Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall in said
City, on June 10, 1957.
President Bach called the meeting to order at 7:30 o'clock P. M., the
following members being present: President Bach, Aldermen Morris, Schroeder,
Tingley and Whiting. Absent: Aldermen Haas and Moody.
The call of the special meeting was read and President Bach ordered
the same placed on file, the said meeting having been called for the purpose of
taking action on the recommendation of the Airport Commission on bids for the
removal of certain buildings on the proposed airport site.
Mayor McQuillan, member of'the Airport Commission, reported that the
said Commission had checked the bids received for removing certain buildings at
the proposed airport site and recommended that the bids be rejected and the Airport
Commission be given authority to dispose of them, the buildings to be removed or
destroyed (on the Lilly and Grover farm) not being worth moving. A motion was
made by Whiting, second by Tingley, that the verbal report of the Airport
Commission be accepted, that the certified checks be returned to the bidders and
the Airport Commission was authorized to dispose of the said buildings. All voted
in favor of the mot ion.
A motion was made by Whiting, second by Morris, that the Council consider
lother business than the call. Upon roll call all voted in favor thereof.
Mayor McQuillan stated that the traffic problem at the intersection of
14th Street and North Broadway and 91 Street and South Broadway had been brought
to his attention and he felt the Commissioner of Highways of the State of Minnesota
should be requested to make a study of the conditions at these locations. Alderman
Tingley, chairman of the Police Committee, stated that the Police Committee and the
Chief of Police now had these problems under consideration as well as the inter—
section of 14th Street and 3rd Avenue N.E. and 15th Avenue and loth Street X. E.
A motion was made by Whiting, second by Schroeder, that the City Clerk be instructed
to write to the Commissioner of Highways, State of Minnesota, requesting him to
undertake a traffic study and analysis of the traffic conditions at the intersection
of 14th Street and North Broadway and South Broadway and 9a Street. All voted in
favor of the motion,
Upon motion by Whiting, second by Schroeder, the sum of $199.00 was approp—
mated from the General Fund and ordered paid to the Mayor's; Contingent Fund.
Alderman Morris stated that since the passing of a referendum last fall a
10ity with a population of over 5,000 could continue to have a Justice of Peace if
the Council passed a resolution to continue this off ice, and he recommended that
Ithis Council pass such a resolution. A motion was made by Morris, that the City

continuing the office of Justice of the Peace in the City of Rochester. Alderman
Whiting secoaded'the motion and all voted in favor thereof.
Alderman Whiting introduced a resolution granting one public dance permit
to Gene Thompson. A motion was made by Tingley, second by Whiting, that the said
resolution be adopted as read. All voted is favor thereof.
A lderman Tingley stated that there was considerable congestion at the
end of 3rd Street S.B. where it runs into the parking lot,' due to the alley running
one-way South, just -east of Broadway, being closed off on 4th Street where road

construction is being done, and recommended that the alley be.closed off or made
a two-way alley.; A motion was made by Alderman Morris that the matter be referred
to the Police Committee and the Chief of Police with power to not. Alderman.
Schroeder seconded the _motion and all voted in favor thereof.
Alderman Morris reported that he and Alderman Tingley had met with the
Superintendent of Parke in regard to the wire in .front of home plate at the Maio
Baseball- Pield. "He stated that the wire had been changed and at the last three
games, spectators had been hit by a fly ball and they felt some action should be
taken, to change the wiring or add additional wirings, so therefore they had met
with Mr. Van Hook to arrange this. Mayor McQuillan reported that new wire had been
ordered and he and Mr. Van Hook had discussed and decided how it should be placed.
Mayor McQuillan stated that a meeting of this Council was scheduled for'
Monday, June 17, 19 57 at 7s 30 and that was the date set for the banquet of the
Minnesota State" Police Officers Association to.which the Council men were invited.
It was decided by all members present to meet at 5900 P. M. and Alderman Schroeder
volunteered to come down at 7a 30 in case anyone was there • for the hearings set.
Alderman Whiting stated that he felt something should be done to open
7th.Street Northeast -leading to the bridge. He said he knew it was better engines
Lag to wait until the grading and surfacing could be done, but thought maybe it
could be opened on a temporary basis as long as 4th Street S.B. was blocked off.

Alderman Whiting then moved that the City Engineer be instructed•to open 7th Street
Northeast, leading to the bridge, for temporary use and put such notice in the
paper that it was for'a matter of convenience for the people living Northeast and
would have to be!closed during inclement weather and when they start construction
on, the approaches. Alderman Morris seconded the motion and all voted in favor
thereof, except President Bach, who voted Nno".
The following petition with 88 signatures was read and upon motion by
Schroeder, second by Morris, the
same was referred to the Park Board and the Plann-
ing Commissions

the lack of providing a safe play area for the many children in this
thriving community. Messrs. Giese & Bielenberg would contribute much
to our city and community by preserving this natural park site. The
location of the grove.makes it accessible to passersby entering our
city from -the north and it .would be a great asset our our already fine
parks program. We therefore respectfully request your combined efforts
to preserve and set aside this site for a park."
A resolution authorizing the Public Utility Board to pay salaries in the
Public Utility Department as set by resolution adopted on May 28th, 19 57 and vetoed
by the Mayor on June 5th, 1957 was read together with the following veto message of
the Mayors

City of Rochester
Gentlement
I am -returning herewith the resolution setting up salaries
for employees of the Public Utility Department with -my veto
attached•
Altho, I feel that the salaries set up by the Utility Board,
provide a generally satisfactory increase and are largely consistent
with the average increases granted employees in other departments,
however, there are a few whose proposed salaries could be adjusted
upwards in the interests of better employee —employer relationship.
I will confer with the Utility Board and the men whose salaries
are in question before the Council meets in July.

Alderman Whiting stated that the proposed program for a bond issue of
$3,611,921.00 had been considered and he felt was .now ready to be presented to the
people. He submitted the following figures and recommended that the Council make
a decision as to whether or not they wanted all six issues to be voted on at the
coming election t

A motion was then made by Alderman Whiting that it be the decision of the Council
that we are going to present all six issues to the public at the bond issue to be
held July 16, 19 57• Alderman Morris seconded the motion and all voted in favor •
thereof. The Council then considered ways and,.means of carrying the bond issue to
the public. It was decided to have an executive committee, with Mayor McQuillan
as Chairman, representatives from the Council, Labor, Civic Organizations, Schools,
Parent —Teachers, Service Clubs, Chamber of Commerce, Churches and.other organizations,
to serve as a steering or'planning group to carry a full explanation of the,boad
program to the people.
Upon motion by Whiting, second by Tingley,- the meeting was adjourned.
