Minutes of a special meeting of the Common Council of the City of Rochestell
Minnesota held in'the Council Cahmbers in the City Hall in said City, on May 24th,
19 5 7--
The meeting was called to order at 5:00 o'clock P. M., the following
members being present: Aldermen Morris, Schroeder, Tingley and Whiting. Absent:
President Bach and.Aldermen Haas and Moody.
A motionlwas made by Alderman Tingley that Alderman Whiting act as
President pro'tem Alderman Schroeder seconded the motion and upon roll call, all
present voted in favor thereof.

The callof the special meeting was read and President pro tem Whiting
ordered the same placed on file, the said meeting having been called for the purpose
of considering the temporary investment of certain surplus funds and any other
business the said';Common Council may deem proper.
Mayor McQuillan .stated that the meeting had been called after Mr. Ross
Browning, City Treasurer, had reported that there was a larger deposit in the banks
than collateral covered and thought they might be able to invest some of the extra
money. It was recommended that the matter be given further study as to outstanding
checks, obligations, etc. A motion was then made by Morris, second by Schroeder,
that the matter be deferred until the first meeting in June. All present voted in
favor of the motion.
A motion ',was made by Alderman Schroeder, second by Alderman Morris, that
.the Council consider other business. Upon roll call all present voted in favor
thereof.
The.matter of paying Mr. C. A. Cottingham, City Weighmaster, for overtime
for Saturdays was discussed. Previously a man from the Street & Alley Department
had substituted for Mr. Cottingham on Saturdays but now he was working every
Saturday. A_motion was made by Alderman Schroeder that in the future, Mr. Cottingha
be paid for overtimeon Saturdays by claim for an eight hour day at the regular
hourly rate. Alderman Morris seconded the motion and all present voted in favor
thereof.
President pro tem Whiting stated that in the process of their meetings
regarding the proposed bond issue, the Council had tentatively agreed on what they
were going to ask for and the Mayor had -been given a copy of these figures and that
President was to arrange a meeting with the Chamber of Commerce to discuss the
Issue. Mayor McQuillan stated that he had no major objections to the issue as
recommended but thought the Park Department should be one issue instead of the
warehouse and swimming pool as separate.
The revised request of the Library Board requesting $110,386.00 for, their
immediate needs instead of $192,600.00 as previously requested was read. A motion
was then made by Alderman Schroeder that the revised request in the

$$110,396.00 as submitted by the Library Board, be accepted. Alderman Tingley
seconded the motion and all present voted in favor thereof.
A motion was then made by Alderman Schroeder that the request of the
Park Department for a warehouse � (, 15,000,00) and a swimming pool ($175,000.00) be
submitted as one item in the bond issue. Alderman Morris seconded the motion and
all present voted in favor .thereof. _
Mayor McQuillan stated that the Ziwanis Club was having their regular
luncheon on Wednesday, May 29th and requested that some members of the Council
attend to outline and explain the proposed bond issue. Mayor McQuillan, Alderman
Whiting and City Engineer, C. A. Armstrong were instructed to attend. •
Upon motion by Morris, second by Schroeder, the meeting was adjourned.
