Meeting called to order by President Weeks.
Roll call: Present: weeks, Cook, Frank, Lemmon, Miner,j Absent:
Erickson, V!itzke.
Motion by Frank `second by Cook carried that the minutes of the meet-
ing held on September 5, 1922, be approved.
The request of Max Hargesheimer that he be gray-ited permission to
construct a stone wall on the south side, and a stone wall and steps on the
east side of his, property at the corner of Fifth- Street Southwest and Sev.--
enth Avenue Southwest; and described as Lots 9 and' l0 iii, Block 26 in Head
and McMahon's Addition, the said stone wall to be a retaining wall and its
location to be three feet inside the present sidewalk line,. was read, and
President Weeks referred the matter to the Street and Alley Committees

and asked if there was any one present who wished to be heard in any matter

for a hearing on the proposed construction of sanitary sewers in parts of
Eighth Avenue Southwest and Eighth Street Southeast, and asked if there was
any one present who wished to -be heard in any matter concerning either or
any of the said sanitary sewersa

President Weeks announced that this was .the time and p1F,ce fixed.
for a hearing on the levying of special assessments .for the cost and expense
of construction of sanitary sewers in parts of Ninth Street Southeast,
Eleventh Avenue Southeast and Eighth Street Northwest, and. asked .-if there
was any one present who wished to be heard in any.matter concerning the
levying of :assessments for .any. or either of the said sanitary seevers.
There was no one present who wished to be heard.
This being the time and place for the opening of bids for the grad-
ing of Second Avenue Northwest :from the north line of Fifth Street North-
. .
west to the north rail of the main track of the Chicago and Northwestern
Railway Company's tracks, the bid of Ormcnd and Feller was opened and read;
said bid being: Earth excavation, 80 cents per cubic yard.
Motion by Miner second by Frank carried that the said bid of
Ormond and Feller be rejected and that their certified check.which accompan-
ied the said bid be returned to them, and that the City Engineer be instruct-

ed to secure the necessary labor and materials and do the grading of Second
i Avenue Northwest to an established grade and to the full width of the
street, viz., 75 feet, from the north line of Fifth Street Northwest to the

which is a distance of 360 feett _

lutions concerning the construction of a sanitary sewer in.Eighth Avenue Southwest from

and running north to a point 160 feet south of the south.line of Eighth Street South-

Upon motion by Miner second by Frank,,and all voting in favor thereof, Pres-
ident Weeks declared the said resolution duly passed and adopted.
Alderman Cook introduced a resolution accepting the bid of Wm. C. Fraser and;
Son for the construction of'a sanitary .sewer in Eighth Avenue Southwest, as above des-
cribed, and fixing the amount of the bond -to be given by said contractors at the sum of
$1300e 00, which was readaa i

Alderman Frank introduced a resolution determining to adhere to former reso

Alderman Lemmon introduced a resolution accepting the bid of Wm. C. Fraser
and Son for the construction of a sanitary sewer in part of Eighth Street Southeast,
as above described, and fixing the amount of the bond to be given by said contractors
at the sum of $4 00400, which was read.

The offer .of free health supervision is made to all mothers of
newborn ohildren: This service is primarily for well children. Those
suffering from disease are referred -elsewhere for treatment. Mothers are
urged to bring infants to the Health Conferences where complete physical'
t examinations are made by the attending physiciansa, Questions relating to
the general care and feeding of children are taken up and discussed: Home
visits are made by the nurse to assist the mothers in carrying out the in-
structions given in regard to preparation of food, etc: There is no doubt
'that careful supervision 'of the health of children tends to prevent sickness
and gives them a better chance for proper development. The services of the
attending physicians, are given free

