In furtherance,of our conversation relative to your request
for approval o-� the installa : tion of the "Stop" and"Go" signals at the inter-
sections of First Avenue -So Wo, and Sec9nd St- S.W., and also at the inter-

We do not feel that we can give our consent to "Stop" and "Go"
installations as from our study of the situation in Rochester we are -convinced
that it would not help improve the situation in any manner.
t We agree with the traffic engineer of Chicago in his statement
that a "Stop" and "Go" installation should only be,considered when it woILld
actually speed up traffic and help keep the intersection clear* In the case
of Rochester the effect would be the opposite and the tendency would be to
create congest -ion at these * intersections, and the attention of th� drivers
would be centered on the installations., whereas it should actually be centered
on other traffic and pedestrian traffic on the streets. It is self evident
that if a driver's attention is taken up by some mechanical contrivance that
the pedestrian and others using the street with him would be thereby endangered.
"Slow" signals in place of Stop and Go signals w;uld not be
quite as objectionable, but,any installation in the center of the intersection
is actually objectionable, and our experience ' is that traffic knobs of some
kind installed in the throats of streets approaching the intersection.'are
more effective than any other possible installation in the center.of the inter-
section.
There are of course, times when you have the rush of traffic and
when this occurs the only logical way to handle the situation is by manually
controlled devices,,. As a matter of fact it is at rush tJmes like this that
tha automatic devices bread -down entirely as far As their usefullness is con-
cerned.
We will offer no objection to installation of "Slow" signals
proposed to be installed in the center of 2nd St's S.W, in line with the west lili,
of 12th Ave, S,W.., and another one in the center of Second St.'S.W. about 100
feet West of the west line of llth Ave. S.W,,,., 2nd Street S,W. being traversed
by T.H. No. 7. On account of the situati.on.in the vicinity of St, Maryls Hos-
pital., we feel that these installations will undoubtedly prove usefull in the
proposed position.

lexcavations on the property of Otto i. Riess on Second Avenue Southeast, and on the
property of S. 0. Sanderson on Secuad Street Southwest were referred to the City
Attorney for his elimination of the menace caused by these open and unprotected
cellars
