Upon notion by Rbmm6l, second by Miller, the minutes of the meeting
held on August lat. 1927, were approved.
'President Weeks announced that this was;the time and place fixed for
a hearing on the petition for the vacation of Eighth Street Southwest, between
the West line of Tenth Avenue Southwest and the West line of Head & McMahon's
Addition, and asked if there was
any person present who wished to be heard
relative to the said vacation.

Upon motion'by Adler, second by Miller, the City Clerk was instructed
to draft a resolution piling a valuation of $7640 per front foot for the
frontage of the above described Eighth Street Southwest, on Tenth Avenue
Southwest,
President Weeks announced that this was the time and place fixed
for a hearing on the levying & special aseesaments for the construction of
sanitary sewer and the laying of a water main in Second Street Northwest,
on the center of Twelfth Avenue Northwest to the center of Thirteenth
enue Northwest, and asked if there was any person present who wished to
e heard in any matter concerning the said sanitary sewer and water main.

President Weeks announced that this,was the time and place fixed for a
hearing on the construction"of a sanitary sewer commencing at the center of the
Intersection of Seoond'Street Southeast said ftelfth Avenue Southeast, if extended,
and running thence North.on.a line with.the center line of Twelfth Avenue Southeast
to a, point. 135 feet South or the:;.Sonth :line! o! Center. -Street .East, and asked if there
was any person present who wished to b e- heard concerning the said sanitary sever.
There was no person present who wished to be he concerning the said
sanitary sewer.
Pursuant to request that,the Tri-State Telephone & Telegraph Company
move their poles on First Street between Sixth Avenue Southwest and Eleventh Avenue
Southwest,out to the curb line, Henry.Brook, District Commercial Manager, was before
the Common Council and informed them that their wishes -would be complied with and
stated that that part Of the pole line between Sixth Avenue and Seventh Avenu o
would be placed under ground, as would the balance of it if it were possible for them
to secure right-of-"y for underground construction, and on motion by Adler, second
by Rommel, the Lighting Committee wae,instruoted to,00nfer with Mr. Dagget, District
Plant Chielthe Telephone Company, upon: fuarther. questions that• may coaa�e up con-

W. P. MoCreight,of the Davey,Tree Expert Company, pf Kent,Ohlo, asked
that his company be retained for supervision, etc,, of the trimming, eta,, of tress
in the boulevards of this City, and elucidated upon what could be done with an
expenditure of $10000,002, but no .action was taken on his. offer.
Alderman Hicks camae in at thds time and took his Chair. -
James H. Starkey asked that the property owned by the Rochester Krtifloial
Ice Company abutting the Southeast corner of the intersection ,.Of'- Second Avenue
Southwest and Sixth Street Southwest, be -purchased by the City of Rochester, Minne-
sots, as the same is included in the pr aposed Memorial Drive for Soldier's Field
and said that the owners of the property avill,ablde by arbitration for the fixing of
the value, at which the members of the Common Council infozmally agreed boat Wa, A.
Atsgerald shall represent the City of Rochester, Minnesota, as one of the arbitrators
for the fixing of the value of this prop Erty, it being distinctly understood that
the result of this arbitration. would in no way bind the City of Rochester, Minneso ta,
Plans for proposedrunderUround and aerial extensions and improvements to
be made by the Tri-State Telephone & Telegraph Company ,were. laid before the Comton
Council, and upon motion by Adler, second by Rommel, the said proposed improvements
were approved; the .said plans being four (4) sheets numbered as plates 1, 29 3 and
4, for estimate No.2098 of the 1927 project No. 77,
A petition asking that a sanitary.:sewer be constructed and that a water

Street Southeast, was read, and upon notionby Adler, seoond by Schroeder,
the.same was referred to the Server Committe4 and the Water Committee.
A Mr. Balcom made oomplaint that a chicken ootap is being maintained
in the alley between Eighth Place Northwest'and Ninth Avenue Northwest North
Of Second Street Northwest, and on motion by Schroeder, second by Adler, the
City Attorney was instructed to order that the owners shall remove this
chicken coop within thirty (30)-days,
The application of Paul Mross for public denoespermit at 115-117

