Frederic Bass, Engineer of Itinneapolis, 14innesota, submitted plans, profiles, specifications and estimate of cost for the proposed locnll Sewn.gn nisposal Plant, which were considered by the Common Council, said estimate of cost being a total of $281,574.00. . \� Alderman Wright introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, 1.!inne- ,1 sot a: That the estimate of cost, plans, outline drawings, and specifications for the masonry work, cement, screens, .settling tanks, aeration tanks, sludge digestion tanks, sludge beds, outlets, mechanical equipment, grading, etc., • re'quir- ed. for the construction of a Sewage Disposal Plant and connections, des- cribed: - A trunk line sanitary sewer commencing at the North line of Thir- feenth Place Northwest if extended,' and approximately 'thirty (30) feet East of I the West line of Broadway Street North, thence North east erly in Broadway. Alderman wright introduced the following resolution, which. was read: • "Be it resolved by the Common Council of the City of Rochester, TTi.nne- sota: That the City Clerk of s-Pid City be and he is hereby ordered and dins ected to advertise for bids as provided by law for the :Dirnishing of all Labor and materials' necessary fdr all masonry work, cement, screens, settling tanks, aeration tanks, sludge digestion tanks, sludge beds, outlets, mechanical equipment, grading, etc., for the constructing of a Sewage Disposca,l. Plant by said, City .of Rochester, on parts of out lots six (6), seven (7), eight (8) and nine (9), in Northern Addition, to the said City of Rochester, 'Tinnesota, aecording to the plans, outol.ine drawings, specifications, etc.,, -prepared by Frederic Bass of �,Tinneapolis, Ifinnesota., and on file in the office of the City Clerk of said City. J. 0. Nelson of 'the Nelson Motor Sales Company made the following applica- ti-on but no action thereon was taken: " Rochester, Vinne To the Honorable President of the City Council of Rochester, Hinnesota. Deer Sir: 6 We hereby petition the CITY of Rochester for the privilege s of securing additional space under our new building, a distance of ten feet under the sidewalk which will give us more light in as much as we plan on using imbedded glass in the sidewalk. The contractors are at cork now and would like to hnor: this -evening if the permit can be granted, because they contemplate on finishing* this excavating in not less than ten days. Le Schellin, Building and Electrical Inspector asked the City of Rochester, T-Ti.nnesota, to purchase an automobile .for his affici.e.1 use, but no action Tas taken on his request. The following communication was read, �+nd motion by Cook second by Wright carried that the same be placed on file: " 8 - 10 - 25 To the Honorable Common Council, f , Rochester, tXinnesotae Gentlemen: t Having, completed the plans and= specifications for the sewage disposal plant, t, request that a second partial payment of $4400,00 be paid to me. e The estimated total copt pf the plant, is %1281574e The fee due, at 3% i''s therefor %$8447.22. From this amount there is to be deducted �1000 paid for the preliminary report, $447.84 paid for sever, g3ugings and 11600 15'aid as a partial payment on plans and specifications July 1st, 1925, a total of 03043.e4, leaving a balance of 05403e38, assuming that the contract is let at the estimated cost. c i e • e The payment of P'4400, at this time would therefor leave a bal- ance of approximately O'1000; less if the contract price is less than 0281574, and morip if the contract, price is greater than this figure. Appropriating- $4400.00 from the Sewer Fund and ordering payment made to Frederic c Bass to anply on services as Cor.sul.ting Engineer in the preparation of plans, etc., for the local Sewage { Disposal Plant, Thieh c-as read. Upon motion by Wright second by Cook that the said resolution be adopted as read., and all voting in favor thereof, President Weeks declared. the said resolution duly passed and adopted.. hfotion by Cook second by Adler carried that the City Clerk be in- structed to advertise a notice of bids for the construction of the local Sewage Disposal Plant in several trade journals. The report of the Health Officer for the City Farm for the month of j' July 1925, shoeing receipts in the amount of $425%25,. dj.sbursements in the amount of $2711.36, and a balance on hand. in the amount of 010,386.19, was read and motion by Adler second by Cook carried that the sane be placed on file. fl The general balance sheet of the City of Rochester, ?Minnesota, unex- pended budget appropriations statement, financial statement, etc., as at July _ 31st, 192,5, prepared by the City Clerk, were laid. before the Common Council, and on motion by Cook second. by Adler, the same were .ordered placed on file. Balance sheet, income statements, etc., of the Public Utility Depart- ment as ,at July 31st, 1925, prepared by the Secretary of the Public Utility Board, vrere laid before the Common Council, and on motion by �Coak second by, Adler, same were ordered placed on file, the said income- statements showing a het profit in the Tight Department for the month of *July 1925, of $9564.20, and a total net profit for the four months of this fiscal year of $329017.81, and a loss in the Water Department for the month .of July 1925, of 01773,45 and a net profit in the Water Department for the four months of this fiscal year of $5387.21. ' The application of A. H. Foster for an electrician's license, was read, and motion by Pogtier second by Wright carried that a, license be granted. The electrician's license bond, of, A. H. Foster