HomeMy WebLinkAbout10-22-1956Record of Official Proceedings of the Common Council 281 • .of the City -of Rochester, Minn., October 22, 1956 Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, on October 22, 1956. President Bach called the meeting to order at 7:30 o'clock P.M., the following members being present: President Bach, Aldermen Anderson, Moody, Schroeder, Schwanke, Tingley, Whiting. Absent: Hone. The call of the special meeting was read and President Bach.ordered the same placed on file, the said meeting having been called for the of purpose acting on sewer plans and calling for bids for the I. B. M. sewer; considering • the petition fore change of zoning of Lots 5 and 6. Block 2, Gonderman & Thiel's Addition; consider-the.plat of Elton Hills 2nd Addition and any other business the said Common Council may deem proper. A letter from C. A. Armstrong, City -Engineer, submitting plans, speci- fications, proposal form and advertisement for bids for t runk. 1 ine sanitary sewer in Sections 21- 22-23 Cascade Township, Project No. 5622, prepared by Ellerbe & Company was read', and President Bach ordered the same placed on file. Alderman Whiting introduced a resolution approving plans and specifica- tions and ordering bids for sewer in ,I. B. M. property. A motion was made by Alderman Schwanke, second by Alderman Whiting, that the said resolution be adopted as read and all voting in favor thereof, President Bach declared the said resolution duly passed and adopted. Alderman Whiting introduced a resolution instituting condemnation proceedings for sewer and construction easements for the I. B. M. sewer. A motion was made by Alderman Anderson, second by Alderman Moody, that the said resolution be adopted as read, and upon roll call and all voting in favor thereof, President Bach declared the said resolution duly passed and adopted. The petition signed by Frank 0. and Susan Schartau, Robert and Beverly Gill, and Charles and Leone Passe to have Lots 5 and 6, Block 2, Gonderman & Thiel's Addition! changed from a residential to a commercial zone was read and upon • motion by Schwanke, second by Tingley, the same was referred to the Board of Zoni . Alderman Whiting then moved that pending the report of the Commissioners appointed .in the condemnation proceedings for the I.B.M. sewer.project that a Committee of three members of this Council and the Mayor be appointed to meet with the owners of the seven.parcels of land involved, such meeting to be held at a time and place called!by the chairman of the committee, to attempt to acquire the necessary sewer and construction easements by negotiated purchase in order to expedite the construction of said Alderman sewer. Schroeder seconded the motion and all voted in favor thereof. President Bach then appointed Alderman Whiting, as chairman, and Alderman Tingley and Alderman Anderson to act on the said committee with the Mayor. • b r Record of Official Proceedings of the Common Council of the City of Rochester Minn. October 22, 1956 A proposed preliminary plat of Elton Hills 2nd Addition was presented together with a request from the Builders Land Companythat this plat be approved and a recommendation from the Planning & Zoning Commission that this -plat be approved* - Upon -motion by Schwanke, second by Tingley, a ten minute recess was declared. President Bach called the meeting -to order again at,S:20 p: m: Mr. Stanley Guth, President of the Builders Land Company, was present and stated that he understood that the preliminary proposed plat was to.be approved by the Council before the final plat is made. After discussing the matter a motion was made by Alderman Whiting that the plat be given preliminary approval(that there • was no major objection to the preliminary plat as presented. Alderman Moody seconded the motion and upon roll call and•.Aldermen Moody, Schroeder, Whiting and President -Bach voting in favor of the motion and Aldermen Anderson, Schwanke and Tingley voting "no", President Bach declared the motion carried. A motion was then made -by Alderman Schwanke, second by Alderman Schroeder, that the Council transact other business than in the call. TTpon roll call all voted in favor thereof.. A petition signed -by Mrs. Planohe -B. Graham to have. the following described property changed from a residential zone to a multiple dwelling zone was read and upon motion by Schroeder, second by Whiting, the same was referred to the Board of Zoning: "Commencing at a point of the Southeast (SE) corner of Auditor's Plat "A"; thence in a northerly direction along the east line of said property to a point Seventy-five (75) feet north of the Southeast ( SE) corner of Auditor's Plat '!L"; thence west Two Hundred Eight (209) feet; thence South Seventy five (75) feet to a point located on the South line of Auditor's Plat "A"; thence East Two Hundred Eight (209) feet along the South line of Auditor's Plat "A", to the place of- -beginning. " A claim of injury signed by Miss Rosemary Morgan of 1116 Sixth Avenue Southeast for injury r.ecieved when she tripped over a water pipe which extended above the ground was read and upon motion by Schroeder, second by Schwanke, the. same was referred to the City Attorney. • A letter from the Women's Civic League of Rochester requesting reserved parking space for two cars .in front of the Woodworth Club Housefor a period of 7:30 a. m. to 9:00 a, m. on.Monday through Saturday was read and upon motion by Schroeder, second by Schwanke, the same was referred to the Police Committee and the Chief of Police. The request of the Kruse Company to do street grading, base construction and bituminous surfacing to Lots 3,4,5,6, and 7, Block 9, Homestead Addition was read and upon motion by Schroeder, second by Tingley, the same was referred to the Street & Alley Committee and the City Engineer. The recommendation of the Police Committee that the Public Health Nurse detailed to the Rochester High School be allowed space for -her car on West Center Street adjacent to the Central School Building was read and upon motion by Schroeder, Record of Official Proceedings of the Common Council of the City of Rochester, Minn., 0 c t o b e r 22, .1956 283' 1 1 iJ • second by Schwanke, the recommendation was approved and the City Attorney was instructed to prepare a resolution making the requested change. The recommendation of the Police Committee that the Police Department be authorized to purchase 1000 additional bicycle license plates to complete the present license,period which expires on August 31, 1957 was read and upon motion by Schroeder, second by Whiting, the. recommendation was approved and the purchase authorized.. The recommendation of the Street & Alley Committee that a sidewalk be constructed on the north side of loth Street Northeast between 12th and 13th Avenues Northeast was read and upon motion by Moody, second by Tingley, the recommendation was approved and the City Attorney was instructed to prepare a resolution ordering the sidewalk. The recommendation of the Street & Alley Committee that the request of George K. Alexander, 909 - 9th Avenue S. E. to extend the sanitary sewer on 9th Avenue Southeast from 7th Street Southeast to serve Lots 6 and 7. Block 9. East Rochester Addition at his expense be granted, provided that the work be done by a licensed drainage contractor and under plans and supervision of the City Engineer was read and upon motion by Anderson, second by Moody, the recommendation was approved. The recommendation of the Street & Alley Committee that the street abutting the north side of Block 9 in Homestead Addition be named "Granger Court" was read',and upon motion by Tingley, second by Whiting, the recommendation was approved and the City Attorney was instructed to draft an ordinance naming the said street. The recommendation of the Street & Alley Committee that the Kruse Company be granted permission to construct the grading, base construction and bituminous surfacing on Granger Court along the north side of Block 9, Homestead Addition at their own expense, upon execution of proper contract and bond, was read and upon motion by Anderson, second by Tingley, the recommendation was approved. Mr. Ralph Ellingwood stated that the Olmsted County Polio Board needed a new place to meet for three or four months and requested that they be allowed to use the Council Committee room. The said meetings are held at 4:00 p. m. on l the last Monday,of the month. Upon motion by Schroeder, second by Schwanke, they were granted permission to use the Council Committee room as temporary quarters. Alderman Anderson stet ed that he had received a request for a street light on lOj Street Southeast, west of 2nd Avenue, between 2nd Avenue and the Railroad tracks. A motion was made by Anderson, second by Moody, that the Public Utility Department be requested to install the said light. Ehrick, City Attorney, stated that there were now/funds available for sewage treatment plants, sewers and other improvements and felt some effort should be made to try to get some_ of these funds.. President Bach referred the matter to the Sewer Committee. Mayor McQuillan stated that Mr. John Kiefer of 139 - 14th Street N, E. had complained about water running into his basement, he stated that -the water ran down the driveway and into the' garage and basement and he felt this could be due to the wrong established grade. The Mayor was requested to call Mr. Kiefer and ask him to attend the nest Council meeting and explain the situation furthr.
