Wherefore this applicant asks that he may be granted a license for the

Mrs. McRell appeared before the Common Council in the support of a School
Dentist and submitted the following form with the request that the members of the
Common Council use it as a petition to the Board of Education:
"Members of the Board of Education:
Js
At a recent council meeting we felt compelled to reduce the School budget.
However we are proud of the 'fact that Rochester is a health center and do not wish to
curtail in any way the health program of our Schools.. Hence we request you to employ
a school dentist for at least half time, for the promotion of oral Hygiene in our
Schools.
A deficit at 'the end of the year is preferred to the sacrifice of this
department."
Mrs. Me Rell also, asked that an investigation be made relative to a free

Public skating rink for the coming winter.
Motion by Newhouse second by Roeder carried that the City -
Clerk be instructed to notify the Board of Education of School Dist-
rict No. 8 that the 'said,, Common Council, in ,reducing the 1923 tax
budget, submitted to them for appropal, from $270,870.-00 to
$2509870.00, the intent was that each item in the said budget should,
be diminished proportionately, and -that no certain item or items in
,
the budget be dropped entirely in order to allocate the cut.
` Motion by Newhouse second by Cook carried that the Chair
appoint a Committee for the purpose of investigation and recommenda-
tion in the matter of a free public skating rink, and President Weeks
accordingly appointed the City Engineer, the Chairman of the Water
Committee, the Chairman of the Street and Alley Committee, the Chair-
man of the Sewer Committee and the Chairman of the Public Grounds
Committee, as members of the said Committee.
Motion by Lemmon second by Newhouse carried that the City
Engineer be given the power to use his own -judgment in the purchase
:of -cement blocks for the addition to the City Warehouse.
The November, 1923, report of the Building and Electrical
j anspector, showing building inspection fees collected in the amount-
of $24.00', and electrical inspection fees collected in the amount of
r $7*50', was read, ,and President Meeks referred the same to the. Finance

Committee.
The report of the City Engineer for the month . aff November,
1923, showing expenditures for labor from the General Fund in the
:amount of 0133.45 ; from the Street ar..1d Alley Fund in .amount of
.$3134.25; from the Sewer Fund in amount of 1v180,00; from the Bridge
Fund in amount of $66a20; rfrom the Permanent Improvement Revolving
Fund in amount of $1650; and from the Permanent .Improvement Fund in
amount.o.f $5416.00, was read, and President Weeks referred the said
report to the Street and Alley Committee.
The reports of the Milk Inspector for the weeks ending
November loth, and November 17, 1923s were each separately read, and
President Weeks ordered that the same be placed on file.

The application of R. M. Graen for C Company, 205th Infan-
try, Minnesota National Guard, for permit- to hold, give and conduct

Commission have made refundments which affect the 1922 tax `levy to the amount of
$554149 was read, and motion by Lemmon second by Newhouse carried that the City Clerk
be authorized and directed to adjust his tax records accordingly,

The following copies of resolutions passed and adopted by the Sinking Fund
Commission were each separately read, and motion by Newhouse second by Cook carried
that the actions set forth therein be approved, and that said copies of resolutions
be placed on file:

The City Clerk informed the Common Council that, upon the receipt

by the City Treasurer, of the November, 1923, tax settlement of $157160.27,
he had, a conference with alderman Leimaon, Chairman of the Finance Committee

relative to where the money should be deposited, as an equal distribution
of it would have exceeded the bonded limit of each of the City depositories-

at which they decided that it Would be best that the ,_limit be passed in oily

= one bank, the N'irst ,Nationnal' Bank; that being the disbursing bank, and so in-
structed the City Treasurer to place $5500.00 in each the First State Bank

and the Olmsted County State Bank,thus placing the full and proper limit of
$60,000.00

Motion by Witzke second by Newhouse carried that the City Treasurer be
instructed to place $1751 of Permanent Improvement Funds into a savings account for
the said. Fund in order Ahat all moneys for the proposed addition to the Public Library
shall be in savings account.
Motion by Newhouse second .by Witzke carried that the sum of $30.91 be appro-
priated from the Interest Fund and paid to the First National Bank of Rochester, for
interest on warrant No. 6232 .for the period July 3, 1923,. to November 26, 1923, inclus-
ive; and that the sum of $39,17 be appropriated from the Interest Fund and 'paid to the
Rochester Rational Bank for interest an warrant No. 7076 for,. -the period October 9th,
1923, to November 26, 1923, ..inclusive, and that the Mayor and City Clerk be authorized
and directed to draw warrants upon the City Treasurer and .make the payments according-

Motion by Witzke second by Roeder carried that the Purchasing Committee be
authorized to purchase a complete motor -driven Burrough's Adding Machine at a price
of $555.0b, less the $60s00 allowance for the old adding machine, said adding machine
being for use in the office of the City Clerk.

