Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in
said City, on June 29, 19 57.
President Bach called the meeting to order .at 7:30 o'clock P.M., the
following members being present: President Bach, Aldermen Haas, Morris, Schroeder,
Tingley, Whiting: Absent: Alderman Moody.
Upon motion by Morris, . second by Haas, the minutes of the meetings of
June loth, 12th and 17th, 1957 were approved.
President Bach -stated this as being the time.and place set for receivingli
•
and opening bids, for airport construction - consisting of grading, storm sewers
and miscellaneous drainage. The four following bids were each received and opened:
Leon Joyce in the amount of $392, 551.00; Morse Bros. & Associates, Inc. - G.A.
Olson Constr. Company, Inc. in the amount .of $393,449.00, John Disseth Company
in the amount of.1$453,309.40 and S. J. Groves & Sons Company in the amount of
$521,797.00. A motion was then made by Alderman Morris that the bids be referred
to the Airport Commission, the City Engineer and the City Attorney, Alderman
Tingley seconded' the motion and upon roll call all voted in favor thereof,
An application for transfer of "On Sale n liquor license No, 395 from
DeLoris D. Hoy to Gertrude John at 307 South Broadway was read together with
letters of submitted by the Chief of Police which he had recieved in answer to
Inquiries from the Supervisor of Treasury Department Alcohol Tax Unit. Chief
Inspector of the Liquor Control Commission, Minnesota Bureau of Criminal Apprehen-
sion and the Chief of Police of St. Paul which showed that Gertrude John had no
criminal record.;' Mrs. Hoy _was present and requested that the Council give favor-
able action to her application for transfer. Upon motion by Schroeder, second by
Haas, the same was referred to the_License Committee. All voted in favor thereof.
A letter from the Rochester West Company requesting that a trunk line
sewer be built from the City system to Country Club Manor First Addition was read
and referred to the Sewer Committee and City Engineer.

The following letter from the Rochester Airport Commission was read:
"Honorable Members of the Common Council
City `of Rochester
Gentlemen:
At a meeting of the Airport Commission held on June 25, 1957 the
Commission voted unanimously to .recommend to the Common Council of the
City of Rochester, that the grant agreement dated January 17, 1957 be
approved by the Council.
The Commission also voted -unanimously to approve the revised master
plan ',of the New Municipal Airport and instructed Mr. K. M. McGhie,
Engineer to submit same to the State Agencies for their approval.

A motion was made by Alderman Whiting that the recommendation be accepted and the
City Attorney was instructed to prepare the necessary resolution. Alderman Haas
seconded the motion and all voted in favor thereof.

A group of people, approximately 125, were present at the meeting opposing
the plan to make llth Street S. W. a main thoroughfare through Southwest Rochester
to Highway No. 52. Dr, H. 0. Perry of 724 - filth Street Southwest stated that he
had heard'that llth Street Southwest was to be disgnated as a through street -to
'Highway 52 and did not feel the people living on llth Street were aware of any such
plan when they built their homes there and were very much opposed to this and would
like to know if any definite plans had been made ii regard to same. Mr. C. A. -
Armstrong, City Engineer, told them that they probably had gotten -their information
from two sources (1) the deisgnation of a system for through streets for particip-
ation in state gasoline tax funds going to the City and (2) incluslm in the pro-

'posed bond issue for street purposes in Southwest Rochester. Mr. Armstrong further
stated that 'there was a .need for a main street in and ouf of the City through
Southwest Rochester and there had been a question as to'whether it should be llth
Street or Memorial Parkway, but Memorial Parkway had been opposed by the American
Legion, golfers and others and also the refusal of the Olmsted County to plan a
connecting road'had been an adverse factor and that the State Highway Department
in their -plans would order grade separations at points where it believes action
necessary to the public. safety and movement of traffic on the beltline, and that
llth Street Southwest was pro'bably a "natural" grade separation. Dr. N.,'A.
Christensen, of 716 --llth Street Southwest, also expressed opposition to llth
Street becoming a main through street and stated that the residents had built
their homes here and if this street were so designated it would make widening of
streets and sidewalks necessary.and would in general disrupt their homes. He
further urged that before the Council. approve plans submitted by the Highway
Department for the beltline highway that a public hearing be held. Mr. Francis
Vnderwood.and others opposed making Memorial Parkway as a main through street.
Alderman Schroeder stated th4jt he understood the highway plans would hot be
ready until fall and thatno city official wanted to act without a hearing on same.
After hearing numerous others' speak, a motion was made by Alderman Whiting, that

it be'the concensus of this Council that they conduct a hearing on the approval,
of the Highway beltline plans before we take action on approving same. Alderman
Schroeder seconded the motion and all voted in favor thereof,:
Dr., John W. Berkman of 402 - 15th Avenue S. E.., representing a group of
people in that area, spoke in protest against the planned construction of duplexes
on fourt lots owned by the Kruse Company in Homestead Addition. He stated that
this area had been used as:a playground and requested that some action be taken to
keep it as such as they -felt the area was too small for the planned development
and, the hazard of traffic at this point was very great. A letter from the Planning
& Zoning Commission recommending that the Council reconsider this matter and that
the City purchase Lots 4, 5, 6 and 7 of Block 9, in Homestead'Addition for a
playground area, was read. The - group was--told--that the Park -Department had

