milk ordinance v�ith special reference to the mode of obtaining tiheraopgfor the milk

cal- analysis. and ziot' by depending so much Qn thip conditions surrounding its pr.o6uc-

Dr. Ar. chibaia of the State Board of Health made a statement that as the
bacteria]. count in the chemical analysis is not entirely dependable for making the
rating, of milk produced or distributed, P'ealth Officers now recognize and are !

influenced by the possibility of a contamination, from insanitary surrounding
that cannot be exr)osed by bacteriological tests, with consequent reference in the
mo'r-e recent milk ordinances,
Dr. D. C. Lochead, Deputy Kealth Officer, Dr. Chas. TT. 1,tayo, and Mrs.
C. E. Gates, Milk Trispector, explained the contested provisions of the milk ordinance;
Dr. ?.tayo recommending that a committee of about fifteen members composed. of five
-epreeentative milk consumers, five milk producers and distributors and five City

Officials, be selected for the purpose of a conference with the Health Officer,
there to prepare amendments that ma be agr
eeable {,reeabl.e to all concerned, and. thus have
the amendment provisions in concrete form for Common Council consideration, which
was agreed to by the City Attorney as being the logical way to get the adjustments �
up for. Council action, at which by general understanding it was conceded that the
matter be handled in that manner.
This being the time and place for the opening of proposals for the
purchase of `Wi,000.00 City of Rochester, Minnesota, 449 Sewage Disposal Plant Bond

Plent Bonds, dated September 1st, 1924, which were at this meeting; offered for
sale, being 1075,000.00 for the principal of the said bonds, $2647.50 as pre-
mium on the said bonds, and O296.87 as accrued. interest from December 1st, 1925.,
is deemed to be the most fabrorable proposal for the said bonds, and

That the said bonds are hereby awarded and. sold to the Sinking Fund
Commission of Rochester., ?Jinnesota, and that the same be delivered to the §aid
Sinking -Rind Commission upon its paying, into the City Treasury of the amount

On motion by Kitzman second by Wright that the said resolution be
adopted as read, and all voting in favor thereof, President Weeks declared the
said resolution duly passed and adopted.
On motion by Bach second by Adler the certified checks of the un-
successful bid.d.ers on the above described bonds, which accompanied the above
mentioned bids were ordered returned. to them.

The City Clerk requested that record be made to the effect that he
had sent a, proposal notice of the above mentioned sale to each of the _local

banks, and motion by Postier second by Wright carried. that record be made
accordingly.

The City Clerk requested that record be made of the fact t1lat he had
furnished C. F. Dabelstein, President of the Olmsted County Bank and Trust
Company, with a copy of the' .resolution passed and adopted by this Common Council
on December llth, 1925, wherein his bank was designated as a City Depository
for an additional $200000.00, and on motion by Bach second by Adler the City
Clerk was instructed. to make record accordingly.

installed at the intersectidn of Flourth Avenue and Center &Street West, was read, and

installation be made accordingly.

of the Common . Council ac3 maybe able to attend were authorized to attend the Conven-
tion and Road'Show of the American Road Builders' Association at Chicago, Tllinois,

the qualifications of a voter, and the legislature may not deprive a voter of
his .right to cast his ballot4 However, the courts have uniformly upheld as
valid reasonable registration 1�Wse These are enacted to prese-rve the purity

President Weeks announced that this c,ras the time and place fixed for.:the
levyinn of special assessments for - the construction of a sanitary sewer in Sixth
Street Northwest'commencing at a point opposite the center. of Lot 18 in Black 2 in
Conley's Addition, and running Northwesterly in Sixth Street No.rthavest to a point
in the center of Sixth Street Northwest 191.25 feet East of the East line of
Eleventh Avenue Northwest,. thence West along the center line of Sixth Street North-
west to a point 45 feet East of the East line of Eleventh Avenue Northwest, and ask-
ed if there was any person present who wished to be heard relative to the said