Motion by Lemmon second by Witzke carried that the sum of $45,76 be appro-
priated from the General Fund and paid to D. L. Williams, Postmaster, for 2000 two -
cent stamped envelopes for use of the City Clerk.
The report of the Street -and Alley Committee and the City Attorney, report-
ing progress in the matter of the deed, etc., for the opening of Eighth Street North-
east from the new Tourist Park property to Eleventh Avenue Northeast; the report of
the Lighting Committee and the Mayor, in the matter of whether or not the present pro-
duction costs of electricity justify the present light and power rates, in which they
state that the same has been settled by the Council and the rates lowered; the report
of the Water Committee in the,.matter of a water main in Ninth Street Northwest, in
which they report that the same has been laid, and the service guaranteed; the
recommendation of the Public Grounds Committee and the Health Department that the
matter of installing. an incinerator be deferred for the present; the unfavorable

report of the Street and Alley Committee on the petition for improvement
and gravelling of Thirteenth Avenue Southeast; the report of the Street
and Alley Committee and the City Engineer to the effect that they had
investigated the installation of curb pumps and storage tanks at the
Rfest Side Garage, and find that they have been put in without permission;
the -report of the City Attorney in the matter of the agreement of L.
Van. Tassel and W. F.- Caust-in to build a drainage. sewer in the alley in
Block 4 in Head and McMahon's Addition, and in the alley between Block
4 in Head and McMahon's Addition ' and Block 4 in Original Plat, wherein
he advises that if the same is not paid- for by them, the. same will be
called to the attention of the Council later; the recommendation of 'the
City Engineer, the City Attorney, and Aldermen Lemmon, Cook and Witzke that the proposed plumbing ordinance be laid on the table for the..pres-
ent; the recommendation of the City Attorney and the Street and Alley
Committee that the vacation of Third Street Northeast at the request of
the Public Utility Board be deferred for the present; the report of the
City Attorney to the effect that it is not practicable to lease the land
owned by the Rochester Milling Company for park purposes on any terms
that can :be obtained at this time; the report of the City Attorney and
the Mayor to the effect that there seems_ to be no sufficient evidence
Which would justify the taking of any action in the matter of the charges
made by Helen M. Hanson against the Chief of Police; the report of the
Chairman of the Purchasing Committee to the effect that his Committee has .
decided to delay the purchase of a gas testing machine until such time
as it is more necessary than at the present time; the report of the
Li0iting Committee to the effect that the Mayor, Chief of Police, Super,
intendent of. the Light Department ,and the Lighting Committee have inspect-
ed.the alleys and ordered several new. -lights; the report of the Public
Grounds Committee to the effect that the heati;ig plant at the Public
Comfort Station has been repaired; the report , of the Public Grounds
Committee to the effect that the City Hall roof has been repaired; the
,report of the Public Grounds Committee and the City Engineer to the
effect that as there is no money levied,at the present time for this

purpose, it is considered impracticable to construct a public swimming
pool on the lands lying south of Fourth Street Southeast and east of
Fourth Avenue Southeast; and the following other Committee reports were each
separately read, and motion by Newhouse second by Roeder carried that
each of the said Committee reports be accepted and placed on file, and

Your Committee to whom the petition of residents along Zumbro River was

We have investigated the matter of whether or not the State of Minnesota
will -go in jointly with the City of Rochester in the construction of a Sewage Dis-
posal Plant, and find that. the State is not in position to say at this time where
they stand in the matter and they will not be able to say until, after the next
session of the Legislature:

Gentlemen:
i would respectfully report that at the regular meeting of the County
Commissioners held on or about the second day of November, 1923s, I presented to them
r
the question of cancelling the delinquent taxes against the City Farm property, and
asked to have the same abatede
I found that the said tax was .levied against a number of hogs, four horses
and two wagons and advised the County Commissioners that the City of Rochester could
not be taxed for any property which it might own, and if not abated the question
would be contested.
They referred the matter to the County Attorney for consideration.

