
granted.
The applications of A. E. Bell, Leon H. Ferber; W. W. Erbes, Alfred
Betcher, Dorothy Zeller, Eliiyn Means, W. E. Just, Donald Cunningham and Carl M.
Mogen for a license to sell non -intoxicating malt liquors "off "sale" were each
read and up&n motion by Tingley, second by Whiting, the licenses were granted.

Bell, Hotel Brown, T. A. Reimer, Jeo Sparks, Charles E. Clark, Frank Kleckner,

The applications of Donald Nietz, Alden Fuerstneau, Thomas Hesby, David
Lawler, James Radke and Maurice F. Brown were each read and upon motion by Moody,

The application of Charles Harris for a Hot Water and Steam Heating
Contractor's license was read and upon.motion by Schroeder, second by Moody, the

for Journeyman Plumber's license were each read and upon motion by Anderson, second
by Whiting, the licenses were granted .

Schroeder, the licenses were granted.
The application of Richard Tointon for a license to connect with sewers
and drains was.read and upon motion by Anderson, second by Schroeder, the license
was granted.
The application of James W. Schinke for a license to erect and. -maintain
signs was read and upon motion by Moody, second by Schwanke, the license was
granted.
The applications of Doyle Conner, Donald A. Ramthum and C. M. Boutelle for
license to construct sidewalks and concrete were each read and upon motion by
Schwanke, second by Whiting, the licenses were granted.
The application of Lysne Construction Company for a permit to move a
house over certain streets in the City of Rochester was read and upon motion by
Whiting, second by Schwanke, the permit was granted subject to the supervision of
the Chief of.Police and the Building Inspector.

The license bonds of Richard Tointon(2), John E. Hines, Peoples Natura]
Gas Company and A. D. Mills each in the amount of $1,000.00 with the Fidelity &
Casualty Company as surety; James W. Schinke in the amount of $1,000.00 with the
St. Paul Mercury Indemnity Company as surety and L..R. Lance in the amount of
$1,000.00 with the Western Surety Company as surety were each read and upon
motion by Schroeder, second by Moody, the bonds were approved the surety thereon
accepted and the same were ordered placed on file..
The official bonds of Garnet Spring, Ivan B. Boyd and Elfreda Reiter
each in the amount of $500.00 with the Fidelity and Casualty Company of New York
as surety; C. Archie Armstrong and Chester A. Cottingham.each,in.the amount of

Anchor Casualty Company as surety; Allen Lloyd Company in the amount of $9,191.55
with -the Travelers Indemnity Company as surety; Borchert Ingersoll, Inc. in the
amount of $4,610,00 with the Seaboard Surety Company as surety; Rochester Ready

the Mayor for his approval.
A letter from the Board of Public Health & Welfare forwarding
recommendations for the salary schedule for the 1956-1957 year was read and upon
motion by Schwanke, second by -Whiting, the same was referred to the Council as a
Committee of the Whole.
The following resolutions were each introduced and read and President
Bach declared the same duly passed and adopted:
Resolution approving detour routes during the reconstruction -of 4th
Street Southeast from Broadway to 6th Avenue Southeast. Upon motion by Anderson,
second by Moody, resolution adopted.
Resolution authorizing the Public Utility Board to enter into contract

A motion was then made by.Alderman Whiting that the said resolution be
(adopted as read.(with.paragraph 4 Section 7 deleted). Alderman Anderson seconded
the motion and all noted in favor thereof.

Alderman Schroeder moved that the general plan for the proposed plat as
presented to the Common Council by Industrial Opportunities Inca be approved
subject to the future approval of the engineering services to be attached to the
plan. Alderman Schwanke seconded the motion and all, voted in favor thereof.
Mayor McQuillan stated that the Airport Commission had met and now had
three sites in mind for the new:. proposed airport -and requested that -the Council
appoint, or authorize the Airport Commission to appoint, two appraisors to
appraise the said sites. Alderman Schroeder moved that the Airport Commission be
authorized to engage two appraisors for the necessary appraisal work for the new
proposed airport sites. Alderman Whiting seconded the motion and all voted in
favor thereof.
Alderman Schwanke stated that he had received a call from the High School
that they would like to use the tennis courts, for practice for their teams, either
at Cook Park or Cascade Park but no nets had been put up and also that the length
of the court at Cook Park had not been built according to regulations. Mayor
llMcQuillan stated that it would be up to. the school to furnish their own recretaional
facilities and as long as it was a public park anyone could use !the facilities not
just school children and he stated he would check with the Superintendent of Parks
as to the court at Book Park being built according to regulations.
-Mr. Stanley Drips gave a verbal report from the -Steering Committee on
Parking and Traffic, on the matter of parking around the Court House which had been
referred to them. He reported that the Committee recommended that the parking be
restricted to 30 minutes on the east side of 6th Avenue Southwest from lot Ito 2nd.

,the resolution establishing parking and parking meter regulations and provisions
j pursuant to Ordinance No. 971. All voted in favor of the motion.

(Department were present and were eaeh heard.in regard to salaries for 1956-1957
and also.requested the Council to consider'a long range program containing
seniority rights, etc. They were told to get their information together and the
Counc-il would consider same at a later date.
Upon motion by Whiting,. second. by Tingley, a recess was called -at 9:40p.m.
President Bach called the meeting to order at 10:30 P. m.
The matter of the sakry of the mechanic and assistant mechanic at the
Warehouse was discussed.and upon motion by Whiting, second by Anderson, the salary
of the mechanic was set from 4, 500.00 to 4,800.00 and the . sa.lary of the assistant
(mechanic was set from 3,700.00 to 4,OOo.0o. Upon roll call all -voted in favor of
(the motion except Aldermen Moody and Tingley, who voted "no".
A motion was then made by Alderman Schroeder that the.salary structure
The adopted as set up this evening and the City Clerk be instructed to prepare
resolutions for the next meeting. Alderman Whiting seconded the motion and upon
roll call, all voted in favor thereof except Aldermen Moody and Tingley, who voted
I "no".
Upon motion by Anderson, second by Schroeder, the meeting was adjourned
until 7:30 P. m. on April 16, 1956.
