Absent: Nonei Newhouse carried that the minutes of the meeting Motion by Lemmon s,e.cond by Ne e g held on December 3rd, 19239 .be' .approved. The application .of J.'McHugh and. R,. H. Blanchard for a license .to operate r a roller skating. -rink 'in the Co-operative Building` for a period of four months, was i read; and 'motion by Newhouse second by Roeder carried that license be granted at a' f. fee of $10-0.00 for the period from date to April 1st, 1924. The application of John McHugh and`Rosede Blanchard for permit to hold, i give, and conduct three public dances in the Co-operative Building on dates, December! 14th, , 21st and 31st, 1923, was read. ++d The report of the City Weighmaster for the month of November, 1923, show- fl ing fees collected in the amount of 040.40, was read, and`President Weeks'referred the same to the Finance Committee. fi The' report bf the Librarian of the Public Libraryfor the month of ' November, 19239 showing receipts in City fines of 9$44.07 and $1.00 for' books lost., and a statement of the circulation during that period, was read, and President Weeks ordered that the same be placed on file. The report of the _City Treasurer for the month of November, 1923, showing j i the sum of $354,459.05 as being on hand, was read, and President Weeks 'ordered that � the same be placed on file. The application of Geo. L. Morrison for an electrician's license was read, and motion by Newhouse second by Witzke carried that license be granted. _ The electrician's license bond of Geo. L. Morrison with Irving L. Eckholdt and filbert E. Adler as sureties thereon,, each in the amount, of 01000.00, was read, i and motion by Leimnon second by Newhouse carried that the said sureties be accepted and that the said bond be approved and placed on f1le. The. applications of C. E. Brandow, J. 1U., MaddenG Mary F. Purcell, Harry Margellos, Mae Louise Meers, Robert -A. Orr, Adler, and Bach, Rochester Candy Company, H. Potvin, Pritsch and Kennedy and Dr. Henry J. Hall for' permits to place and main- tain signs, were each separately read, and motion by Newhouse second by Witzke carried that the permits be granted. The following communication was read., and President Weeks ordered that the same be placed on file: Fonorable Mayor and Common -Council; City of Rochester, Minnesota. Gentlemen: "Rochester, . Minnesota, December 1st, 1923. 1 L 1378 You are informed that Patrolman and Municipal Court Officer, Edward J. Dooley, has "returned from leave of 4b'seheer and has been' returned to duty effective on this date; - this notice cancelling the balance of his sixty days leave of absbnce. ' Respectfully,submit�ed, r Julius Jo. Reiter Mayor of said City.". Alderman Newhouse introduced a resolution granting permit to John McHugh and Roscoe Blanchard to hold, give. and conduct^three'public dances in the Co -Operative Building on. dates, December 14th, 21st and 31st, 19239 ,and fixing the fee .at a total sum of $15.00, which was read. Upon motion by Witzke second by,Roeder, and all voting in favor thereof, President Weeks de-clared said resolution duly passed and, adopted. The general balance_ sheet of the City of Rochester, Minnesota, for the ending of November, 1923, prepared by .the City Clerlic, was read, and mo-tion by Newhouse second.by Roeder carried that the same be accepted and placed on file. Motion by Witzke second by Cook carried that, the sum of $10.00 be appropriated from. the General Fland for ,payment to D. L. Williams, Postmasters, for 250 two cent stamps and 500 one cent stamps for use of the City Clerk. Motion by Witzke second by Cook carried that the sum of 02.00 be appropriated from the General Fund for payment to D. L. Williams, Postmast- er, for 100 two cent stamps for use of the Building and Electrical Inspect- or. President Weeks referred the matter of the purchase of a table from B. W. Mitchell for ,use at the First Election District, Second Ward polling place, to the Purchasing Committee and the Public Grounds Commit- tee* The following communi c a tibn was read, and motion by Newhouse second by Lemmon carried that the Chair appoint a Committee for the pur- pose of conference with the C. and N. W. That the whole number of persons present and voting at said election was 11349 and that it required 680 4/10 votes or 60� of , those voted at said election to ratify the same, and that it was less than 3/5 of said total number of votes in favor of the adoption and ratification of said proposed amendments, and that the said l , Amendment No, I, Amendment No. 2, Amendment No. 3, Amendment, No. 4, i� Amendment No: 50 and Amendment No. 6 did not receive the necessary i 3/5 of said total votes, and therefore said Amendment Noi 19 Amend- ment No. 21 Amendment No. 3, Amendment No. 4, Amendment- No. 5 and Amendment Nos 6 were rejected and not ratified by the voters, at r said election, and `therefore did not carry and are not part of the City Charter of said City of Rochestere Upon motion by Witzke second by Roeder, and all,voting in'favor, thereof, President Weeks declared said resolution duly passed and adopted ;- 'Motion by Newhouse second by Kitzman carrfied that the sum of '016*75 be .appropriated from the General Fund for payment to Ralph M. Motion by Newhouse second by Roeder carried that the sum of $210,37 be appropriated from the Sewer Pond and paid to the Permanent Improvement Revolving Fund to apply on the cost and expense of the con- otruetion of ;a sanitary sewer in Fourth Street Southeast eoitmencing at the .center of the intersection of. Upon motiion=by Cook second by Witake, and all voting intfavor thereof, President Weeks declaar'ed said resolution duly passed and adopted. The report of the Chairman of the Street and Alley Committee, to the effect that he had checked the November, 19239`repdrt of the City Engineer and found same to be correct, was read, and motion by Lemmori second by Cook carried that 'the said report r of the Cha,irmari of the Street and Alley Committee be accepted and placed on file, and that the said report of `the City Engineer be accepted and placed on file. The report of the Chairman of the Finance Committee, to the effect that he had checked the November, 19231, report of the City Weighmaster. and found same to be correct, -was read, and President Weeks ordered that the same be placed on file, and that the said report of the City Weighmaster be placed on file. Motion by Lemmon second by Newhouse carried that the City Clerk, bey instruct- , _ � . ed to notify the Health Officer that it was the. desire of this Common Council that all claims for Isolation Hospital expenses be billed not later than sixty days from the date upon which the services are rendered.
