HomeMy WebLinkAbout09-15-19254 27 Minutes of a Special Meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said Uity, on September 15th, 1.925, at 8 o'clock P.M. Meeting called to order by President Weeks. Poll Call: Present; Weeks, Adler, Cook, Kitzman, Postier; Absent: _, Bach, Wright. The call'for the Special Meeting was read; said meeting being called for the purpose of revising Section 7 of the Building Code and appointing certain Committees, and any other business that the said Common. Council might deem proper. An Ordinance to amend an Ordinance entitled, " An Ordinance establishing fire limits and providing for all matters, regulating; the construction, alteration, maintenance, ddmolit.ion and removal of buildings and other structures erected or to be erected within the City of Rochester, " was given its third and final readingo r.fetion by Adler second by Cook that the said Ordinance be adopted as read, lost by all voting "Nay". Alderman Adler introduced an Ordinance to amend ani Ordinance entitled, " An Ordinance establishing fire limits and providing for all matters regulating the -construction, maintenance, alteration, demolition and removal of buildingrs and other --structures erected or to be erected within the City of Rochester," which was given its first reading. Motion by Adler second by Cook carried that the rules be suspended and that the said Ordinance be given its second reading, at- which it was given its second reading accordingly. ti Votion by Codk second. by _Adler carried that the rules be suspended and the said Ordinance be given its third and final r.eadin,-. and it was given its third and' final reading accordingly. Upon motion by Kitzman second by Adler, that the said Ordinance be adopt-i ed as read, and all. voting in favor thereof, President Weeks declared the said Ordi- nGunce duly passed ! and adopted. Motion by Adler second .by Cook carried that the Chair appoint a Com- InIttee to meet with a Citizen's Committee to frame a new Building Code, and President Meeks accordingly, for that purpose, appointed Wm. E. Cudmore, Fire Chief, in addition to Aldermen Cook, Postier and Wright previously appointed, together with the follo'w- ing persons as a Citizen's Committee: I Herbert G. Knopp, Insurance, J. MeG. Hadley/went Tnto detail 6 428 j relative to it, at which on motion by Adler second by Cook, the same was ,I placed on file: " Sept. 14th, 1925. ; Hon. Mayor and Common Council, City of Rochester, Minn. Gentlemen: Replying to the communication.from Mr. Wright, the City Clerk, dated Sept. 5th, in reference to the installation of addition- al street lights on First Ave. from the C. & N. 11V. tracks to Center St., and on Second Ave. from Center St. to Fourth St. S.W., and on Center St. from Broadway to Second Ave. I would advise as fo].lows:- For several months past the high cost of maintenance of the ball lobes on the resent posts,:the the large loss of light in the g P P , g glass, and the comparatively poor efficiency of the lamps used has + been a matter of study by the Public utility Board. It is apparent that a globe which hangs down will be sub- ject to breakage by the wind and by sudden jars to a greater extent than one which stands up like the top ball globe on our present posts i - With nearly 30 d of the light lost due to misdirrection .and to passing through the glass there is room for improvement. It has appeared that in any new work the City should take advantage of the improvements in lighting equipment which %ave been made during the past few year$, but that in so doing should also look forward -to see that the new lamps can be made to harmonize pith the present equipment, or that the present equipment can be modified at a reasonable cost to harmonize with the new installation. This pro- blem has been worked out in the experimental installations which are now in place on Second Ave. S.W. in the Post Office Block, where var- ious combinations of units are being tested out. . For the streets mentioned in your request for an estimate we would recommend three posts on each side in each block, the cost j being•- 60 single 400 watt posts with 16 ft. mounting height; - $ 70.00 ea. i complete in place - - - - - - - - - - - - - - $49200.00 I 79,300 ft. of wire and cable installed, at .45 per ft. 39 285.00 Tot al $7, 485.00 If installation is to be made this fall no time can be waned therefore the Board are advertising for bids to be opened Sept. 28th. Hadley, „ ji Electric Depti j r Alderman Cook informed the Council that the bridge on Thirteenth Avenue and Sixth Street Southeast, is in poor condition, and is in need of repairs immediately, at which motion by Cook second by Ad.].er carried that the City Engineer be instructed to repair, the said bridge at an estimated cost of $150.00. , The application of Taylor Cut shall for a dance permit to hold, give and conduct a public dance in the 4400dman Hall, on September 19th, 1925, was read... . Alderman Postier introduced a resolution granting permit to Taylor 429� Cutshall to hold, give and conduct a public dance in the Woodman Hall, on September �j 19th, 1925, and fixing the fee at the sum of5.00, Which was read. Upon motion by Postier second by Cook that the said resolution be adopted as read, and all voting in favor thereof, President Weeks declared the sAid resolu- pion duly passed and adapted. A petition that First Avenue Southwest from Second Street Southwest to Third Street Southwest be widened and" paved to the width of Sixty (60), feet being Thirty (30) feet on each side of the center line and that a concrete curb be con- structed on each tide of the said street signed by R. L. Tollefson Estate, by henry L. Tollefson, T. R. Lawler, if. C. Lawler, Jno. J. Cassiday, Rochester Commkrcial A-ss'n. , by S. M. Knapp, Secy., and the Kahler Corporation, was read, and motion by Postier second by Cool; carried that said petition be filed. A communication from the Olmsted County Oil Company applying for y g permi ssi to install and erect a gasoline pump and tank in front of the building known as No. 13-15 Second Street Southeast, formerly known as the Arnold &'Burton Building, was read, and on motion by Adler second by Kitzman carried that the same be rbferred to the Street and Alley Committee. Motion by Postier second by Cook carried that the Ctty Attorney be in- structed to inform the Chicago Great Western R. R. Company to repair their crossings in accordance with their ordinances. Motion by Cook second by Adler carried that the City Attorney be instruct- ed to see Air. Boyle of the Chicago & Northwestern Railway Company to get similar action relative to their crossings.
