Roll Call: Present:'Weeks, Cook, Erickson, Prank, Miner: Absent: Lemmon, Witzkea ?lotion by Frank second by Erickson carried that the minutes of -the meetings held on October 25th, 1922, and November 6th, 1922s, be each approved: President Vleeks announced that this was the time and place fixed for a hearing on the proposed grading of Ninth Place Southeast, and asked if there was any one present who wished to be heard in .any matter concerning the said grading. There was no one present who wished to be heard. President Weeks announced that this was the time and placed fixed for an €6djourned and continued hearing on the levying of special assessments for the construction of a sanitary sewer in Eighth Avenue Southwest, and asked if there wes any one present who wished to be heard in any matter concerning the said sanitary sewer& There was no one present who wished to be heard; Aldermen Lemmon and Wit.tke came in at this time and took their Chairs. George W. Granger, for the Minnesota -Wisconsin Light and Power Co., 'submitted a proposal to -furnish electrical energy delivered,.for the City of Rochester, Minnesota, at the Hydro -Electric Power Plant of said City through a line to be constructed from Red Wing, Minnesota, to that point; the �)said line to be built by the City of Rochester, Iinnesota, after which the said Light and Power Company would purchase it by paying for it in five equal annual install- ments, with interest at 6% per annum�by deducting the annual payment from the amount due to the company from the said' City; that part of their proposal which particularly refers to rates being quoted as follows: "Rate to be Charge The charges for power service are based upon the maximum demand for power at eny time during the year and upon the total energy withdrawn from the Power Company's line during any month& These charges are: A Demand Charge of J 28.00 per yr. 2140 per yra 418i00 per yr. Per kilowatt of demand for the first 50 KW; Per kilowatt of demand for the next 150 KW; per kilowatt of demand for that which is in Excess of 200 KW ,And an Energy Charge of 2� cents net per IW Hr: for the first 1500 KW Hrs4 Per Moo 2 n n n n n n n next 3500 n n a e 1 n n n. b n n n n 5000. » n n sr 1 f n n n n n n n n 10000 n n n n 1¢ n.. all over 20000 Based on actual: local conditions for 1922-1923 the average rate for purchased power delivered to. the switchboard in the City would be 187 cents per kilowatt hours All additional energy over present requirements would cost only 14 cents per kilowatt hour*-" President Weeks referred the said proposal to the Lighting Committee, the City Engineer and .the City Attorney: Carl F. Schlesselman of the Rochester Loan and Trust Company, asked the Common Council for their a.1proval of the release of the Reiter 6% Bonds held as investments of the Rochester Fire Department Relief Association funds, and the taking of the same amount of a new issue which will total 0359000,00 and will carry an interest rate of 7%; he stating that this would increase the bonded debt against the property (the Security Hotel) by about $11,00000, as there is now only about $24,000.00 of the old issue outstanding, President Meeks referred this matter to the Finance Committee. and the City Attorneys The application of the L. A, Orr Company, for license to conduct an auction sale of roods, wares and merchandise in the building known as 114 795 First Avenue Southwest, for the period of one month beginning December 2nd, 1922, was read, and motion by Frank second by Cook carried that the said application be referred: to the License Committee. + A. G. Whiting and others appeared before the Common Council asking that cinders or gravel be placed on Fbuirth Street Northeast between ai rst Avenue Northeast and Broadway .Street North, Motion by Lemmon second by Erickson carried that the City Engineer be in- structed to secure the necessary labor and materials and place cinders or gravel upon - Fourth. Street Northeast between First Avenue Northeast and Broadway Street North. Protests relative to the sprinkling assessments for 19229 made against 11. W. Grainger, L. A...Kepp and Gust Ranfranz, were considered by the Common Council and it was unofficially agreed that the assessments should remain unchanged, ' w.ith the under- standing that an equitable adjustment should be made at the time the 1923 assessment is leviede } A petition signed by S. O. Sanderson', Martin Rasmussen ana Clarence J. Reiter, asking for a change in the grade for the Eighth Avenue Southwest paving and curbing, was reed, and motion by Witzke second by Erickson carried that the matter be referred to the Comnon ' Council as a Committee of the whole, . who shall make an investigation of the matter on December 4th, 1922; '. The claim of Stephan-R. Willey for damages in the amount of $280400 through his. having, fallen on First Avenue Southwest in front of the American Express Company's office and sprained his knee, tore a suit .of . clothes and made .it necessary for him to remain in Rochester. one week more, was read, said motion by Erickson second by Frank carried that the said claim be.. referrer} �o the City Attorney. A communication from Peter S: Mackey, Secretary of the Rochester Fire Depart- ment Relief Association, asking for approval of the release of the Reiter Bonds held by said Association, and for authority to take that amount of the new 7% bonds on the same property (the Security Hotel), and' for a further investment in the said bonds of $2420.559 was readi Motion by Witzke second by Cook carried that'the said communication be referr- ed to the Finance' Committee and the City Attorney. i Wm. E. Cudmore, Chief of the Fire Departments asked the Common Council if they desired him to continue the practice of taking City owned equipment intb the country for fire fighting. ' Motion by Witzke second by Frank carried that the Chair appoint a Committee to go before the County Commissioners of Olmsted County relative to the .County of Olm- sted purchasing chemical equipment to be housed in the Central Fire Station and operat- ed by City- Firemen, and that the said Committee carry the information to the said Com- missioners that this Common Council does not, care to continue the furnishing of costly City equipment for the benefit of those who have contributed nothing toward its cost and up -keep, but does offer the housing and operation, as above outlined. President Weeks accordingly appointed the Common Council as members of the said Committee. 