HomeMy WebLinkAbout07-29-1957Record of Official Proceedings of the Common Council �37 • of the City of Rochester, Minn., July 29, 19 57 1 1 • 1 • 1 1 oI Minute's of a special meeting of the Common ,Council of the City of Rochester, Minnesota, held in the Council Chambers in the City -Hall in said City on July 29th, 1957- President Bach called the meeting to order at 7:30 o'clock P. M., the following members being present: President Bach, Aldermen Briese, Haas, Morris, Schroeder, Tingley and Whiting. The call of the special meeting was read and President Bach ordered the same placed on file, the said meeting having been called for the purpose of receiving the report of the Sewer Committee on Rolling Greens Addition and taking any action thereon and any other business the said Common Council may deem proper. The following recommendation of the Sewer, Water and Street & Alley Committee and the City Engineer was read: "Honorable Mayor & Common Council City of Rochester, Minnesota Job No, 5709 Rolling Greens Addition. Gentlemen: We, the undersigned, recommend the following action betaken on the local improvement bids for Rolling Greens Addition: to That the proprietors revise the platting of the south _ portions of Blocks 4, 5, 6 & 7 so that there are no lots platted in the natural watercourse; and that the land in the watercourse and .south of the watercourse be deeded to .the public. 2. That bids received on July 1 for Storm Sewer be rejected, and the former storm sewer plan be abandoned. 3. That a revised storm sewer plan be made to fit the proposed replatting, and bids on the new storm sewer be taken when this plan is ready. 4. That the bids received on July 1 for grading and bituminous surfacing of streets, sanitary sewer, watermain, and service connections be accepted, Respectfully, Sewer, Water and (s/A. G. WHITING Street & Alley Committees( Raymond C. Schroeder (not signed) & (91J. 0. HAAS City Engineer s%C. A. ARMSTRONG, City Engineer." A motion was then made by Alderman Haas that:the said recommendation be approved. Alderman Whiting seconded the motion and President Bach called for discussion on same. Alderman'Whiting stated that they had studied the situation thoroughly and felt the store sewer should not be constructed at this time and that the land be left as a natural water course. Mr. Stanley Mohn was present and stated that he was interested in the Weih farm which was directly.east of Rolling Greens and wondered how the.open drainage would affect other lands in this area. Mr. Oscar Allerton was also present and urged that the Council delay the storm sewer con- struction but go ahead with the other projects. The following recommendation from the City Planning and Zoning Commission was read: 'Honorable Mayor and Common Council City of Rochester, Minnesota RE: Gefferal Policy for Requiring Storm Sewers or Permitting Open Drainaee Wava 0 FF'r__-38 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., July 29, 19 57 • Gentlemen; The Planning and Zoning Commission,'at a special meeting held at 3000 P. M. on July 29, 1957,°discussed the problem of establishing a General Policy For Requiring Storm Sewers or Permitting Open Drainage Ways in new subdivisions. This commission feels that the question should be i.tudied further and therefor requests the Common Council for additional time so that a detailed report can be prepared. The exact amount of time needed is difficult to estimate, but we will keep you informed of the progress. Respectfully submitted, CITY PLANNING AND ZONING COMMISSION s/ Donald L. Grue, Chairman By; s/ Tom 0. Moore, City Planning Director." Mr. Tom Moore ---was prasent and stated that the Commission felt they should have more time to study this matter. President .Bach then called for a vote on the motion of. Alderman Haas, second by Alderman Whiting, that the recommendation of the above Sewer, Water and Street & Alley Committee be approved and upon roll call and Aldermen Haas, Morris, Schroeder and Whiting and President Bach voting nayen and Alderman Briese and Tingley voting "non, President Bach declared the motion carried and the recommendation approved. Alderman Whiting introduced a resolution accepting the bid of Carlisle G. Fraser, Inc. for construction of sanitary sewer, watermain and service conn- ections in Rolling Greens Addition which was read. A motion was made -by Haas, second by Morris that the said resolution be adopted as read and all voting in favor thereof, President Bach declared the said resolution duly passed and adopted. Alderman Whiting introduced a resolution accepting the bid of Leon Joyce for the finish grading and surfacing of streets in Rolling Greens Addition which was read. A motion was made by Morris, second by -Schroeder that the said resolution be adopted as read and all voting in favor thereof, Presiddnt Bach declared the said resolution duly passed and'adopted. A motion was then made by Alderman Whiting that the bids received on July let for the construction'of a storm sewer in Rolling Greens Addition be rejected 'and that certified checks 'be 'returned to the bidders. Alderman Haas seconded the motion and all voted in favor thereof. A motion was then made by Alderman Schroeder that the Council consider business other than the call. Alderman Whiting seconded the motion and upon roll call all voted in favor thereof. A motion was then made by Alderman Schroeder that the Chair appoint one member of the* Council to -purchase an air conditioning unit for the City.Clerk's office: Alderman Tingley seconded the motiau, and all v.ot ed in favor thereof. President Bach then appointed Alderman Morris, Chairman of the Purchasing Committee, to purchase the said air conditioning unit.
