M., the following members being present: President Bach, Aldermen Haas, Morris, Schroeder,1 Whiting. Absents Alderman Tingley, The Council then proceeded to the polling places in the various precincts of the City to inspect _the'register counters of the voting machines and to compare the number of votes shown by such voting machines with the returns submitted by the Judges at the Special City Election held on July 16th, 1957- After making the canvass of the voting machines the Council members returned to the City Hall at 4:45 P. M. and President Bach called the meeting to order with the following members being present: President Bach, Aldermen Haas, Morris, Schroeder, Tingley and Whiting. Absent: None. Alderman Haas introduced the following resolution which was read: "Be'it resolved by the Common'Council of the City of Rochester, Minnesota: That the following is a tabulated statement and list'of the number of votes cast for and against the approval of each of the resolutions of the Common Council of the City of Rochester authorizing the issue of bonds of the City for the purposes and'in the amounts designated below, which votes were cast at the Special Election !,held in said City of Rochester on July 16, 19 57, as determined by the Common Council on the canvass of the returns of said Special Election made on July 170, 1957,'„and said statement and list is hereby declared to show the result of said -'-Special Election; said tabulated list and statement being_ as follows: First Ward Second Ward Third Ward District No. District No. District No. -1 2 ..3 4 _5_.. 1.. 2. 3_. 4 --5......__.. 1 ..2 ..3. .4...'5 .6 Total..,.> _ u No;l For approval of the resolution -of the Common Council of the City of Rochester authorizing the issue of the $2,107,600 Street Sys- tem Bonds to be issued for the improvement of the municipal street system and for issuing such bonds. "YES" received. 192 84 159 86 :.438 66 58 45 98 102 444 45 J11 42 99 208 227.7 "NO" received. 233 101 136 48 231 119 51 45 66 129 329 42 97 63 100 211 2001 Be it further resolved by the Common Council that the total number of persons present and voting -at this Special Election on the questions of the approval of the resolutions authorizing the issuance of said bonds, was 4431 persons; and that each resolution required a favorable vote of 60% of the total number of persons present and voting at said election, or 2658 favorable votes, in order to be approved. Therefore, be it further resolved by the Caanmon Council. of the City of Rochester that the following resolutions for the issue of bonds as set forth above were approved at the said Special Election:. No: 1 For approval of the resolution of the Common Council of the City of Rochester authorizing the issue of $2,107,600 Street System Bonds to be issued for the improvement of the municipal street system and.for issuing such bonds. No: -2 For approval of the resolution of the Common Council of the City of Rochester authorizing the issue of $549,600 Sewage Disposal Plant Bonds to be issued for the enlargement of the sewage disposal plant and trunk line sanitary sewer system and for issuing such bonds. 1 1 • 1 1 No. 3 For approval of the resolution of the Common Council of the City'of-Roch6ster"authoriziLng 40 Record of Official Proceedings of the Common Council 6'2 9 of the City of Rochester, Minn., July 17, _1957 1 • 7 L • L 1 the issue_of $609,;800 Storm Sewer Bonds to be issued for the improvement Qf the.municipal storm sewer system and for issuing such bonds. No. 5 For approval of the resolution of the Common'Council of the City of Rochester authorizing the issue of the 0175,000 Swimming Pool Bonds of the City to be issued for the acquisition and equipment of a swimming pool and for issuing such bonds. Be it further resolved by the Common Council that the following resolutions for the issue of bonds as ',set forth above were not approved at said Special Election: No, 4 For approval of the resolution of the Common Council of the City of Rochester authorizing the issue of the $50,000 Park Bonds to be issued for the improvement of the municipal park system and for issuing such bonds. No. 6 - For approval of the resolution of the Common Council of the City of Rochester authorizing the issue of the $120,000 Library Bonds of the City to be issued for the improvement of the municipal library ';and for issuing such bonds." A motion was made by Alderman Haas, second by Alderman Morris, that the said resolution be adopted as read, and all voting in favor thereof, President Bach declared