of the City of Rochester, Minn., February 9, 19 57
Minutes of an adjourned special meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in
said City, on February 8, 1557.
President Bach called the meeting to order at 7:30 P. m., the following
members being present: President Bach, Aldermen Anderson, Moody, Schroeder,
Schwanke, Tingley, Whiting. Absent: _none.
Mr. Frank Pawlak, .Assistant to the District Engineer of the Minnesota
State Highway Department, was again present and. an extensive discussion of the
preliminary plans for State Highway Project No. 5509-12 Trunk Highway 52=20 and
!.Project rfo. 5502-15 Trunk Highway No.' 14=7 took place. During the course of the
discussion the following items were informally agreed upon:
1. The Council voted against putting a ditch on the east side of
Miracle Mile, which would have to be done at city expense.
2Unanimously voted that there be no crossing at 1st Street S.W.
3.. Unanimously voted that there be no crossing at loth Street N.W.
4. Majority voted against a crossing at 3rd Street S.W. (Aldermen
Schroeder, Moody and Anderson voting in favor of the crossing
and Aldermen Schwanke and Whiting and President Bach voting
against the crossing and Alderman Tingley voting "no" on 3rd St.
S. W. c-rossing if a crossing is put at 5th Street S. W.)
5. Majority voted to have a crossing at 5th Street S. W. instead of
6th Street S. W. (Aldermen Anderson, Moody, Schroeder and Tingley
voting for crossing at 5th Street S. W. and Aldermen Schwanke and
Whiting and President Bach voting for a crossing at 6th Street
S. w . )
6. Unanimously voted that P_ crossing be requested at 1st Avenue
Southeast and a service drive on the north side of the beltline
j from 3rd Avenue S. E. to the ice house.
IMr. Pawlak was -requested to make arrangements for a representative of the Minnesota
State Highway Department to be present at a. public meeting for an explanation of
It -he plans proposed by that department, said meeting to be as soon as possible.
The proposal for a full clover leaf arrangement at the intersection. of
Trunk Highway 14 with Trunk Highway 52 was -again discussed. R. V. Ehrick, City
Attorney, informed the Council, that the City has no authority to participate in the
cost of constructing bridges or hightra.ys outside the city limits. • A motion was
then made by Alderman Schwanke that the City Clerk advise the Department of Highways
that the Common Council look with favor on the suggestion to make a full clover
leaf at the proposed junction of Highway 14 and Highway 52 and feel it would be
highly advantageous for moving traffic into the City in tte future, but that the
Common Council has been advised by the City Attorney that he knows of no legal
authority for expenditure of city funds for this project which is outside the
boundaries of the City. of Rochester and request the Department to give serious
consideration to construct the full clover leaf aith State funds. Alderman Anderson
seconded the motion and all voted in favor thereof.
A motion was then made by Alderman Schroeder, second by Alderman Anderson,
Itha,t the Council conduct other business at this time and upon roll call, all voted
I in favor thereof.
Alderman Whiting then introduced a resolution authorizing and directing

'"the Mayor and City Clerk to execute a contract between the City of Rochester and
Toltz, Ring, Duvall, Anderson and Associates, Inc. for engineering and.
architectural seiivim s in connection with the proposed addition to the Rochester
Sewage Disposal Plant, which was read. A motion was made by Alderman Schroeder,
second by Alderman Moody, that the said resolution be adopted as read, and all
voting in favor thereof, President Bach declared the said resolution duly passed
and adopted.
Upon motion by Alderman Moody, second by Alderman Schroeder, the meeting
was adjourned.