1 Alderman Frank, a.s Chairman of the License Committee, stated that' after a conference with members of the Common Council, he found that they did not care to grant the L. A, Orr application for an auction license until after January 1st, 19231, and motion by Cook second by Erickson .carried that the said report be accepted and that the said application for license be not. granted' at'this time. t This being the time and place fixed for the opening of bids fbr the grading of Ninth mace Southeast, the following bids were opened and read: IUtt_on Construction Company: Grading, 55 cents per cubic yard; loose rock excavation, $3.50 per cubic yard; solid rock excavation, $5:00 per cubic yard, Faith a not.at� on that i t weather conditions, permit will finish the grading this fall, if not by . June l.st, 1923. Ormond and Feller: Earth excavation, 48 cents per cubic yard. President Weeks referred the said bids to the City Engineer for comparison with his estimate, and re eommendati ons in the matter. The City Engineer recommended the acceptance of the bid of Ormond and Feller, and motion by Miner second by Frank carried that the said report be accepted. Alderman Cook introduced a resolution determining to adhere to former resolu- tions in the matter of the grading o f Ninth Place Southeast, which was read. 796 thereo f, Upon motion by Cook second by Erickson, and all voting in favor President Weeks declared said resolution duly -passed and adopted--. Alderman Erickson introduced a resolution accepting the bid of Ormond and Feller for the grading of Ninth Place Southeast, which, was read. R. Thatcher for a permit to place and maintain a sign on the buildifg known as 207 Broadway Street South, was read, and motion by Frank second by Erickson carried that the said permission be granted that the amount of the bond to be given be fixed at the sum of $2000W-00, and that the installation of the said sign be made under the supervision and sub- ject to the approval of the Building and Electrical Inspector* The application of Fred L. WiLLiams for a permit to place and main- tain a sign on the building known as 24 Broadway Street South, was read, and motion by Frank second by Lennon carried that the said petmission.be granted , that the amount of the bond to be given be fixed at the sum of $29000.00, and that the installation of the said sign be made under the. supervision and sub- ject to the approval of the Building and Electrical Inspectors .r The application.of the Nelson Motor Sales Company for a permit to Place and maintain a si ga on the building known as 412-416 Di r st Avenue South- west, was read, and motion by Frank second by Lemmon carried that the said . Permission be granted, that .the amount of the bond to be given be fixed at the sum of $$3,000.00, and that the said sign be installed under the supervision - and subject to the approval of the Building and Electrical Inspector. 797 The application of Wit Quanchek for permit to place and maintain a sign on the building known as the Carlton Cafe, was read, and motion by Frank second by Miner carried that the 'said Verinis'sion be granted, that the dnount of the bond to be given be fixed at the sum of $20000i;000 and that the said sign be installed under the super-; vision and subject to the approval of the Building and Electrical Inspector. The application pf A. B jerring for permit to place and maintain a sign on the building known as 318 Broadway Street South, was read, and motion by Frank second by Miner carried that the said permission be granted, that the amount of the bond to be given be fixed at the sum of $19000.00, and that the said sign be installed under the supervision and subject to the approval of the Building and Electrical Inspector: Motion by Lemmon.-second by Cook carried that the motion relative to the granting to A. B jerring of a permit to place and maintain, a sign be reconsidered. Motion by Frank second by Lemmon. carxiedthat A. B jerring be granted a permit to place anti ._maintain a sign on the building k;iown as 318 Broadway Street South, that the amount, of the bond to be given be fixed at the sun of $2,000.009 and that the said sign.be installed under the supervision and subject to the approval of the Build- ing and Electrical Inspectors The application of Helen M. Wilson tb place and maintain a sign on the ,building known as Noij 23 First Avenue Southwest, was read, and motion by Frank second by Erickson carried that the said permission be granted, that the amount of the bond to, be. given be fixed at the sum of $1500*00, and that the said sign be installed under the supervision and subject to the approval of the Building and Electrical Inspector. A. J. Williams asked to be released from his contract and bond for the oper- ation of the Public Comfort Station, and motion by Witzke second by Lemmon carried that the matter be referred to the Public Grounds Committee and the City Attorney. The,application- of E. J. Smith for the transfer of pool and billiard table license Noi .69 from 15 Broadway Street North to cover the same number of tables at 20 Broadway Street South, was read, and motion by Frank second by Erickson carried that the said transfer be granted: y The application of Mrs. Harry Hall' for license to solicit for her boarding and rooming house at 12 - Third Avenue Northwest,- was read, and motion by Frank second by Erickson carried that the said license be grantedio The application of 0. K. Hanson for license to solicit business for his boarding and rooming house at 18 Fourth Avenue Northwest, was read, and motion by Frank secondby Cook carried that the said license be granted. The application of N. F. Dugan for a license to solicit business fbr his boarding and rooming house at 118 Fourth Avenue Northwest,L was read, and motion by Punk second by Erickson carried that the said license be granted The .sign maintenance bond of Sheldon and Schultz, Vjith Wm. Schultz and J. G. Nord as sureties thereon, each -in the amount of $150000, was. read, and motion by Miner second by Cook carridd that the said sureties be accepted and that the said bond be approved and placed on file The claim of Arthur Mitchell for damages in the amount of $106.68 due to repairs to his automobile through breaking a crank case in driving over the railroad tracks on Second Avenue Northwest between the Chicago and Northwestern main tracks, and Fifth Street Northwest, was read, and motion by Miner second by Cook carried that the same be referred to the City Attorneys The application of L. G. Alderman Lemmon introduced a resolution appropriating $1000000 from the Street and Alley Fund for payment to the General Fund. of said City, as ;return of temporary transfer made on the sixth day of.November, 19229 which was .read. .