the said resolution duly passed and adopted. The following claims were each read and upon motion by Morris, second by Schroeder, the Mayor and City Clerk were authorized to draw warrants upon the City Treasurer and make payments accordingly: From the General Fund: Marion B. Alderman Schroeder introduced a resolution authorizing the execution of a contract for the construction of certain local improvements in Grahams Second Addition. A motion was made by Schroeder, second by Hass, that the said resolution be adopted. Upon motion by,Schroeder, second by Whiting, the meeting was adjourned. Ci y Clerk i 1 Record of Official Proceedings of the Common Council 6 ) it of the City of Rochester, Minn., July 17, 1957 1 C� • 1 1 u Minutes of a special meeting of the Common Council of the City of, Rochester, Minlnesota held.in the Council Chambers of the City Hall, in said City, on July 17th, 1957• President Bach called the meeting to order at7:30 o'clock P. M. the following members being present: President Bach, Aldermen Morris, Schroeder, Tingley and Whiting.- Absents Alderman Haas. The call of.the special meeting was read and President Bach ordered the same placed on file, the said meeting being called for the purpose of considering some action to aid in settling the bus strike and any other business's the said Common Council may deem proper. Mayor McQuillan stated that he had met with the State Labor Conciliator, representative's of Rochester Bus Line, Inc. and representatives of the Driver's Union and.he thought that they now had arrived at something that might settle the strike. Mr. Arthur Swan, Attorney representing the Rochester Bus Lines, Inc., explained that the drivers had asked for a 40-hour week, and they had reached an agreement on almost all the other question and felt if the Railroad and Warehouse Commission would allow them to eliminate some of the Sunday runs they would possibly be able to reach an agreement. He cited figures on the number of people riding buses on Sunday, -which showed the only one having many riders was the'St. Marys bus and they planned on running a bus every 20 minutes on the St. Mary's run and hourly service on the Southeast; North Broadway and Carroll; and State Hospital. -Mayor MCQuillan stated that he was going to St. Paul the next day and would present a resolution adopted by the Council urging curtailment of certain Sunday runs. - Alderman Tingley then -introduced the following resolution which %ras reads - - "WHEREAS,.the Common Council of the City of Rochester, Minnesota, has met in special session this 17th day of July, 1957, and WHERE''AS,'said Common Council has been given facts regarding the strike against the Rochester Bus Line, Inc. by General Drivers Union No. $ 740 and - WHEREAS, it appears that the stalemate is said strike may be solved by proposals that have -been made in an afternoon session conducted by the State Labor Conciliator, and WHEREAS, -the settlement of said strike appears to revolve about the number of hours to be worked and in order to have a long term contract granting a reduction of hours -it is necessary to eliminate some of the Sunday service of the Rochester Bus Line, Inc., and WHEREAS, the-Coundil has heard a statement as -to -the service to be rendered, and WHEREAS, the.Council feels that elimination of Sunday service as pro- posed js feasible in order to bring about a settlement of the strike. NOW THEREFORE, be it resolved by the Common Council of the City of Rochester, Minnesota that the State.Railroad and Warehouse Commission be urged -to order immediately a reduction of Sunday service so that the only service to be rendered by the Rochester Bus Line, Inc. will be at4east 20 minute service on the St. Mary's rue and hourly service on the Southeast, North Broadway_and Carroll, and State Hospital runs during the. morning and afternoon until early afternoon. n Alderman Morris moved that the said resolution be adopted as read. Alderman 0 Tingley seconded the motion and upon roll call and a].1 e.oting in favor thereof, Record of Official Proceedings of the Common Council of the City of Rochester, Minn., July 17 , .19 57 President Bach declared the said resolution duly passed and adopted. A motion was then made by Alderman Schroeder instructing the Mayor to deliver a copy of this resolution to the Railroad and Warehouse Commission. Alderman Morris seconded the motion and all voting in favor thereof, President Bach declared the said motion carried. Upon motion by Schroeder, second by Morris, the meeting was adjourned.
