HomeMy WebLinkAbout04-08-1957478 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., April 8, 19 57 • Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, on April 8, 1957. President Bach called the meeting to order at 7:30 P. m., the following members being present: President Bach, Aldermen Moody, Morris, Schroeder, Tingley, Whiting. Absent: Alderman Haas. Upon motion by Moody, second by Morris, the minutes of the meetings of March 29th and April lst, 1957 were approved. President Bach stated this as being the time and place set for receiving. and opening bids for the printing of 10,000 copies of the City of Rochester report • to the people for the fiscal year ending March 31, 1957. No bids were recoived. Upon motion by Schroeder, second by Moody, the mRtter was referred to Mr. Ralph Ellingwood. Mr, Harold Blakeslee was present in regard to his application for a popcorn licenso which had been rejected by the Council at the last meeting. He presented a petition with approximately 200 signatures that'he be given permission. to continue his business. He also suggested that he would move the stand to the east about three or four feet. No action was taken at this time. The following appointments by Mayor McQuillan to the Board of Public Health & Welfare were read and upon motion by Moody, second by Morris, the appointments were approved: Dr. N. A. Christensen, 716 llth Street Southwest, a three year term ending the second Monday in April 1960; Mr. Jerry J. Reichert, 439 15th Avenue Southwest, a three year term ending the second Monday in April 1960; and Dr. G. A. Peters, 916 3rd Street Southwest, a two year term ending the second Monday in April 1959, to fill the unexpired term of Dr. John Paailson. The appointments by the City Clerk of Geraldine E. Bielenberg as Deputy City Clerk, Secretary and Clerk of Registration; Darlene M., Wentworth as Bookkeep- ing Machine Operator, Stenographer and Clerk of Registration and Gladys E. Danford as C1erk,Typist were each read and upon motion by Schroeder, second by Morris, the • appointments were approved for the ensuing fiscal year. Tho appointments by harvin W. Price, City Assessor, of Henry Wildenborg, Alfred Nelsen and Gust Obst as Deputy Assessors and Mrs. Evelyn Dapper as secretary for the ensuing year were read and upon motion by Schroeder, second by Moody, the appointments were approved. I The following appointments by the City Engineer to the various sections of the City Engineer's Department were each read and upon motion by Schroeder, second by Morris, the appointments were approved for the ensuing fiscal year: Office & Engineering Section: Frank D. Moody, second by Schroeder, his request was granted, A notice from the Railroad and Warehouse Commissicn in the.matter of the application 'of the Rochester Bus Line, Incorporated, for a reduction in service on its South Broadway and Graham Route and t.e make permanent a route to the Highland Addition was read and President Bach ordered the same placed,on file.l', A letter from O. A. Stocks & Co., Inc. for permission to temporarily close the west one-half of 5th Avenue S. W. between lst and 2nd Streets S.W., during the period of wrecking the present jail and garage buildings and the erection of the new court house, the method of procedure to be approved by the City Engineer and the Police Department, was read and upon motion by Schroeder, second by Tingley, their request was granted. All voted in favor thereof. A petition objecting to the construction of a ready -mix plant located at the old Rochester Ice and Fuel Plant in Northwest Rochester with fifteen (15) signatures was read and President Bach ordered the same placed on file, A lette'rif rom Irving L. The same was ordered placed in the salary study file. The same was ordered placed in the salary study file. A letter from C. A. Armstrong, City Engineer, listing the requested, base salary for the job classifications in the City Engineer's Office and - Engineering Section. Eras read.. The -same was ordered placed in -the salary study file: A letter from C. A. Armstrong, City Engineer, on the matter•of wages for employees of the Street and Alley Department and the Parking Lots and the • Sewage Treatment Plant Employees and submitting reports and recommendations of the fact finding panels of October, 1956 was read. The same was ordered placed in the salary study file. - -The recommendation of the Police Committee that the two spaces, present- ly twelve minute meters on the south side of 3rd Street S. W. nearest south Broadway, be eliminated and that these same two spaces be returned to ninety minute parking and that the two spaces on the -north side of Rnd Street S. W. between Broadway and lot Avenue, west of the alley and nearest to it presently in a sixty minute parking be eliminated and these two spaces be established as twelve minute parking and that the City Attorney be instructed to draw the necessary resolution to make this change effective was read and upon motion by Schroeder, second by Tingley, the recommendation was approved. The recommendation of the Police Committee that the following changes in parking as on 3rd Street S. W. between Broadway and lot Avenue be made on a temporary basis during the period of the construction of the Olmsted County`Court House and jail for the use of the Sheriff's office and that the first space on the south side of the street, just west`of the.alley and the first space on the North side of the street, just east of the alley be reserved for the use of the 'Sheriff i o cars only and that the Sheriff's office be permitted to use Municipal Parking Lot 01 without charge when those spaces reserved for -them on 3rd Street • S. The recommendation of the Police - Committee that parking be prohibited at all times on both sides of 19th Avenue Northwest from loth Street