previously stated that they did not think this area was suitable for inclusion in
the park system.', No'action was taken at this time.
Mr. John Young. was present and stated that the Izaak Walton League had
at a prveious date requested that"the"Council look into the matter of placing
rubbish barrels at'the major filling stations for collection rubbish from out-
going and in -coming cars to help.clear the streets and highways of litter and
Vondered if the Council had taken any action on same. He was informed that the
Street & Alley Committee had submitted a recommendation, which was approved by the
Council, statingjthat (1) no City maintained rubbish barrels be placed on the
privately owned property of filling stations or other -businesses and (2) ,that
additional rubbish barrels be placed on the boulevards and'sidewalks downtown
where their need; is indicated.
A letter signed by Howard H. Smith, Secretary of the Rochester Building
and Construction Trades Council, stating that at their meeting of June 25, 1957
they had voted to go 'on record as endorsing the proposed bond issue for $3, 61.2,000.
and also that he' had been instructed to inform the 'Countil that the said Trades
Council insist that this work be done under contract was read. A motion was made
by Alderman Whiting that the City Clerk be instructed to write to the Rochester
'Building and Construction Trades Council acknowledging their letter, thanking them
for their cooperation and assuring them that it is the firm intention of the
Council to do this work by contract. Alderman Schroeder seconded the motion and
all voted in favor thereof.
The request of Rochester Chamber of Commerce to have 6 parade of 65 to
75 units at 2r30; P. m, on June 29, when they are host to the Region 10 Dairy
Princ,es.s Contest', was read and ordered placed on file*
The recommendation of the License Committee that the request for transfer
of Liquor License No. 395 "on sale" from DeLoris D. Hoy to Gertrude John at 307
South Broadway be granted was read. Upon motion by Whiting, second by Morris, and
all voting in favor thereof, the recommendation was approved.
A motion was then made by Schroeder that the transfer of liquor license
Ito.- -395 "on sale" from DeLoris D. Hoy.to Gertrude John, at 307 South Broadway,
be granted. Alderman Tingley seconded the motion and all voted in favor thereof.
The following preliminary estimates were each read and ordered placed on
filet Grading and Base Construction of the approaches to the 7th Street Northeast
Bridge, $529730.'00; Grading, base construction and surf acing of streets in Sunset
Terrace-Additiozi and in 19th Avenue Northwest in 9alleyhigh Addition north of 14th
Street Northwest, $93,965.00; On 6th Street Southwest, Folwell Lane, Folwell Court
in Tolwell .Height s Addition for Sanitary Sewer $33, 437. 75► for Watermain $23, 779.30
for Grading, base construction and bituminous surfacing $26PI3.53, for storm sewer
$3, 907. 50 and .f or , Sewer & Water service connections $6, 906. 00; for the construction

of sewer and water service connections stubbed into the boulevard in 8J Avenue
Northwest and.9th Avenue Northwest in Kreter's Replat, $2,145,00; In S* Avenue
Northwest and 9th Avenue Northwest in Kreter°s.Replat for the construction of a
sanitary sewer, $4, 571,10, for watermain, $5.200. 50 , for storm sewer, .$5, 448.00,
for grading, $10,977.40, for reshaping base for surfacing, .$654.05 and for crushed .
rock base & road mixed bituminous surfacing $4, 815.30;-. In Rolling Greens Addition.'
for Raod Mix Bituminous Surface and Rock Base $90,912.00, for watermains $121, 562.70,
for Sanitary Sewers $48, 248.00 and for storm sewer trunk $119, 348.00.
Alderman Whiting introduced a resolution accepting grant offer of Federal
Funds for Land Acquisition and Site Preparation in connection with the Rochester
•
Municipal (new) Airport. A motion was made by Schroeder, second by Tingley, that
the said resolution be adopted as read and upon roll call and.all voting in favor
thereof, President Bach declared the said resolution duly passed and adopted.
Alderman Schroeder introduced a resolution appointing and designating the
Commissioner of Aeronautics as agent of the City of Rochester. A motion was made
by Tingley, second by Schroeder, that the said resolution be adopted as read and
upon roll call and all voting in favor thereof, President Bach declared the said
resolution duly passed and adopted.
The following letter signed by the Acting Chairman of the Airport Oommiss-
ion was read and upon motion by Schroeder, second by Haas, the recommendation was
accepted:

Gentlemen=
Please be advised that the Airport Commission met at 9:45
P. M. on June 28th, 1957 and adopted a resolution recommending that
you accept the bid of Leon Joyce and Ethel R. Joyce d/ b/a Leon Joyce,
Contractor in the sum of $392.551.00 for the site preparation work
in connection with the Rochester Municipal (new) Airport.

Alderman Tingley introduced a resolution accepting the bid of Leon Joyce b

site preparation project, authorising the execution of contract, directing return
of ,certified checks and authorising the execution of certain state forms -which was
read. Upon motion by Whiting, second by Haas, that the said resolution be adopted
as read and upon roll call and all voting in favor thereof, president Bach declared
the said resolution duly passed and adopted.
AlAermanlechroeder introduced a resolution appropriating'$72,100.00 from
the "P. I. B. Fund` and $225.00 from the ,Sewer Fund and ordering payment made. t.o the
First rational Bank of Rochester, $72,100.00 and the First National Bank of Chicago,
$225.50. Upon motion by Haas,. seconded by Morria, resolution adopted.
• Alderman!ISchroeder introduced a resolution granting on®public dance permit
to Gene Thompson. Upon motion by Tingley, second by Haas, resolution adopted.
Upon motion by Haas, second by Schroeder, the::meeting was adjourned.
