From the Park= Improvement Fund: Mayo Trust 1 nd,'� $253.60i Alderman Cook introduced the following resolution which was .read: e 'it resolved by the Common Council of the' City of Rochester: -:What said Common Council 'does' hereby request Senator 411en J. F1arlow and Representative S. ??. Shonyo to use their influence at the coming session of the State Legislature in order that the laws now in force enumerated below may be amended as herein .set forth, to wit: 1. At. present there are too many registration days in the city, for the elections. It is suggested that at least three of these be dropped. There are registra- tion clays at present .seven, two and one week before the general election and experience shows that there is no need. of all of them, and it is suggested that, at least two of these last three days be dropped, and that the registration day • between the City Primary and the City Garter Election be dropped. 2 At present the law requires that amendments to the City. Garter be published 30 days in three papers,. This is a great expense to the taxpayers and it is suggested. that the law be amended so that publication will be necessary fbr orily ten days and then only in the official paper of the City. Every one would have ample time to read the proposed amendments if this were done. 3. :!t the ;,resent time the City of Rochester loses a great deal of money through special assessments levied and not paid in full on or before June first of each yearx she loss is largely through the inability to collect interest on the balance remaining unpaidm It is suggested that this law be emended. so that payment of special assessments would be required on or before the first day of June or in lieu of that the City could collect interest at the rate of 6� on the balance rei�laining until same is paid* 4 a Chapter 152.1, Session Laws, Minnesota, 1915 provide that rates fox service rendered by Telephone Companies shall be fixed and franchises controlled by the State Railroad and J:arehouse Commission. This is a matter which should be handled purely locally and not by a commission that is not in touch with local conditions and it is therefore suggested that that part of the law which ,pertains to rate and franchise control by the Commission be emended so that the control of the telephone rates and franchises will :be placed with those who have a knowledge of local conditions. Be it further- resolved by said Common Council: ghat certified copies ,of this resolution be sent to Senator Allen J. Furlow, Representative S. D. Shonyo and the League of Minnesota 14-aiteipalities.