with. Carl Kjerner and E. L. Lyman, as sureties' thereon, each in the amount of 01000.00,.was read, and otion by Cook second by Fright carried that the said sureties be accepted and that the said, bond be approved and placed on file. The application of the Fifty -Fifty Club for permit to hold, give and conduct public dances in the Woodman Hall, on August llth and 25th, 1925, was e ad. • The application of Dr. J. H. The application of the Salvation Army for permit to pl.acd and maintain a sign on the front of the building known as No. 11 F%rst Street Southwest, was read, and motion by Postier second by Wrig)it carried that permit be granted, and that the fee provided therefor, be waived. A petition asking that Eighth Street -Southeast from Fourth Avenue Southeas to Eighth Avenue Southeast be sprinkled with water or treated with calcium chloride during the season of the year 1925, which petition carried the waiver of the necessit y for the proper publications to validate the assessment and an agreement to pay for th same- aJhen the assessment is made, was read, and motion by, Cook second by 1 ri ght carried that the City Engineer be instructed to secure the necessary labor and mater- ials and sprinkle or treat the said part of Eighth Street -Southeast curing the season h of the year 1929ii, t Copy of requisition �by the Health Officer upon. Alderman Postier introduced a resolution granting permit to the Fifty - Fifty Club to hold, give and conduct public dances in the Woodman Hall, on August llt and 25th, 1925, and fixing the fee at the total sum of $2.00, a:;hich was reed. { Upon motion by Postier second by Cook that the said resolution be adopted as read, and all voting in favor thereof, President weeks declared the said resolu- tion d$ly passed and adopted* Motion by Cook second by Wright carried that the sum of $1.31 be apnropri- ' ated from the'2:•Iusical Entertainment Fund and paid to A. J. Lentfer, Treasurer of the Ito chester Park ;Band! for ; furni shing free musical entertainment to the general public. Broft, for compensation for injury during the.p:eriod July 21st, 1.925, to August 10th, 19259 , inclusive: s Motion by Cook second by Adler carried that the Purchasing Committee be granted power to act in the purchase of a new typewriter for use of the Clerk of the: Municipal Court.. 'lderman Kitzman introduced a• .resolution appropriating $478.9 J from the General Fund and ordering payment made to the Rochester Post -Bulletin, for official printing and, publishing during the month_ of July 19251, which was read. Upon motion by Wright second by Cook that the said.. resolution •be adopted as read, and all.voting in favor. thereof, President Weeks declared the said resolution duly passed and adopted. Alderman Kitzman introduced a .resolution appropriating 8 ' 154.04 from 4 they General Farad and ordering payment made to the, Rochester Oil Company for gasoline, oil, grease, etc., used for. sprinkling and flushing, which was read. Upon motion by Adler second by Wright that the said resolution be adopted. as read, and all voting in. favor thereof, President Weeks declared the said resolution duly passed and adopted. _ IIi 353 IT Alderman Adler introduced a resolution appropriating $149.03 from the fr+ Street and Idley Fund and ordering payment made to the- Ro'ehester Oil Company for, -, g.asoline, oil, etc., being %1116.90 for Job No. 4039 $18.52 for the City engineer's automobile, $2.85 for miscellaneous and $10.70 for City Warehouse, which was reed. Upon motion by Cook second by Adler that the said resolution be adopted as read, and all voting in favor thereof, President Teeks declared the said resolution duly passed and- adopt,ed. Alderman Postier introduced a resolution appropriating 1300.00 from the 7 Cener. al Fund and ordering payment 1�iade to the American Veter Company of Chicago, J Illinois, for one gas testing machine and equipment, which was read. Upon motion by Wright second by Cook that the said resolution be adopted as read, and all voting in favor thereof, President Weeks declared the said resolutio duly passed and adopted. Alderman Adler introduced the following resolution,. which was read: "Be it resolved by the Common Council of the City of ''ochester, �Tinnesota: That the said Common Council does hereby .recommend to the Public Utility ''oard of said City, that the said Board does, from the Public Utility Fund of said City, refund.to the -present o%,ners of the property in Sunnyside Addition, their pro rata share of the cost and expense of the l.ayinR of the water main in the said Sunny- side addition. Alderman Cook introduced a resolution ordering that sidewalks be construct 4d and instructing the City Engineer to give the required notice thereof, which. vlus read. Alderman Wri ,ht introduced a resolution adopting the above mentioned plans, profiles and specifications for the construction of a sanitary sewer commencing at the center of the intersection of Fourteenth Avenue Southwest and Second Street Southwest, and running West along; the center line of Second Street Southwest to a pointseven seven (7) feet Fast of the center line of Fifteen- th Avenue Southwest, thence South 1 degree, 1.5 minutes, 'lest 330 feet to the 'center -of Fifteenth Avenue Southwest, thence South along the center ?.ine of Fifteenth Avenue Southwest to the center of Fifth Street Southwest, and order- ing them and the estimate of cost placed on file, ordering an advertisement for bids to be opened at 8 o'clock P.M., August 24th, 1925, and ordering; notice for a public hearing at 8 o'clock P.M., on August 24th, 1925, which was i read.
