Minutes of a special meeting of -the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers, in the City Hall in said City,
on June 22, 1956.
Alderman Whiting moved that Alderman Schroeder act at President pro
tem. Alderman Moody -seconded the motion and upon roll call all voted in favor
thereof.
President pro tem Schroeder -called the meeting to order at 5:00 p. m.,
the following members being present: Aldermen Moody, Schroeder, Schwanke,
Tingley, Whiting. Absent: President Bach and Alderman Anderson.
The call of the special meeting was read and President pro tem Schroeder

ordered the same placed on file, the said meeting having beencalled for the
purpose of considering the purchase of equipment.to eliminate mosquitoes and other
pests and also considering the proposal to compromise on the increase in gas
rates and any other business the said Common Council may deem proper.
The matter of purchasing a spray machine to combat mosquitoes was again
brought up. Mayor McQuillan stated that he understood the machine could be
delivered within 4 or 5 days and felt action should be taken to purchase same as
soon as possible. He further stated that Mr..Tom Wall, Health Engineer, was
willing to assume the responsibility for time and place of operation. After dis-
cussing the matter a motion was made by Alderman Whiting that the City of Rochester
request the Mayor to issue an emergency order to the Public Health & Welfare
Department to purchase the spraying machine and go definitely on record so far as
the areas we.,•propose to spray are public areas (parks, band concert sites, etc.)
and the other areas are where the spraying at the proper time will greatly lessen
the hatching of mosquitoes. Alderman Schwanke seconded the motion and all present
voted in favor thereof.
Alderman Whiting suggested that the Council consider the possibility*of
a compromise over the gas rate increase petition filed by the Peoples Natural Gas
Company. He stated that he had not met with the Gas Company but after studying

their request felt that perhaps such a compromise could be reached. The other
members of the Council indicated that they felt the Committee, authorized to
employ a public utd=lity accounting firm to assist in studying the requested rate
change and also the feasibility of the City purchasing the Gas Company, should
have an opportunity to finish its work. No action was taken.
C. A. Armstrong, City Engineer, stated that the storm had caused a
tree to be blown over into the yard at 1236 - 10th Avenue Southeast and that these
people had no means to have same removed and requested authority to remove the tree.
A motion was made by Alderman Schwanke instructing the City Engineer to remove the
tree from the yard at 1236 - 10th Avenue S. E. Alderman Tingley seconded the
motion and all voted in favor thereof.

MayorMcQuillan stated that he was flying up to Camp Ripley on Saturday,
June 16th and that there would be room for two aldermen if they wished to go.

Alderman Whiting stated that he would with Mayor McQuillan.
Upon motion by.Whiting, second by Schwanke, the meeting was adjourned.
