Roll Call: Present: Weeks, Case, Frickson, Frank,.Olson, Witzke. Absent: Miner: The call for the special meeting was read; said meeting having been called for the purpose of making temporary transfers from the General Fund to create a Fire Protectiom.Fund,. a Sewer Fund snd a Bridge Fund inso;ne of her Bank due to the closing of the Peoples State Bank and the consequent tieing -up of those Funds there, and any other business that the said Common Council might deem proper. Alderman Case introduced the following resolution which was read: Be it resolved by the Common Council of the City of Rochester, Minnesota: That the sum of Five hzndred Dollars be and the same is hereby appropriated from the General Fund of said City and ordered to be temp- orarily transferred to the Sewer Fund of said City and placed on depos- it in Rochester National Bank of said City. The Mayor, City Clerk and City Treasurer are hereby authorized and directed to draw the necessary warrant for making the said transfer and to make the said transfer accmrdingly: Motion by Case second by Erickson that said resolution be adopted as read: Roll Call: Case, Erickson, Frank, Olson, Witzke. Nays: None. Pres- ident Weeks declared said resolution passed and adoptedi Alderman Case introduced t he following resolution whdc h was read: Be it resolved by the Common Council of the City of Roc i-estdr, Minnesota: That the sum of Five hnidred Dollars be and the same is hereby appropriated from the General Fund of said City and ordered to be temporarily transferred to the Bridge Fund of said City and placed on deposit in Rochester National Bank of,said City. Alderman Frank introduced the following resolution which was read: Be it resolved by the Common Council of the City of Rochester, Minnesota: • a I That the soon of Two thousand Dollars be and the same is hereby appropriated!, from the General Fund of said City and ordered to be temporarily transferred to the Fire Protection Fund of said City and placed on deposit in Rochester Nation- al Bank of said City. Alderman Frank introduced the following resolution whic h was read: Whereas, the City of Rochester has entered into contracts for the construe- tion of local public improvements in said City, the cost and expense of which shall be paid by special assessments, levied as provided by law, said improve- ments consisting of grading the following named street: For the grading of First Street Northwest from the west line of Eleventh Avenue Northwest to the east line of Twelfth Avenue Northwest. Therefore, Be it and it is hereby resolved by the Common Council of the City of Rochester: That said Common Council will meet at 2 o'clock P.M. on September 6t % 19219 at the Council C lmbers, in the City Hall, in said City, and will then and there levy special assessments for the cost and expense of the above named improve- ments, according to the resolution heretofore adopted by said Common Council, determining the mode of said assessments for said improvements. Be it further resolved by said Common Council: That the City Clerk of said City be and he is hereby ordered and directed to cause notice of the time and place of said meeting and the purpose and object thereof and cause the same to be published once in the official paper of said City, not less than ten days prior to the date of said meeting* Motion by Erickson second by Case that said resolution be adopted as read: Roll Call: Ayes: Case, Erickson, Frank, Olson, Witzke. Nays: None. President Weeks declared said resolution passed and adopted. Alderman Erickson introduced the following resolution which was read: Whereas, the City of Rochester has entered into contracts for the construe- tion of local public improvements in said City, the cost and expense of which shall be paid by special assessments, levied as provided by law, said improve- . , ments consisting of paving and curbing the following named streets and avenues:' For the paving and curbing of First Street Southwest from the west line of Eleventh Avenue Southwest to the center line of Twelfth Avenue Southwest; For the paving and curbing of First Street Southwest from the center line of • .O M Twelfth Avenue Southwest to the east line of Sixteenth Avenue Southwest; For the paving and curbing of Eighth Avenue Southwest from the north line of Sevent h Street Southwest to the north line of Eighth Street Southwest and Eighth Street Southwest from the east line of Eighth Avenue Southwest to the west line of Tenth Avenue Southwest. Alderman Case introduced the following .resolution whit h was read.: WIL-reas, the City of Rochester has entered into contracts for the construction of local public improvements in said City, the cost and ex- pense of which s lall be paid by special assessments, levied as provided by law, said -improvements consisting of constructing sanitary sewers in the following named streets and avenues: ' For the construction