Minutes of a'special meeting of the Common Council of'the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City,
on August 29, 1957• '
President Bach called the meeting to order at 5:00 o'clock P. M., the
following members being present: President Bach, Aldermen Briese, Haas, Morris;
Schroeder, Tingley. Absent:' Alderman Whiting: '
The call of the special meeting was read and President'Bach ordered the
same placed on file, the said meeting having been called for the purpose of ordering
bids for the sanitary sewer to be constructed from Country Club Manor to Highway
52 and from Highway 52 to llth Avenue Northwest and any,- other business the said
•
Common Council may deem proper.
Alderman Morris introduced a resolution accepting plans and specifications
and authorizing -the City Clerk to advertise for sealed bids for the construction of
Part 2 of Trunk Line Sanitary Sewer from the City system to Country Club Manor let
Addition (9th Avenue Northwest to Trunk Highway No. 52), which was read. A motion
was made by Schroeder, second'by Haas, that the said resolution be adopted as read
and all voting in favor thereof, President Bach declared the said resolution duly
passed and adopted.
Alderman Schroeder introduced a resolution accepting plans and specifi-
cations and authorizing the City Clerk to advertise for sealed bids for the constr-
uction of Part 3 of Trunk Line Sanitary Sewer from the City System to Country Club
Manor let Addition (Trunk Highway 52 to Country Club Manor let Addition), which
was read. A motion was made by Haas, second by Tingley, that the said resolution
be adopted as read and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.
A motion was made by Schroeder, second by Haas, that the Council consider

business other than the call. Upon roll call all voted in favor thereof.
The recommendation of the Sewer Committee and City Engineer that the bid
of Carlisle G. Fraser, Inc. for construction of Section 2 of 7th St. NE Relief

Sewer - 2nd Avenue 1. E. to 670 feet west of llth Avenue No E. be accepted at the
unit prices bid and checks be returned to the unsuccessful bidders was read. A
motion was made by Tingley, second by Morris, that the recommendation be approved
and upon roll call and all voting in favor thereof, President Bach declared the
motion carried and the recommendation approved.
The recommendation of the Sewer Committee and City Engineer that the bid
of Carlisle G. Fraser, Inc. for construction .of Section 3 of the NW -SW Relief
Sewer (from loth St. N.19. to 7th St. N. W. ) be accepted at the unit prices bid and
checks be returned to the unsuccessful bidders was read. A motion was made by
Schroeder, second by Morris, that the recommendation be approved and upon roll call
and all voting in favor thereof, President Bach declared the motion carried and
the recommendation approvedo

Relief Sanitary, Sewer from 7th Street N. W. to Sth Avenue N. W. and 5th Street
N. W. be accepted at the unit. bid prices and checks be returned to the v.nsuccess-
ful bidders was read. A motion was made by Haas, second by Schroeder, that the
recommendation be approved and upon roll call and all voting is favor thereof,
President Bach declared the motion carried and the recommendation approved.
Alderman Morris introduced a resolution accepting the bid of Carlislo
G. Fraser, Inc.I for the construction of Section 2 of 7th Street .Northeast.Relief
Sewer - 2nd Avenue Northeast to 670 feet west of llth Avenue Northeast, which was
read. A.motion',was made by Schroeder, second by Morris, that the said resolution
be adopted as read and upon roll call and all voting in favor thereof, President
Bach declared the said resolution duly passed and adopted. '
Alderman Morris introduced a resolution accepting the bid of Carlisle
G. Fraser, Inc.' for the construction of Section 3 of the NW -SW Relief 'Sewer (from
loth Street Northwest to 7th Street Northwest) which was read. A motion was made
by Haas, -seconds by Schroeder, that .the said resolution be adopted as read and upon
roll call and all voting,in favor thereof, President Bach declared the said
resolution duly passed and adopted.
Alderman Haas introduced a resolution accepting the bid of Carlisle G.
Fraser, Inc. for construction of Section 4 of the NW -SW Trunk Line Relief
Sanitary Sewer from 7th Street Northwest to gth Avenue Northwest and 5th Street
Northwest, which was read. A motion was made by Morris, second by Schroeder, that
the said resolution be adopted, as read and upon roll call and all voting in favor
thereof, President Bach declared the said resolution duly passed and adopted.
President Bach stated that he felt the Council should take some action
on the matter of changing the work policy as it was almost impossiblefor the
Board of Park Commissioners to hire an auditorium manager at 90% of the salary as
set. Mayor McQuillan also stated that he felt the work policy should be revised
and suggested that perhaps the yearly salary could be paid instead of monthly
as long as the budget had provided for it, which would increase the salary as
long as no salary had been paid to a manager for the past 2 months. President
Bach then appointed Aldermen Haas and Briese to work together with the Mayor,
City Attorney and Board of Park Commissioners on this matter.
Upon motion by Morris, second by Haas, the meeting was adjourned.