Thisbeing the time and place.fixed-for the opening of bids for the
construction or a sanitary seater. in Twelfth Avenue Southeast, as above

Schroeder, second by Hioks, the same were referred to the Cit, Engineer for

Alderman M1118rsintroduced s resolution granting,publio dance permit
to Paul Mross for public dances at 115-117 Center Street East on August 18th,
20th, 24th and 27th, 19270 and fixing the fee at the sum of $20,00, which
was read.
Upon motion by Adler, second by Miller, that the -said resolution
be adopted as read, and all voting in favor thereof except Alderman Rommel,
who voted "Nay" -President Weeks declared the said resolution duly passed
and adopted.
Alderman Adler introduced the following resolution, which was reads
"WHEREAS) H. -0 'Bnmpus,, fr.--and Helen-Bumpus, have made petition
to this Common Council for the vacation of that part of.Eighth Street South-
west, which lies between Tenth Avenue Southwest and the,'llest line of Head
& MoMahon's Addition; and
WHExEASO PuRsuant to Section 212=of the Charter of said City, the
value of the said premises petitioned to be vacated, is.determined to be
$5626900;
80 THEREFORE, Be it'resolved by the Common Councl of the City
of Rochester, Minnesota:

Alderman Schroeder introduced a resolution *ooaliting the bid of Wm. C.

said contractor at. the ,sum of . $656 00, which was read,

Alderman Schroeder introduced a resolution levying special assessment
for the construotion of a sanitary sewer and -the laying of a water,main in
Second Street Northwest, between the.Center of Twelfth Avenue Northwest and
the center of Thirteenth Avenue Northwest, which was read.
Upon motion by Rommel, asoond by Adler, that the said resolution
be adopted'as read, and all voting in favor 'thereof, President Weeks declared
the said resolution duly passed and adopted;
The report of the City Weigbmaster for the month of July, 19279 show-
ing weighing fees toll doted in the amount of $1400,was read, and President
Weeks referred the same to the ,Finance Committee.
The report of the .City=Engineer for the montn.of July, 19279 showing
expenditures from the General Fund In thebor amount of $44360, from -the street
and Alley Pund $2036#74, from the Sewer ,Fund $85,;80 and ,from the Permanent
Improvement Revolving Fund .128.00,.was read; and President Weeks ordered that

A petition -asking that Eighth Street Southwest, from Fifth Avenue Southwest
to -Sixth Avenue Southwest,be opened *or public travel, and graded to an established
grade,`was read, and on motion by'Adler, second -by Hicks, the said petition was
referred to the -Street and Alley 'Committee.
The appointment by the Mayor of W; V.-Churchill, Dr. A. F. Kilbourne, and
T. J. Dansingburg, as directors of the Library Soard, for the term ending on the'
,third. Saturday in July, 1930, was -read, and'on motion by Romciel, second by Hicks,. the

Since our 1 etter of July 22nd there appears
to be a demand for changing the routing of the Trunk Highways
on Broadway, We'are going into the matter of rerouting the
trunk highways in Rochester at the present time, but it will
take at least a yearsto work out anything which will prove
satisfactory and,provide the necessary improvements;

In the' meantime It appears to be most feas-
ible to remain as wo�are, by improving the parking situation.
If you were to eliminate the venter parking and substitute
diagonal parking st the curb, you could accomodate nearly
as many parked cars as now and would greatly facilitate traffic,
and at the same time decrease the .danger of accidents.

construction of an'underground conduit system running from tlhird Street

19279 to August 119, 1927, inclusive, and the sum of $70.92 wps appropriated from
the Street and Alley Fund and it was•ordered that the same be paid to Fred S. Brown
for compensation For injury from July 3rd, 1927 to Au&st 13th, 19270 inclusive.
The following estimates prepared,by the City Engineer, were read, and
President Weeks ordered that the same be placed on files