The report of the City Attorney,. to the effect that he had
checked the reports of the Clerk of the Municipal Court for the weeks
ending November 12:&,19,1923pnd found same;to be correct; the report of
the Chairman of the Street and Alley Committee to the effect that he had
checked the October, 1923, report of the City Engineer and found same
to be correct; the report. -of the Chairman of the Finance Committee, to
the effect that he had checked the September and October, 19239 reports
of the City Weighmaster and found same to be correct; and the report of
the Chairman of the Finance `Committee,to the effect that he had checked
the November,. 19231 report of the Building and Electrical Inspector and
found same to be correct, were 'each separately read, and President Veeks
ordered that the said Committee reports be placed on file, and that the
said official reports be placed on file6
The report ,of the Street and Alley Committee, .recommending
that gravel be placed on First Street Northwest between Twelfth Avenue
Northwest and Thirteenth Avenue Northwests, was read, and motion by
Lemmon second by Newhouse carried that the same be accepted and placed
on file, and that the City Engineer be instructed to secure the necess-
ary labor and materials and cause gravel to be placed on the said part
Of First Street Northwest, he to use his own judgment as to when to do
this work. ;
'Dhe following `report of the City Engineer and City Attorney

was read, and motion by Witzke second by Newhouse carried that the City `
Engineer be instructed to secure the necessary labor and materials and
place the paving of First Street Southwest between Second Avenue South-
west and Eleventh Avenue' Southwest in proper repair, billing Fielding
and Shepley, tnc., for the cost and expense:

Your Committee would respectfully report that Fielding and
Shepley went over First Street Southwest with the City Engineer and

The recommendation of the Lighting Committee, that a street

light be installed at the intersection of Sixteenth Avenue Southeast and Fourth Street
Southeast, was read, and motion.by Newhouse second by -Roeder carried that the said
recommendation be accepted, and placed on file, and that the City Clerk be instructed
to notify the Public Utility Board to install a street light accordingly.
Alderman Witzke introduced the following resolution which was read:
WHEREAS, the Board of Health of the City of Rochester, Minnesota, are
desirous of purchasing an automobile to be used in connection with the cork at
the City Farm, and
WHEREAS, they have advertised for bids, and the Nelson Motor Sales Company
of Rochester are the lowest bidders for a Ford Coupe, and their bid is Five
Hundred Ninety One and-no/100 (591.00) Dollars,

NOW, THEREFORE, Be it and it is hereby resolved that the Board of Health
are authorized to enter into a contract with the Nelson.Motor Sales Company for
one Ford Coupe at the agreed price of $591.009 the title, to said Ford Coupe to
rest in the City of Rochester, and the license to be in the. name of said City.
Upon motion by Newhouse second by Cook, and all voting in favor thereof,
President 'Meeks declared said resolution duly passed and adopted.
Aiderman .Witzke introduced a resolution appropriating $7676.39 from the
Fire Protection Fund and ordering .1payment -made to the . General Fund, for return of
temporary transfers, in accordance with the November, 1923 tax settlement, and the
1922 tax budget, which was read.
Upon motion by Cook second by Newhouse, and Fall voting in favor thereof,
President ?leeks declared said resolution duly passed and adopted.
Alderman Cook introduced a resolution appropriating $997.96 from the
1-fusical Entertainment Fund and ordering, payment made to A. J. 4entfer, Treasurer of
the Rochester Park Band, for musical entertainment furnished in public parks and
places.during the season of the year 1923, which was read.
Upon motion by Witzke second by Newhouse, and all voting in favor thereof,
President Weeks declared said resolution duly passed and adopted.
Alderman Kitzman introduced a resolution appropriating $1340.67 from the
Park Improvement Fund and .ordering paymentr'made to' the Mayo Trust Fund for payrolls
for labor for the weeks ending November 2nd, 1923, to November 30th, +19239 inclusive,
in accordance virith sworn billing made by William Enke, Secretary of the Park Board,
under date of December 3rd, 19239 which was read.

Upon motion by Roeder second by Newhouse, and all voting in favor thereof,
President Weeks declared said resolution duly passed and adopted.
Alderman Kitzman introduced- a resolution appropriating 0481.92 from the
General Fund and ordering payment made to the Sewer Fund to apply on cost of settle-'
meet of damages for injury.received by John Brumm, in accordance with the November,
1.923 tax settlement and the 1922 tax budget, which was read.
Upon motion by Lemmon second by Cook, and all voting in favor thereof,

Alderman Roeder introduced a resolution appropriating $1357,99 from the

ance with the: November, 1923 tax settlement and the 1992 tax budget, which

The following claimy made by Hans Larsen, was read, and motion by Newhouse
second by Roeder carried that the same be referred to rthe Finance Committee and the
City attorney:

away from it and so ask the city to stand at least a part of the expense involved in
pumping water the year around. I figure this around one dollar ($1.00) a month from
April lst to Dec. 1st."

asked that a street light be installed at the -intersection of Third Avenue

Roeder carried that the matter be referred to the Lighting Committee for
investigation and report to this Common Council;
Motion by Witzke second by Newhouse carried that the City
Treasurer be instructed to place $5000*00 of Street and Alley Funds into
a savings- account for the said Fund.