of a sanitary sewer in Eighth Street Northwest from the center of Broadway Street North to a point 100 feet east of the east line of Second Avenue Northwest; For the construction of I sanitary sewer 'in Eighth Street Northeast commencing at a point 120 feet east of the east line of Broadway Street North and running thence east to the center of First Avenue No For the construction of a sanitary sewer in Nint h'Avenue Southeast from the center of Fourth Street Southeast and running thence south to a point 400 feet south of the center of said Fourth Street Southeast. Therefore, Be it and it is hereby resolved by tine Common Council of the City of Rochester: That said Common Council will meet at 2 o' clook P.11. on September 6t h, 1921, at t 1r Council- C hembers, in t he City. The report of the Milk Inspector for the week ending August 13t h, 1921, was read, and !notion by Olson second bf-Erickson carried that the sane be accepted and placed on file: T he following communication was read, and motion by Case second by Erickson carried t iat the same be referred to the City Attorney: "State of Minnesota, County of Olmsted-ss Please Take Notice, That a check for $58i50, dated Aug: 9, 1921, payable on demand at the Peoples State Bank, Roc fester, Minnii made by City of Roc h$ster, by A. Fii Wright City Clerk, and Wm Weeks Acting Mayor, in favor of George H. Nettleton, State Fire Marshal, and indorsed by Geo H. Nettleton, State Fire Marshal, Henry Rines Treas- urer, State of Minnesota, and Merchants National Bank, St. Paul, Minn., has been this _day duly presented and payment demanded, which was refused Bank being closed, and said c heck has been duly protested for nonpayment, and the holder now looks to you for pay- ment thereof, togtber with Interests, costs, and demages, you being.the Indorser t here of. The following communication- was read, and motion by Olson second by Case carried that the same be placed on file and t hat, t he City Clerk be instructed to notify t he Public Utility Board t hat t hey may secure a printed copy of t he original Charter by calling at the office of the City Clerk for it and that copies of the amendments thereto and .of the ordinance placing the Water Department under control of the Public Utility Board may be secured by having one of their typists call at the office of the City Clerk and make copies of the same# "Rochester, Minnesota Aug. 17 , 1921. Mr. -A. F. Wright., City Clerk, Dear L1r- City., At a tweeting of this board held on August 15th the following motion was passed, "Be it resolved by t be Public Utility Board; that. t he Secretary of said board be instructed to request the Y Han. Common Council to, submit a copy of the city charter, in so far as it affects this board, to the Secretary." Respectfully submitted for your information and compliance. Very truly, A. J. The following report of the License Committee was read, and motion by Olson second by Case carried that the same be aceepte`d and placed on file and that a driver's license be granted to Carl A. Fuchs+: "Rochester, Minn:. August 16, 1921. To the Honorable Mayor and Common Council: ` Gentlemen : - The License Committee `wish to report favorably on the applica- tion of Carl A. Fuchs for a driver's license. Respectfully submitted, LICENSE COMMITTEE, Fred R. Witzke4 C bairm an" Motion by Case second by Erickson carried that the sum of . $72.06 be appropriated from the General Fund of said City and paid to D. L. VN11liams; Postmaster, for 2000 two -cent stamped envelopes for use of the City Clerk of said City, and- 1000 two -cent stamped envelopes for use of the City Engineer of said City. Alderman Case introduced the following resolution which was read: Be it resolved by the Common Council of the City of Rochester: That the sum of $p2000.00 be and the said sum is hereby appropriat- ed from the Street and Alley Fund of said City, for use of the Street • and Alley Committee: Motion by Witzke second by Case that said resolution be adopted As read: t S ! Nays: None, President Weeks declared said resolution passed and adopted: Motion by Erickson second by Case carried that the City Clerk be instructed to request information from the State Insurance ComAssioner as to what action has been taken in regard to the lowering of the insurance ciassification of said City as } a result of the recen-t inspection made by the General Inspection Company of the fire fir;hting facilities of this City. The following report of the Lighting Committee was read, and motion by Witzke second by Case carried that the seffie be accepted and placed on file, and that the City Clerk be instructed to notify the Public Utility Board to make installations of the street lights accordingly: "Street light. for intersection of First Street and Seventh Avenue Southeast, Twelfth Street and First Avenue Northeast, T hird Street and Fif t h Avenue Sout bwest. Recommended by C. F. Olson Cbrm".
