of the City of Rochester, Minn., June 21, 1956 •
Minutes of an adjourned regular meeting of the Oommon Council of the
City of Rochester, Minnesota, held in the Council Chambers, in the City Hall in
said City, on June 21, 1956.
President Bach called the meeting to order at*5:00 P. m., the -following
merabers being present: President Bach, Aldermen Moody, Schroeder, Schwanke,
Tingley, Whiting. Absent: Alderman Anderson.
Mayor McQuillan stated that Mr. Maynard Campbell, Manager of Ra-Tel, Inc.
had requested that the Council take no action on the condemnation proceedings for
water main easement over the D. J. Thomas property for the next few days. A
motion was made by Alderman Schwanke to delay -the commencement of condemnation

proceedings on the Thomas property until next Monday or Tuesday. Alderman Tingley
seconded the motion and all present voted in favor thereof.
Mayor McQuillan -stated that the Airport Commission had selected a site
for the new proposed Airport and requested approval of the same by the Council. He
introduced Mr. E. W. Buenger, Architect and Engineer with Ellerbe & Company, who
gave a brief outline of the five sites which the Airport Commi-ssi-on -had considered,
the five sites being (1) Haverhill site,. about 9 miles Northeast of Rochesteron
the Viola road;(2) Marion site, approximately S miles Southeast of Rochester near
Highway 52; (3) Mayowood site, approximately 5a miles Southwest of Rochester on a
(4) land lying Highway 63 north of Highway 30
country road; piece of west of and
near their junction, although not touching on those hig hwgrys, about 9 miles from
that area to South Broadway and 2nd Street in Rochester; (5) near Stewartville,
about 10 miles south on Highway 63. The members of the Airport Commission were
present and M ayor McQuillan stated that they had agreed upon Site 4 and recommended
that the Council approve same. After hearing those present, President Bach
introduced a resolution selecting the Airport Site and requesting approval of the
Commissioner of Aeronautics, which was read. A motion was made by Alderman
Schwanke that the said resolution be adopted as read. Alderman Whiting seconded
the ,motion and upon roll call, all present voted in favor of the motion.

Mayor McQuillan brought up the matter of purchasing a mosquito control
machine for the City. Mr. Tom Wall, City Health Engineer, was present and stated
that he was familiar with the problem of mosquitoes and described two types of
machines that could be used, (1) a "foggers which throws out a deadly fog and is
partly dependent on the wilid to carry the fog and (2) a machine that throws out a
mist and has a blower to extend the mists spread. He further stated that spraying
would be necessary after heavy rains and that the chemicals, mostly DDT, would not
be dangerous to humans and birds. A salesman for these machines was present and
quoted a price of $1,729,00 for the type of machine recommended. A motion was made
by Schwanke, second by Whiting, that the City appropriate $1,729.00 for the purchase
of a mosquito fogging machine and the.Mayor•issue an.emergency order -to purchase

same. After further discussion, the motion and second were withdrawn. No action
was taken. at this meeting.
Alderman Schwanke introduced a resolution accepting the bid of Carlisle
G. Fraser for construction of a water main to Elton Hills Addition, which was read,
A motion was made by Alderman Moody, second by Alderman Whiting, that the said
resolution be adopted as read. Upon roll call President Bach and Aldermen Moody,
Schwanke and Whiting voted in favor thereof. (Aldermen Tingley and Schroeder
having been excused).
Mayor. „McQuillan informed the Council that they were invited to a uoint
meeting with the I. B. M. and I..0. I. at 2:00 p. m. in the Coach Room at the
Bahler Hotel on June 28, 1956.
Upon motion by Whiting, second by Moody, the meeting was adjourned.