The application of C. Fe Dillon for a license to connect with sev.►ers and
drains wit1iin said City, was read, and motion by Witzke second by Prank carried that
the said application be laid on the table, and that the City Clerk be instructed to
notify Mr. Dillon that the reason for so doing was because of -the fact that he has not
yet made a proper settlement with Mr: T. B. Butler for the inconvenience and expense
Mr. Butler has been to due to improper sanitary sewer connections made by Mr. Dilloni
The application of the Kahler--Corporation for permit to place and maintain
a sign in front of the building known as the Rochester Hotel at 217 and 219 First
Avenue Southwest, was read, and motion by Lemmon second by Miner carried that the said
permit be granted and that the amount of the bond to be given by the said Kahler-
Corporation be fixed at the sum of $150000, the said sign to .be installed under the
supervision and subject to the approval of. the Building and Electrical Inspector of

The application of James Postier for a sight -.seeing automobile license was
read, and motion by Prank second by Miner carried that the said license be granted
with the provision that th.e said automobile shall, not be used in local taxi or jitney,
service.
The applications of the Bradley -Phillips Co. for licenses for two automobiles

The application of Howarcl McGoon for a. license covering one automobile for
use in the transportation of passengers between the City of Rochester, Minnesota, and'

A proclamation of C. D. Brown, Mayor of said City,. relative to
conservation of coal and appointing -a Fuel Committee for. the. City of Rochest-
er, Minnesota, was read., and President 'Meeks ordered that the same be placed
on file.
Alderman Witzke suggested the operation of a municipal ov�med coal
yard but no action was taken on the - matters,
A communication from the Mayor, advising of -his acceptance effect-
ive on September 15, 1922, of the resignation of Harry F. Jones as.Patrolman
in the Police Department of said City, was read, and President Weeks ordered
that the same be placed on. filea
Motion by Frank second by Witzke carried tkat the City Clerk be
instructed to request of the Public Utility Board that daily in the future, ,
they -cause the whistle on the local power plant to be blown two. short blasts

Motion by Miner second by Cook carried that the Mayor and City
Clerk be authorized to .execute a lease with the Chicago and Northwestern
Railway Company covering a pump house site on their property along the Zumbro
River which pump house is to be used in connection ;with the condensation

The proposal of Glass and Rowe of Cozad, Nebraska, to ftirnish five
Stroud dump wagons. at $15000 each, F.O.B. Cozad, Nebraska, was read., and ,
President Teeks referred the same to the Street and Alley Committee.
The report of the Chairman of the Street and Alley Committee to the
effect that he had checked the August, 1922, report of the City Engineer and
had found the same to be correct, was read, and President Meeks ordered that
the, same be placed on . file# and that the said report of the City Engineer be
placed on file:

instructed to. collect the outstanding accounts for labor and material against

Alderman Frank introduced a resolution authorizing the Public Utility Board
of said City to enter into contract with J. G. Robertson for the purchase of one
Aurora sinker pump and one vertical squirrel cage motor and fixing the amount of the t
bond to be given by the said contractor at the sum of $1228:35, which was read:

The City Clerk reported that warrant No...3593 drawn July 28,, 1922, to Earl
Courtney in the amount of $9.03 for services as Special Patrolman had not yet reached

Fund in said bank, and that he will also place $25,000 00 of the Public Util-

Alderman Lemmon introduced an ordinance requiring every corporation
or person exercising any franchise in the City of Rochester, Minnesota, to
file a 'det ai 1 ed. statement annually, which was given its first reading.
Upon motion by Miner second by Frank, the rules were suspended and
the said ordinance was given its second readings
Upon motion by Witzke second by Cook, the rules were suspended and
the said ordinance was given its third and final reading.
Motion by Frank second by Lemmon that said ordinance be adopted as

were considered by the Common Council.
Alderman_ Cook introduced a resolution adopting the said profiles

Street Northwest -from Cascade. Creek to :15 feet east of the east line of Second Avenue
Northwest, and in Third Avenue Northwest from 13 feet north of the center line of Sixth
Street northwest to 20 feet north.of.the. center line of Fifth Street Northwest, which
were considered by the Common Council.
Alderman Witzke introduced a resolution deeming it expedient and necessary
to construct a surface drainage sewer, as above described, adopting the said plans, i
profiles and specifications and ordering the said estimate of cost to be placed on
