Roll Call: Present: Meeks, Case, Erickson, Frank, IfUner, Olson, Witzke. Absent: None. President Weeks announced that- this was the time and place fixed for a hearing on the opening of a`public street over and across the follow- ing described lands, and asked Iftherewas any one present Who wished to be heard: CoRunencing at a point on the Wesb line of Fifth Avenue Northwest where the. South line of Sixth Street Northwest would ittersect said 11,est line of PZfth Avenue Northwest, if same were extended in a straight line; and running West in a straight line with the South line of Sixth Street I ' Northwest to the Last line of Sixth Avenue Northwest; thence. North Sixty- six (66) feet; thence East in a straight line along the North line of Sixth Street Northwest, if the same were extended, to the (Vest line of Fifth Avenue Northwest; thence South Sixty-six (66) fget to the place of beginn- ing• There was no-one preeent whp wished to be,heard in regard to the opening of the public street over en.d across the above described lands. Alderman Case introduced the following resolution which was read: WHEREAS, W. H.'Hendricks, E. F@ Weber and C.. R. Stratton, the Commissioners appointed on October loth, A. D. 1921, in and by resolu- tion of the Common Council of the City of Rochester, Minnesota, to view I '. the lands and premises and to; assess the damages occasioned by the con- demnation and taking by said City of Rochester for use as public street ! the lands described in said resolution of appointment, to -wit: Commencing at a point on the West line of Fifth Avenue Northwest 0 303 where the South line of Sixth Street Northwest would intersect said West line of Fifth Avenue Northwest, if same were extended in a straight line; and running West in a straight line with the South line of Sixth Street Northwest to the East line of Sixth Avenue Northwest;' thence North Sixty-six (66) feet; thence East in a straight line along the'North line of Sixth Street Northwest, if the same were extended, to the`West line of Fifth Avenue Northwest; thence South Sixty-six (66) feet to the place of beginnings WHEREAS, the said City Clerk on November ltt, 1921, did publish a notice to all persons interested in said,lands, in the Rochester Daily Bulletin, the offic- ial newspaper of said City, to 'the effect that said report and award of damages had.been made and filed as aforesaid$ dnd that unless written objections were made thereto by persons interested in said lands, the said report and award of damages would be confirmed by the Common Council of said City of Rochester, at a meeting of said Common Council to.be held at 8 o'clock P.M#,..on,November 14th, 1921, at the Council .Chambers in the City Hall of said City; and the said notice was published in said newspaper for ten days prior to the date of the said meet- ing held on November 14th, 1921;. H: Witherstine, William Sykes and Daniel Macken, as a Subcommittee from the City Planning Committee of the Civ1c and Commerce Associa- tion, requested that the Common `Council appoint a Committee or Boavd for the purpose of planning for the future physical development and improvement of this City, to recommend zoning ordinances, control future platting of lands, etco, and suggested that such Committee or Board should be composed of five to seven persons. The report of the City Weighmaster for the month of October, 1921, showing t fees collected in the amount of $38e60, was read, and motion by Olson second by Case t carried that the same be referred to the Finance Committee: The following report of the License Committee was read, and motion by Case second.. by Erickson carried that the same be accepted and, placed* on file: "To the Honorable Mayor and Members of the Common Council: Gentlemen: Y The License Committee wish to report favorably on the application of Claus J. Bremer, as Command- ing Officer of C Company, Fifth Infantry, M.N.Go, be granted a license .to operate a roller skating rink in the local Armory for a period of one month, at a license fee of $25.00 per monthi The report of the City Treasurer for the month of October, 1921, showing $201,354s81 as being on hand, was read, and motion by Miner second by Frank carried that the same be accepted and placed on files A communication from the Northwestern Association of General Contractors of Saint Paul, Minnesota, calling attention to the Provisions of Chapter 274, Minnesota Laws of 1921, was read.'and motion by Witzke second by Case carried that the same be Placed on file. The following, communication was read, and motion by Miner second by Frank carried that the appointment mentioned therein be approved, and that the said communi- cation be placed on file, the Mayor and "City Clerk being authorized to draw the nec- essary warrants upon the City Treasurer for the payment. of salary during the period mentioned, said salary to be on,the basis heretofore provided for as salary for Fire- men in the Fire Department of said City: - i "Rochester, Minnesota, t November 10, 19216 Honorable Mayor and Gentlemen: - Common Councils Subject to your approval, I hereby appoint Wilbert McHenery extra Fireman 310 in the Fire Department. of said City for the period, October 1st, 19219 to t November 15, 1921, inclusive@ Respectfully submitted, Wm. Fbster and George Morrison as sureties thereon, each in the amount of $19000 00, was read, and motion by Witzke second by Erickson carried that the said sureties be accepted, and that the said bond be approved and placed on files. The electricians' license bond of the Li Ai Kepp Electric Coke, with William F. Leitz and James H. Honorable Mayor and Common Council. Gentlemen: - After going over Mr. R L: Tollefson's request for a refundment on his Broadway Street South sprinkling assessment, we consider the placing of an assess- ment against the Fire Hall ,property would be of such little benefit to the individ- uals fronting on that part of Broadway Street from the Central Fire Station to the tracks of the Chicago and Northwestern Railway that it would not warrant a change in the assessment and the trouble of making're fundment s on those payments which have I already been made, Respectfully submitted, ` Arnold Prank John Miner Members of Water and Sprinkling Committee." John J. Kerr submitted a sketch of a proposed re -subdivision of Lot 20 in i Auditor's Plat "A", and motion by Olson second by Erickson carried that the same be referred to the Street and Alley Committee and the City Engineer* .The following recommendation of the Sewer Committee was read, and motion by Olson second by Case'carried that the said recommendation be accepted and placed. on file, and that the City Engineer be' instructed to'secure the necessary labor and i materials for the construction of the surface drainage sewer described therein: , To the Honorable Mayor and Members of the Common Council of the City of Rochester, Gentlemen: On the suggestion of C. H. Armstrong, City Engineer, the Sewer Committee recommends that a storm sewer be constructed in said City as follows: On First Avenue Northeast from Center Street East to First Street North- east: t Respectfully submitted, SEWER COMMITTEE, By Fred R. Witzke, 1 Chairman" Motion by Witzke second by Erickson carried that the City Engineer be instructed to secure the labor and materials necessary for the construction of a surface drainage sewer intake on the south side of Third Street Southeast and west of the Mill of the Rochester Milling Company. The following recommendation of the Public Grounds Committee was read, and ' i motion by Case second by Miner carried that the same be accepted and placed on filer i "November 14, 19210 Honorable Mayor and Common Council.
