To the Hon Mayor and Common Councii City ;f Rochester, Minnesota-, Gentlemen: Relative to the acquirement by the City of the Henry Kiester property in accordance with condemnation proceedinp ,s: the Public Utility Board has had considerable discussion relative to the buildings thereon and has asked me to transmit to you the fact that they will have no use for the buildings now on the property. TO GOVERNING BODIES OF CITIES AND VILLAGES: Gentlemen: .A'considerable number of cities and villages are considering " the install&- tion of traffic �ontrol devices such as "Stop" and "Go" signals, "Slow signs and "stop" signs, on streets over which trunk highways are roi.�ted, and on streets �eadinfy into trunk highways* As you are probably aware the recent decision of.the Supreme Court of this State in the case of the Automatic Sip ,mal Advertising Company vs Babcock, holds that the commissioner of Highways has the regulation and general supervision of the State Trunk Highways as well within as without the limits of the cities and villages thru which they extend, This necessitates more clearly defined regulations covering the placing, of such devices, A -study of this problem is well under way and I hope to have these regulations in a very definite form In the near future, Until the regulations are issued which will define the manner in which sucl devices may be installed, each proposed installation should be taken up with this office before proceedinge, The larger cities have found and are finding it necessary to change their installations of this kind very frequently, and it is evident that what constitutes the best practise has not as yet been definitely determined, Naturally conditions vary; this calls for different methods of handling, and I feel that for the present, at least, no inst�llation should be made except after a direct study and possibly a detailed analysis of the traffic in each casei- In a number of case8 which have come to our attention, it has been evident that a "Stop" and "Go" installktibn was not as yet necessary, and that a simpler in- stallation would handle the situations 1116 In view of the fact that the installation of "Stop" and "Go" signals is expensive, this office will not at theLLpresent time approve the installa- tion of any such c�.ontrol'device during the present year, as it is felt thiit mcre time is needed to study traffic conditions in our cities and villages - It is ' self evident that installations in the center of intersections can only be permitted where the clear widths between the curbs of the inter- secting streets is" ample, Particularly is this true where left turns are permitted at the intersection, In many cases we find that the traffic control problem is very much complicated by the local parking,repmlations or pract I ise, and it is apparent that frequently it will be necessary to -change the practise in this regard before the State Trunk Highway Traffic can be adequately handItedi Yours very truly, DFI?ARTMENT 07 HIGHWAYS � C. Highway Dept.1, Rochester, Minnesota, Dear Sir: In connection with our discussions of prospective rules for governiAg of trAffic and parking of vehicles on trunk line highways I beg to call your attention to several items which I believe are worthy of consideration, First.* Our city is now widening 2nd St. S.W. from . lSt Ave4 to 3rd Ave. S.W. from a width of 40 ft. to a width of 70 ft. We are also widening lst Ave, S.W. from 2nd St. S.W. to 4th-St. S.W. from 40 ft, to 60 ft. The present width of 40 ft. is more than double the amount of roddway required to accomodate the needs of traffic,, the remaining width is for parking of vehicles. Rochester is especially situated in the matter of automobile traffic for the reason that very many of our Clinic patients travel from a great distance by automobile and parking space must be provided, Second; It would appear that the matter of parking of cars inside Of City limits should be a matter to be governed by the City and that the Juriddiction of the State be limited to the width of street which is required for moving vehicles and which the State constructs and maintains, I have discussed this phase of the matter with several well informed citizens and have arrived at the conclusion th�t any move the State might make to remove parking from streets that have been constructed or widened with the exprens intent to provide park- ing space will call forth severe censure*- 4 It should be borne in mind that in out city the paved streets are paid for by the owners of the abutting property and not by gener- al taxation, and any move to.restrict the rights of the local citizen in the, conduct of their business is open argument. (See Boston Tea Party), I Third: Should the State Department move to operate over the entire width of City streets as now improved they should'. I believe, secure proper ti.tle to the same and reimburse the Cities and Villages to the amount and value of the improvements provided:by,the Cities and Villa%es, and assume the cost of maintenance of sich streets and u gvenue,rs as are to be taken over by the State Department& Sincerely, rHA:MB C. Alderman Adler introduced a resolution fixing August 16th, 1926, at 7:30 o'clock P.M., as the time for a public hearing on the proposed4construc- tion of a. sanitary sewer in Seventh Street Northwest a-mimencing at the center of the intersection of Seventh Street Northwest end Sixth Avenue Northwest and running Northwesterly along the center line of Seventh Street Northwest to a point 792 feet East of the East line of Eleventh Avenue Northwest, which was read. Upon motion by Schroeder second by Hicks thai the said resolution be adopted as read, and all voting in favor thereof, President Weeks declared the said resolution duly passed and adopted4.
