HomeMy WebLinkAbout09-28-1927Minutes of an adjourned regular meeting of the Common Council of the'City of Rochester, Minnesota, held in the Council Chambers, in tbe.City. Hall, in said City, on September 28th, 1927, at 7:30:o1clock P.M. Meeting called to order by President Weeks, Roll C&11. Present: Weeks, Adler, Erickson, Hicks, Miller, Rommel, Schroeder. Absent: None. On motion by Schroeder, second by Adler, the minutes of the meeting held on September 6th, 1927, were approved. President, Weeks announced 'that this was the time and place fixed i'. for a hearing on the construotion of a sanitary sewer and the laying of a water main in parts of Tenth `Street Southeast'and Sixth Avenue Southeast, and asked i r there was any person present who wished to be heard relative to the said improvements. There was no person present who wished to be heard relative to the proposed sanitary sewer and water main. President Weeks announced that this was the time and place fixed for a hearing on the construction of a sanitary sewer in part of Sixth Avenue Southeast and asked if there was any person present who wished to be heard relative t:; the said improvement . 11,ere was no person present who wished to be heard relative to the said sanitary sewer. II) President Weeks announoed that this was the time and place fixed for a hearing on the grading of a part of fourteenth Avenue Northeast and asked if there Vas azw person present who wished to be heard in regard to the said improvement. There was no person present who wished to beheard relative to the said grading. A petition asking that a sanitary sewer be.constructed in and that a water main be laid in Seventh_ Avenue Southeast between Ninth Street South- east and Twelfth Street Southeast, was read, and upon motion by Schroeder, second by Erickson, the said petition was referred to the Sewer and Water Committees; the said petition carrying provision that the water main costs ;.: are to be refunded by the Public Utility Department as soon as service use is commenced. Mrs. Warren E. Lampman opposed the construction of a sidewalk along the South side of the Maria A. Manley property on Seventh Street Northwest, and on motion by Adler, second by Schroeder, the construction of a sidewalk along the said. property _during 1927 was abandoned'44=ept that the property concerned shall be billed for the costs of the g already placed, ..� ..'f 1 - "F3 3 k'. The City Clerk submitted Library Board Vouchers No. 143 and-144, dated September 6th, 1927, and drawn payable to Arthur E. Walter q�1858.00 and G, T. Walter $360:00; respectively, and said that as these vouchers were for payment of services engaged in contravention to local Charter provisions, they were placed before the Common Council for their instructions that he countersign them, otherwise his signa- ture would be withheld, the said vouchers being been drawn bnd signed by W. W. Church ill President of the Library Board and Mrs. W. F. Braaso h, as Financial Secretary of the Board for the reoasing of books, and on motion by Schroeder, second by Adler, the City Clerk was instructed to request of the Library Board a full explanation as to. why the Charter provisions `relative to the letting of contracts was not followed in this case, which explanation `shall be before the Sest meeting of this Common Council which is to be held at 2:00 O'olook P.M,, on October 3rd,`19270 The application of the Yellow Cab Company for transfer of taxicab licenses !lumbers 29, 25, 12 and'10 from five passenger Yeilow cabs to Cadillac Seven passenge: autdebbiles,. was. -rend, and on motion by Adler, second' by Erickson, the transfer was' granted, 6 0' The application of'the Yellow Cab: Corporation of Minnesota for transfer of their taxicab licenses covering -,three Hartz Sedand"operating under State licenses B-125171, B-125178, B-126179,:to three Safety�Cabs covered by,State- of Minnesota licenses B-191661, B-191652, B-192507, was read, and no action was taken thereon, even though the recommendation'of'the fl,icense Committed accompanied the application, except that -a motion by.Adler,that this transfer be granted, received no second,. A quit claim deed given by Fred Alton& and Ole Sanderson as trustees of the estate of MaggIe Alaeth,deceased,conveying.:their interest to the City of Rochester, Minnesota, in lands for part of Sixth Street Southwest, Fourteenth Avenue Southwest and Fifteenth Avenue Southwest, was laid before the Common Council, and upon motion by Erickson, second by Rommel, the said quit claim deed was acoepted, and it was ordered.that the same be placed on record, An motion by Schroeder, second by Adler,'the potion that.a.sanitary sewer be constructed in Fifteenth Avenue Southwest between Fifth Street Southwest and Sixth Street Southwest,.was granted. Upon motion by Rommel,.second by Erickson, the petition that a water main be laid in Fifteenth Avenue.Southwest, between Fifth Street South- west and Sixth Street Southwest, was granted, Upon motion by Adler, second by Hicks, the City Clerk was instructed to draw proceedings for the resurfacing with paving brick of the paving base on Fourth Street Southeast between.the bridge over the Zumbro river and Third Avenue Southeast, the said proceedings to carry provision that this Improvement shall be paid from funds realized from general taxation, The City Clerk reported that no bids had been received for the grading of a part of Fourteenth Avenue Northeast. " Alderman Adler introduced a resolution determining to adhere to all of the provisions of former resolutions passed and adopted in the proceedings for the construction of a sanitary sewer in Sixth Avenue I Southeast from the center of the intersection of Ninth Street Southeast to a point sixty (60) feet South of the North line of the Southwest d Section ,Township 108, North of Range 14 West, which was read. Upon motion by Adler, second by Erickson, the City Clerk was instruc- ted to *pill Saint Mary' a Hospital and the Rochester State Hospital for their share in the operation costs of the local Sewage Disposal Plant during the per d October 1st, 1926,to September 30th,19270 Upon motion by Adler, second by Hicks, the City Clerk was instructed to request of the heads of departments that on or before October 10th,1927, they file with this Common Council a statement of their budget requests for the operation of,their departments during the period June 1, 1928,to May 31, 1929. Upon motion by Hicks, second by Rommel, the sum of $65.76 was . appropriated from the General Fund and it was ordered that the same be paid to D. L. Williams, Postmaster, for 2000 two cent stamped envelopes and $10.00 stamps for: use of City Clerk, Upon motion by Hicks, second by Erickson, the sum of $120.00 was appropriated from theGeneral Fund and it was ordered that the same be paid to Mrs.Catflerine PrUnghaas compensation for the death of :Mr. Christopher Fritsch during the period August .12th, 19270 to September 22nd, 1927, and the sum of $70.92 was appropriated from the Street and filley Fund and it was ordered that the same be paid to Fred S.
