Meeting called to order by President Weeksi • Roll Call: Present: Weeks, Cook, Erickson, Frank, 1 emmon, Witzke: Absent: Miner. President Weeks announced that this was the time and place fixed for an adjourned and continued hearing on the levying of special assessments for the cost and expense of the construction of a sanitary sewer in part of Eighth Avenue Southwest, and asked if there was any one present who wished to be heard in any matter concerning the said sanitary seweri There was no person present who wished to be heard: Alderman Miner came in at this time and took his Chaim Motion by Witzke second by Erickson carried that the hearing on the levying of special assessments for the cost and expense of the construction of a sanitary sewer in Eighth Avenue Southwest from the center of Ninth Street Southwest to a point 100 feet south of the south line of Eighth Street South- west be adjourned and continued to November 27th, 19220 at 7:3Q o'clock P.M. This being the time and place fixed for the opening of bids for the construction of a City Warehouse, the following bids were opened and read: Heffron and Fitzgerald: $7,249:53 with $210r84 added if piers or columns are made of concrete with nothing included for bond. George W. Maske: $8,996:00 with $1 00 per foot per footing for additional depth over those shown on plans: C. F. Walde: $7,88500. Ormond and Feller: $8,750:00 with the provision that in event the beams specified for the roof cannot be had, they would make substitution of equal or greater strength. President Weeks referred the said bids to the City Engineer for recommendationea The recommendation of the City Engineer that the bid of Heffron and Fitzgerald, totalling $7,46007, be accepted, was read, and motion by Miner second by Erickson carried that the same be accepted and placed on file: Alderman Cook introduced a resolution accepting the said bid of Heffron and Fitzgerald for the construction of a City Warehouse and fixing the amount of the bond to be given by said contractor at the sum of $79500.009 which was read: Upon motion by Erickson second by Frank, and all voting in favor thereof, President Weeks declared said resolution duly passed and adopted. The application of C. F. -Rosenzweig for a license to sell trouser belts, knife sharpeners, self -threading needles, brooms and brushes for a period of two weeks,was read, and motion by Lemmon second by Miner carried that the said license be not granted. Motion by Witzke second by Miner carried that the certified checks d Hof the unsuccessful bidders on the construction of a City Warehouse be returned to them. The report_of the Milk Inspector for the weeks ending October 21, 19229 and t October 280 19229 ` was read, and President Weeps ordered that the same be placed on file. The report of the Clerk of,the Municipal Court for the week ending October i 30,1922, showing fines collected in the amount of 015 00, and civil fees collected in the .mount of $2.00, was read, and President Weeks ordered that the same be referred to i the City Attorney: The report of the City y Wei ghmast er for the month of October,, 1922, showing ; { weighing fees collected .in the amount of 051*80, was read, and President Weeks referred the same to the Finance Committee. The. application of Erwin W. SZimmnerman for a soli citor' s license was read, and motion by Witzke second by Cook carried that the same be granted. The application of Samuel Fbx for a solicitor's license was read, and motion i by Erickson second by Witzke carried that the same be granted. F i The .application .of August Erickson for a solicitor's license was read, and r motion by Cook second by Erickson carried that the said license be granted. The application of J. S. Sibley for a license to use and operate two pool tables in the basement of the building known as 301-5 Broadway Street North, was read, and motion by Witzke second by Cook carried that the said application be referred to 1 -the License Committees The application of Don Emerson for a sight-seeing auto license was read, and motion by Cook second by Erickson carried that the said license be granted with the ++� provision that the said automobile shall not be used in local taxi or jitney service. } The application of Sheldon and Schultz for a permit to place and maintain a sign on the building situated on the property known as the East forty feet of Lot Six in Block Ten in Original Plat, was read, and motion by Frank second by Witzke carried that the said permit be granted, the amount of the bond to be given being fixed at the sum of $1500, 00 and that the said sign be installed under the supervision and subject to the' approval of the Building and Electrical Inspectors The application of the Red