Minnesota, held in the Council Chambers, in the City Hall, in said City, on August 7th, 19229 at 2:00 o'clock P.M: • Meeting called'to order by President Weeks: Roll Call: Present: Weeks, Cook, Frank, MMiner, Witzke. Absent: Erickson, L emmon. ! Motion by Miner second -by Frank carried that the minutes of the meeting held 'on July 24th, 1922, and July-27th, 19220 be each approved: President Weeks announced that this was the time and place.fixed for a hear- ing on the opening a3ld laying out of Sixth Avenue Southeast between Ninth Street South- east -and Tenth Street Southeast, and to the mode of assessment for .the cost thereof, etc., and asked if there was any one present who wished to be heard. There was no one present who wished to be heard in any matter concerning the; opening df Sixth Avenue Southeast, as above described. ' President Weeks announced that this wag the time and place fixed for a hear-; i ing on'the levying of special assessments for the cost and expense of theconstruction! of a sanitary sewer commencing at a point 37 feet east of the east line of Fourth Avenue Southwest and 45 feet south of the south line of Seventh Street Southwest and running Northwesterly 1034 feet to the center of the intersection of Fourth Avenue Southwest and Seventh Street Southwest; thence north along the center line of Fourth ' Avenue Southwest 2120 Peet q and asked if there was any one present who wished to be heard. There was no , one present who wished to be heard. Alderman Lemmon came in at this time and took his Chair. President Weeks announced that this was the time and place fixed for a hear- ing on the levying of special assessments for the cost and expense of the construction of a 'sanitary sewer in Fifth Avenue, Northwest commencing at the center of the inter- section of Fifth Avenue Northwest and Sixth Street Northwest and running south along the center line of Fifth Avenue Northwest for a distance of 3B0 feet, and asked if there was any one present who.wished to be heard: There was iio one present who wished to be heard: This being the time and place Piked for the opening of proposals for the purchase of the Hetzel buildings aoquired by said City in the opening of Fifth Avenue Southeast between Tenth Street Southeast and Eleventh Street Southeast, the proposal of John W. Gates to pay $40.00 for the barn, was opened and read, and motion by-Witzke second by Frank carried that the said bard Ve sold to John W. Gates for the sum of t ! 4 0.0, he to remove the same at once. There tieing no proposals for the purchase of the house, motion by Frank second by Witzke carried that the City. Engineer be instructed to tear down the said house charging the improvement for the cost of tearing it down and crediting the salvage realized. This being the time and place -fixed for the opening o,f bids for the con- ' struction of a steel reinforced concrete arch over the Mill Race in Broadway Street South, the following bids were opendd and -read: Leonard and Earl, r Francis Chase, John J. Kerr., ::place $2000 per cubic yard@ $698 97 935@00; 757. 00; extra concrete in President Weeks referred the said bids to the .City Engineer for tabulation and recommendations in the matters A petition that a 4" water main be laid in Fifth Avenue Southeast r - between Sixth Street Southeast and Seventh Street Southeast, was read, and President Weeks referred the same to the Water Committees Charles'H. Armstrong,.City Engineer, orally recommended that the above bids for the construction of the concrete arch be each rejected, and that this improvement be made and done by day labor& Motion by Lemmon second by Cook carried that the said recommenda- tions of the City Engineer be accepted,thdt each of the said bids be reject- ed, and that he be .instructed to secure the necessary labor, materials, etcq and construct the said concrete arch in accordance.with the plans, profiles and specifications therefor. Motion. by Miner second by Lemmon carried that each of the certifi- ed checks which accompanied the above proposals for the construction of a concrete arch be returned to the bidders@ Upon motion by Witzke second by Lemmon, the Common Council took recess for the.purpQse of inspection of completed sanitary sewers@ Upon the completion of the inspection of the completed sanitary sewers, the Common Council again convened and were called to order by Pres- ident Weeks. L. Williams, Postmaster, for 2000 two cent stamped envelopes for use of the City Clerk of said City. Motion by Witzke second by Miner carried that the sum of $500 be appropriated from the, Sewer Fund and paid to the Chicago and Northwestern Railway Company for license to construct the Fifteenth Avenue Southeast, Center Street East, etc'., surface drainage sewer across their right-of-way. Motion by Miner second by Cook carried that the sum of $2r00 be appropriated from the General Rand and paid to the Union National Bank for safety deposit box rental for the City Treasurer for the period July 19, 1922 to July 19, 1923' Final estimate, prepared by Charles H.