Northwest, northward to the end of the street, which is three hundred feet more or less, and that the City Attorney be instructed to draw the necessary resolution to make this change effective was read and upon motion by Schroeder, second by Tingley, the recommendation was approved. The recommendation of the Survey Committee that the City Planning Director be authorized to join the American Society of Planning Officials, the American Institute of Planners and the American Public Works Association was read and upon motion by Morris, second by Tingley, the recommendation was approved. The recommendation of the Survey Committee that the City Planning Director be authorized to purchase the following planning publications was read: Planning Advisory Service and Zoning Digest. Upon motion by Morris, second by - Whiting, -the recommendation was approved. The recommendation of the Survey Committee that the following job classifications and appointments be made on the Planning Director's staff: 1 Planning Aid Francis W. Clark 1 1 Secretary(Part time)Willetta E. Hoaglan and that the Planning Director be authorized to purchase a typewriter and chair for his secretary was read. -Upon motion by Whiting, second by 11orris, the recommendation was approved, The recommendation of the Police Committee that the bid of Clements Chevrolet Company in the amount of $2, 744,o0, for furnishing two patrol cars for use in the Police Department be accepted.a nd that the checks of the unsuccessful bidders be returned was read and upon motion by Schroeder, second by Tingley, the recommendation was approved, The recommendation of the Street & Alley Committee and the City Engineer that the bid of Clements Chevrolet Company for furnishing one a ton panel truck for use in the City Engineer's Department be accepted at the bid price of $1,737.00' and that checks be returned to the unsuccessful bidder was read and upon motion by Tingley, second by Morris, the recommendation was approved. The reports for the month of March, 1957 of the Building Inspector showing fees collected for building permits issued $213,00; of the Electrical Inspector showing fees collected for electrical permits issued $1,421,25; of the Plumbing Inspector_ showing fees collected for plumbing permits issued $1,265.25; of the Heating Inspector showing fees collected for heating permits issued $3,676.75 and fees collected for sign permits issued $1,441.70 were each read and President Bach ordered the same placed on file, The report of the City Weighmaster for the month of March, 1957 shwoing fees collected for loads weighed $120, 50 was reach and President Bach ordered the same placed on file. (Graham 2nd Addit•ion), was given it!s first reading. The following recommendation of the Sewer- Committee °and the City Engineer was read and upon motion by Tingley, second by *Schroeder, the recommend- ation was approved and the City Attorney was in-struc,ted to• draw the necessary papers: -"Mayor & Common Council City of Rochester, Minn. Gentlemen: On March 25th, the Council authorized the Sewer Committee and City Engineer to provide engineering services for surveys for sewer facilities for a'n area west of Rochebter petitioned for annexation and referred to as the "Judd Farm", and "other lands". This authority was granted after the assurance and agreement of Johnson, Drake and Piper and Rochester West Company that they would bear the entire cost of such a 'survey. We recommend that the firm of Toltz, King,. Duval, Anderson• & Associates of St. Pahl, Minnesota be hired' as the Engineers for a study and report of a Trunk Line•Sanitary Sewer to serve this area. The firm has expressed its ability to beginwork Immediately upon resolution of the Council appointing them. Respectfully, (Raymond C. Schroeder Sewer Committee (A. G. Armstrong" Alderman Whiting introduced the following resolution which was read: "WHEREAS, the Common Council of the.City of Rochester by motion adopted February Sth, 1957 • requested the Minnesota Department of Highways to construct a complete interchange at the proposed new junction of Trunk Highways No. 14 and 5? west:of.the,City, in order to ps rmit the movement of traffic between this junction and Eleventh Avenue Northwest by.the construction of a street between said junction and avenue, and WHEREAS, the. Minnesota Department of •Highways has indicated that it will consider the construction of such an interchange on the condtion that the City of Rochester give assurance that it will construct a street connecting this interchange with Eleventh Avenue Northwest. NOW THEREFORE, Be it resolved by the Common Council of the City .of Rochester, that the Minnesota Department of Highways be, and it hereby is, notified that if a complete interchange is con- structed at the proposed new junction of Trunk .Highways .No. 14 and 52 that the City will construct a street connecting such inter- change and Eleventh Avenue Northwest in the City of Rochester." A motion was made by Alderman Tingley, second by Alderman Schroeder, that the said resolution be adopted as read, and all voting in favor thereof, President Bach - declared the said resolution duly passed and adopted. The matter of granting a popcorn license to, Mr. ,Harold Blakesley at the curb on the south side of the premises commonly known as .232. South Broadway. was again discussed. Upon motion by Morris, second by Schroeder, the application and request of Mr. Blakeslee was. tabled. All voted An favor of the motion. Mr. George Leiferman was present and. inquired if the Council had done anything further on his request about purchasing the three lots next to the Bembr property and stated that he would like to meet with someone to discuss the matter. Upon motion by Schroeder, second by Morris, his request was referred.to the Survey Committee. All voted in favor of the motion.
