Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers, in•the City Hall in said City,
on May 10, 1956.
President Bach called the meeting to order at 5:00 o'clock P. M. , the
If ollowing members' being present: President Bach, Aldermen Anderson, Moody,
Schwanke and Whiting. Absent: Aldermen Schroeder -and Tingley.
The call of the special meeting was -read and President Bach ordered the
same placed on file, the said meeting having been -called for the purpose of con-
sidering the application of Joseph Guzinski for a license to sell non -intoxicating
malt liquor at Mayo Field and any other business the said Common Council may deem
proper.
The application of Joseph F. Guzinski for a license to sell non -intoxica-
ting malt liquor "on sale" at Mayo Field was read.. R.V. Ehriok,::City� Attorney,
stated that it had now been ruled that 3.2 beer was non -intoxicating. Upon motion
by Anderson, second -by Schwanke, and all present voting in favor thereof, except
Alderman Moody who.voted "no", the license was granted.
A. motion was made by Schwanke, second by. Anderson, that other business be
conducted at this meeting. Upon roll call.all present voted in favor thereof.
The applications of .Joseph F. Gusiaski for license to -sell cigarettes and
soft drinks at Mayo Field were each read and upon motion by Schwanke, second by
l Whiting, the licenses were granted.
A petition signed by George & Elsie Keefe and Lloyd & June Lewis for
construction of a sanitary sewer to serve Lots 1 and 2, Block 9, Manley's Subdivision
lwas read and upon motion by Anderson, second by Moody, the same was referred to the
Sewer Committee and the•City Engineer.
The ordinances granting taxicab franchises to the Yellow Cab Company
land the Vets Cab Company were again discussed. Mayor McQuillan recommended that the
(following• paragraph be substituted for Section S in the said ordinances.
"Section 8. Additional Taxicabs. At any time during the term of
this franchise, the grantee may apply to the Common Council for
authority to operate additional taxicabs under this franchise. If,
after due consideration of the evidence, the Common Council finds
that additional taxicabs are required by the grantee to adequately
serve the demands of the public, it may, by resolution adopted by a
majority of all the members of the Common Council, authorize the
grantee to provide the additional cabs requested or the number found
to be required, whichever is smaller."
It was decided to wait and take action when the full Council was present.
Upon motion by Anderson, second by Whiting, the meeting was adjourned
until 7;30 this evening, May 10, 1956.

Minutes of an adjourned meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City,
on May 10, 1956.
President Bach called the meeting to order at 7:30 o1plock P. M., the
following members being present: President Bagh, Aldermen Anderson, Moody,
Schroeder, Schwanke, Tingley, Whiting, Absent: None.
Alderman Whiting moved that the action taken by the Council on May 7,
1956 adopting an ordinance granting a franchise to Yellow Cab Company and granting
a franchise to Vets Cab Company be rescinded. Alderman Schroeder seconded the
motion and upon roll call, all voted in favor of the motion.
An Ordinance granting to Carl F. Petersen, d/b/a Vets Cab Company,a
franchise to operate taxicabs on the streets of the City of Rochester; providing
rules, regulations and condtions for the conduct of said taxicab business; pro-
viding for the licensing of taxicabs; providing rates of fare; and providing
penalties for the violation thereof, was given its first reading.
Upon motion by Anderson, second by Schroeder, and upon roll call and
all voting in favor thereof, the rules were suspended .and the ordinance was given
its second reading.
Upon motion by Schroeder, second by Whiting, and upon roll call and al
voting in favor thereof, the rules were suspended and the ordinance was given its
third and final reading,
Upon motion by Schwanke, second by Tingley, that the said ordinance be
adopted as read, and all voting in favor thereof, President Bach declared the said
ordinance duly passed and adopted.

franchise to operate taxicabs on the streets of the City of Rochester; providing
rules, regulations and conditions for -the conduct of said taxicab business;
providing for the licensing of taxicabs; providing rates of fare; and providing
penalties for the violation thereof, was given its first reading.
Upon motion by Tingley, second by Whiting, and upon roll call and all
voting in favor thereof, the rules were -suspended and the ordinance was given its
second reading.
Upon motion by Whiting, second by Anderson, and upon roll call and all
voting in favor thereof, the rules were suspended and the ordinance was given its
third and final reading.
Upon motion by Anderson, second by Schroeder, that the said ordinance
be adopted as read, and all voting in favor thereof, President Bach declared the
said ordinance duly passed and adopted.
The matter of moving the dog catcher's house from its present location
to a lot on the East side of the road where you turn to go the dump grounds by the

old S. D. P. was again discussed. A motion was made by Whiting instructing and
requesting the. Public Grounds Committee to get information, on• the advisability of
moving the said house to the other location and also to get estimates of -cost for
moving•the house, cona:truction of a basement and facilities for plumbing, water,
etc-, and report back to the Council. Alderman Schroeder seconded the motion and
all voted in favor thereof.
Upon motion by Whiting, second by Schroeder, the meeting was adjourned.