Owl Stores, Iric, for a permit to place and main- tain a sign on the building known as Noe 310 Broadway Street South, was read, and motion by Frank second 'by Erickson carried that the said permit be granted, that the bond' to be given be fixed at the sum of 0150000 and that the installation of the said sign'be made under the ' supervi'sion and subject to. the, approval of the Building and Electrical Inspector. The appointment of Hugh O'Neill as a Special Policeman,- without pay, on the Property occupied by the Thompson Rendering Works, was read, and President Weeks • is ordered that the same be placed on file: - i The estimate of the City Engineer calling for a partial payment of the final estimate heretofore filed in faVorL of OrmOnd and Feller for the paving and curbing of i i Ninth Avenue Southwest from the south line of Eighth Street Southwest to the center line of Ninth Street Southwest; the sum for which payment was requested being $2169.94,? was read, and motion by Erickson second by Cook carried that the said estimate be accepted and placed on files 790 ` The recommendation of the License Committee that ' the application of Ed- �1 <. ith French for a taxi license be granted and that , her application for the transfer of her taxi license Noi 19 to a Buick automobile covered by State license Noe B 92741 be granted, was read, and motion by Cook second by Erick- son carried that the said recommendation be accepted and placed on file and that -the said taxi license and application for transfer be each granted: Alderman Miner introduced the following resolution which was read: - Be it resolved by the Common Council of the City of Rochester: That the resolution heretofore passed and adopted by said Common Council on the 25th day of October, 19229 assessing and levying upon the taxable property for the year 1922, ,be and the same is .hereby amended by striking out that portion of said resolution which pertains to the Park Improvement Fund of said City and inserting therein and in place thereof the following: For the Park Improvement Fund . . . . 68:00 Which said sum shall be used only for the improvement of the public parks and parkways in or ,ne4r said City:i NET LEVY $9368: o0 Upon motion by Witzke second by Miner, and all voting in favor there- of, President Weeks declared said resolution duly passed and adopted. Alderman Cook introduced a resolution appropriating $2462:17 from the Lighting Fund, and $2.00 from the Sewer Fund, for payment to the. Public Utility Rind of said City, the first said sum being .for October, 1922, lighting for public buildings, streets and grounds, and the second said sum being for October, 1922, electric power for the sewage lift station, which was ready Upon motion by Erickson second by Cook, and all voting in favor L thereof, President Weeks declared said resolution duly passed and adopted* Alderman Erickson introduced a resolution appropriating $1000:00 from the Street and Alley Fund for use of the Street and Alley Committee, which was read* Upon motion by Lemmon second by Witzke, and all voting in favor thereof, President weeks declared said resolution duly passed and adopted. Estimate NojL 3, prepared by Charles A. Armstrong, .City Engineer, in favor of Ormond and Feller for the construction of a steel. reinforced concrete bridge over Cascade Creek on Seventh Street Northwest, .showing the sum of 6556+44 as being due the said contractors, was read, and motion by Erickson second by Cook carried that the said estimate be accepted and placed on file. The City Engineer's report for the month of October, 1922, was read, and President Weeks ordered that the same be referred to the Street and Alley COmmitt ee. Alderman Cook introduced a resolution appropriating $556144 from the Bridge Fund and ordering payment made to Ormond and Feller for payment of Estimate Noi 3 on the construction of a steel reinforced concrete bridge over ® 9 1 Cascade Creek on Seventh Street Northwest, which was read: Upon' motion by' Frank second by Witzke, and- all voting in' favor thereof, President Wbeks declared said resolution duly passed and adopted: Alderman`Lemmon introduced a resolution appropriating.42169.94 from the { I Permanent'Improvement Revolving Fund and ordering payment made to Ormond and Feller as payment of part of final estimate for the paving and curbing of Ninth Avenue South-! west from the south line of Eighth,Street Southwest to the center line of Ninth Street; Southwest, which, was, read. , Upon motion by Miner second by Frank, and all,voting in favor thereof, i President Weeks declared said resolution duly passed and adopted: Charles H. Armstrong, City Engineer, submitted profile and abstract of grade line for -.a proposed established -grade line.for Ninth Place Southeast, which were con- sidered by the Common Council. Alderman Cook introduced a resolution adopting the said profile and abstract; of grade line as the established grade line for that part of Ninth Place Southeast between the center line of Third Avenue Southeast and the East line of First Avenue Southeast, which was read. 3 - � Upon motion by Miner second by Cook, and all voting in favor thereof, President Weeks declared saidrresolution duly passed and adopted: Charles H. Armstrong, City Engineer, submitted plans, profiles,, specifica- tions and estimate of cost for the grading of Ninth Place Southeast, which were con- sidered by the Common Council: Alderman Frank introduced a resolution adopting the said plans, profiles and specifications for the grading of Ninth Place Southeast to an established grade and to the full width of the street, viz, fifty feet, from the west line of Third Avenue Southeast to the west end of said Ninth Place Southeast, ordering the said estimate of cost placed on file, resolving that the whole cost and expense of the grading of Ninth Place Southeast shall be assessed against the property benefited; and ordering advertisement for bids to be opened at 7:30 o'clock P X4 on November 27,j 1922, which was read@ ! Upon motion by Witzke second by Erickson, and all voting in favor thereof, President Weeks declared said resolution duly passed and adopted. Motion by Witzke second by Erickson carried -that the sum of $293s61 be appropriated from the Park Improvement -Fund of said City and paid to the General Fund of said City as payment for the 1922 sprinkling and flushing of streets and avenues along public parks within said City: Motion by Miner second by Lemmon carried that the sum of $350aOO be appro- priated from the General Fund and paid to the Treasurer of the Civic League for Women's Rest Room expenses for the months of May, June, July, August, September, i October and November, 192261 The following claims were read, and motion by Miner second by Frank carried that the same be allowed and that the Mayor and City Clerk be authorized and directed to draw warrants and make payment accordingly: 792 From the General Fund: The Hoffman Drug Store, $ 15; Star Laundry, $.20; H. Armstrong, City Engineer, sub}ni.tted• a compilation of proposed street numbers for all properties within the City of Rochester, Minnesota, which were considered by the Common Council: Motion by Witzke second" by Diner carried that the street numbers as prepared and submitted by Charles H. Armstrong, City Engineer, be and the 793 same are hereby adopted as the -street numbers for the properties within the City of Rochester, Minnesota, and that the City Engineer be instructed to notify the .public that on or before January 1st, 1923, they shall secure from him their proper street numbers and' place them on' their residences, business houses, etc: i Motion by Miner second by Frank carried that the matter of the lowering to the established grade line of the team track of,the Chicago and Northwestern Railway i Company across Second Avenue Northwest, be referred to the City Attorney. Motion by Lemmon second by Cook carried that the Chief of Police be instruct= ed to forthwith cause all obstructions to be removed from the sidewalks within said City. Motion by Erickson second by . Cook carried .that the City Engineer be instruct= ed to secure the necessary labor and materials and cause gravel or cinders to be placed on Second Street Northwest between Eleventh Avenue Northwest and Twelfth Avenue North- i west . The report of .the Finance Committee to the effect that they had checked the September, 1922, report of the Building and Electrical Inspector and found same to be correct, was read, and President Weeks ordered that the 'said report of the Finance Committee be placed on file, and that the said report of `the Building and Electrical Inspector be accepted and plaoed.on file Motion by Witzke second by Miner carried that the Sewer Committee and the City Attorney be granted more time in which to make their report in the matter of Mrs.; Jorgensen's opposition to her assessment for the Fburth Street Southeast sanitary ' f sewer. Alderman Erickson introduced a resolution appropriating $100000 from the General Fund for temporary transfer to the Street and Alley Raid, which was read. Upon motion by Erickson second by. Frank, and all_ voting in favor thereof, President Weeks declared said resolution duly passed and'adopted. Motion by Miner second by Erickson carried that the City Attorney be instruct- ed to draft 6-n amenftent to the ordinance providing for the collection and disposal of garbage which will require the appointment of a collector of garbage.
