Meeting called to order by President Weeks: .Roll Cal. 1: ,,Present: Weeks, Cook, Kitzman, Leminon, Newhouse, Roeder, Witzke. Absent: None. Motion by Cook second by Kitzman carried that the minutes of the meeting held on Weptember 24th, 1923, be approved* The report of the City Engineer for the month of September, 1923s showing expenditures from the General Fund for labor in amount of 0539,79; from the Street and Alley 11und in amount of 02022 -58; from the Sewer Fund in amount of $232.40; from the Bridge I1ind in amount of $241:529 and from the Permanent Improvement Revolving Fund in amount of $89.60, was read, and motion by Lemmon second. by Newhouse carried that the 'same -be referred to the Street and Alley Committee. The September, 19230 report of the Building and. Electrical Inspector, show- ing 4g9.00 as having been colleated for electrical inspection fe'es,. and 432.00 as having been collected for building inspection fees, was read, and motion by Witzke-second by Roeder carried that the same be'referred to the Finance Committee. The appointment, by the Mayor ,cf John Ploof, as Special Patrolman in the Police Department, for the period September 25th, 19239 to October 1st, 1923s, inclus- ive, was read, and President Weeks ordered that the same be placed on file. A petition,signed by J. M. Pruett, Geo. W.' Stewart., Al. Glasby, O.E.McCoy, Fred W. Miller, D`. J. Cudmore, George E. Stewart, John E. Miller, L. Kunowsky, Art Lewis, Ida F. Wing., Frank Quick, M. A. communication from the American -La France Fire Engine Company advising that their estimate for repairs for the pumping motor u8ed in the Fire Department runs :;bokt w49600, was read, acid motion by gitzke second by Cook carried that the same be referred to the 'Fire Department Committee. Report. of the City Attorney, to the effect that he` had checked the reports of the Clerk of the Municipal Court for the weeks ending September 3rd, 1923s, and �g� September loth, 1923, and found same to be correct, was read., and Presi- r dent V'eeks ordered that the said report of the City Attorney be placed on file, and that the said reports of the Clerk of the,Milnicipal Court be placed on file. A petition, signed by George W. Maske, Prank Jacobson, Terse Carl Jones and Mrs. George N. Goodhile, asking that gravel be placed on First Street Northwest between Twelfth Avenue Northwest -and Thirteenth Avenue Northwest, was read, and motion by Newhouse second by Kitzman carried that the same be referred to the Street and Alley Committee. Recommendations of the Street and Alley Committee that gravel be placed on Eighth Street Southeast between Eighth hvenue Southeast and Ninth Avenue Southeast; on Ninth Place Southeast 'between First Avenue Southeast and Third Avenue Southeast; and on First ,Street Southeast from Eighth Avenue Southeast to Eleventh Avenue Southeast, were each separate- ly read, and.motion by Newhouse second by Lemmon carried that the said recommendations be accepted and placed on rile, and that the City Engine- er be -instructed to secure the necessary labor and materials and cause r gravel to be placed on said parts of First Street Southeast, Ninth Plar;e y Southeast and Eighth tatreet.. The following copies of resolutions passed and adopted by the Commissioners of the Sinking Fund, were each separately read, and motion by Newhouse second by Roeder carried that the same be accepted and placed on file, and that the.;.action set forth therein be approved: "Be it .resolved by the Commissioners of the Sinking Fund of the City of Rochester, Minnesota: That for the purpose of a better investment of the funds con- cerned, two United States Treasury 443,% Certificates, due March 15, 1927, numbered 170381 and 170382 of $iOOO iO0 each, with December 15, 1923, maturity, and all subsequent interest coupons attached to the said Treas- ury Certifteates, are hereby sold to the Minnesota Loan and Trust Company for the sum of $2009;22, the said sum being a total of $2000t00 principal 05.00 premium rand $44'22`accrued interest from September 15, 1923, to October 1, 19239 inclusivem Passed and adopted by the Commissioners of the Sinking Fund of. the City of Rochester, Minnesota, this 1st day of October, A. D. L. Smith, Agent, and Mrs. Clyde Wright have petitioned that a four inch water main be laid in First Avenue Northwest from Fifth Street Northwest to Sixth Street Northwest, and have agreed that within sixty days after the completion of the laying of the said main they will connect with- and commence t-he use of the said water service; ' t SO THEREFORE, Be it resolved by the Common Council of the City of Rochester,' Minnesota, that the Public Utility Board of said City be and said Board is here- by authorized and directed to lay a water main in the boulevard on the east side of h'irst Avenue Northwest, to lay thirty feet of four inch cast iron pipe in Sixth Street Northwest, and continue the line south with 1-4 inch galvanized pipe to e onnect with the service pipe not in use at F1 fth Street Northwest. An ordinance .regarding the firing and discharging of fire- crackers, etc., was r-,iven its second reading: Alderman Lemmon introduced a resolution levying special assess- ments for the cleaning of privy vaults and removing filthy material and rubbish, which was read;. On motion by Newhouse second by Roeder, and all voting in favor thereof, President Weeks declared said resolution duly passed and adopted. P. proposed new tourist park for Rochester and after discussion it was moved, seconded and carried that; - 'This committee has carefully considtered the lease for ground offered by The Rochester Milling Company,, and that At meets with our approval. and that we' furthermore recommend to the Common Council of "the City of Rochester, Minn., the execution of such lease and the immediate start of improvements, to the contemplated Tourist Park, e f!
