Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said
City at 10:00 o'clock A.M. on October 24th,1927.
Meeting called to order by President Weeks.
Roll Call. Present: Weeks, Adler, Erickson, Miller, Rommel, Schroeder.
Absent: Hicks.

The Common Council considered items and amounts to be included in the
1927 tax levy, during which Alderman Hicks came yin antd took his Chair.
At 12:00 o'.clock noon on this date, upon motion by Hicks, second by
Erickson, Council took recess to 1:30 o'clock P.M., October 24th,1927.
At 1:30 o'clock P.M., October 24th,1927, pursuant to recess taken, Council
again convened and were called to.order by President Weeks,
Roll Call: Present: Weeks, Adler, Erickson, Hicks, Miller, Rommel,
Schroeder. Absent: Atone.
The Common Council attain took up the consideration of the items and
amounts to be included in the 1927 tax levy,
In connection with the 1927 tax.levy for the Sewer Fund, a motion by
Adler, second by, Rommel, carried that the sum of $30.84 be transferred from the
budget division for the First Avenue Northeast relief line sanitary sewer to the
budget division for the Thirteenth Street Northeast sanitary sewer eutover, and that
the sum of $29.98 be transferred from the budget division for the First Avenue North-
east relief line sanitary sewer to the budget division for the State Hospital Outldt
sanitary sewer, and in connection with the 1927 tax levy for the Street and Alley
Fund, that the sum of $171,31 be transferrred from the budget division for the purchase
of an Oil distributor to the budget division for the (Jeneral Maintenance of Btreets
and Alleys, and that the sum of $15.35 be transferred from the budget division for
the General Maintenance of Streets and Alleys, to the budget division for the Purehas
of a � Ton Truck and its Operation.
In connectIon with the 1927 tax levy for the Lighting Fund, a motion by
R orimel, second by Adler, carried that the sum of $80,18 be transferred from.the
budget division for the Lighting of the Sewage Disposal Plant to the budget division
for the ffiiseellaneous Lighting of Public Grounds and Buildings.
Upon motion by Adler, second by Erickson, the City Clerk was instr$cted
to prepare proceedings for the sale of one $1,000,00 Sewage Disposal Plant Bond.
At 6:00 o'clock P.M. on this date, upon motion by Adler, second by Miller,
Council adjourned to 7:30 o'clock P.M., October 24th,1927.

Minutes of an adjourned regular meeting of the*Common Council of

Meeting called to order by President Weeks.
Roll Call: Present: :Weeks, ,Adler, Erickson, Miller, Rommel,
Schroeder. Absent: Hicks.
Upon motion by Adler, second by Rommel, the minutes of the meeting
held on September 28th,1927, were approved.
President Weeks announced that this was the time and place fi$ed
for a -hearing on the levying of special assessments for the repair :of side-
walks, and the City Clerk reported that there had been no written objections
filed against the. charges for the repair of sidewalks.
President Weeks announced that this was the time and place fixed
for a hearing on the following described sanitary .sewers and asked if there
was any person present who wished to be heard relative to either or any of
them: The construction of a sanitary sewer c, encing at a point in the
center of Tenth Street Northeast, 48 feet West of the West line of Second
Avenue Northeast and running Southeasterly to .a point 10 feet East of tthe
7-;ortheast corner of Lot 1 in Block 40 in Northern Addition and thence South
65 feet parallel with said West line of Second Avenue Northeast and there
ending; and the construction of a sanitary sewer in Third Avenue Southeast,
commencin`1gliat the center of the intersection 'of Tenth Street Southeast and
Third Avenue Southeast and running thence Southeasterly 35 feet to a point
13 feet Pest of the East line of Third Avenue Southeast and 10 feet North
of the South line of Tenth Street Southeast, and running thence Southerly
along a line 13 feet West of the East line of Third Avenue Southeast to the
intersection with the center line of Fourteenth Street Southeast.
There was no person present who wished to be heard conoerninp either
of ffihg •cove -des6flbed improvements.
Alderman Hicks came in at this time and took his Chair.
This being the time and place fixed for the opening of bids for the
construction of the above described sanitary sewers, the followinS proposals
for the construction of the above described sanitary sewers in parts of Tenth
Street Northeast, and Second Avenue Northeast, were opened and read, and upon
motion by Adler, second by Rommel, the same were referred to the Chairman of
the Sewer Committee for his tabulation and recommendation. -

Alderman Adler introduced the following resolution, which was read:
"Be it resolved 'by bhe Common Council of the City of Rochester, MinnesotLa:
That said Common Council does hereby assent to and approve the levy of
taxes to the amount of Three hundred fifty-eight thouse.nd nine hundred fifty-five
d ollars'and'18/100 dollars (0358,955,18) for general school purposes, made by the
Board of Education of School District No,89 in said City, on the 4th day of October,
1927, ori- the taxable property `in said School District No, 8. "
Upon motion by Erickson, second by Adler, that the said resolution be
adopted as read, and all f voting in favor thereof, President Weeks declared the said

Alderman Adler introduced the following resolution, which was read:
"YMREAS, there has aeoumulated a surplus in the budget division of the
General Fund for the purchasing of supplies for the Custodian of the City Hall,
office supplies, laundry, additional equipment, etc., and
WHEREAS, it is deemed advisable that the sum of $15,000,00 be transferred
within the General Fund of said City and `spread from the said budget division as a
credit to the following budget divisions in the amounts specified, and

City which is a revolving fund through which the sprinkling costs, disbursement s and

Alderman Erickson introduced a resolution determin to adhere to all
of the provisions of fonder resolutions passed ;.nd adopted in the proceedings for
the construction of s-!,nitary sewers in parts of Tenth Street Northeast and Second
Avenue Northeast ,:nd -in Third Ave-nue Southeast, which was read.
Upon motion by Erickson, second by Rommel, that Tibe said resolution be
adopted as read, and all voting in favor thereof, President Weeks declared the
said resolution duly passed and adopted.
Alderman Schroeder introduced a resolution levying special assessments
for the oost' of ,sidewalk: repairs, which was read.
Upon motion by Adler, second by Erickson, that the said resolution be
adopted as read, and all voting in ff.vor thereof, President Weeks declared the said
resolution duly .;.)assed and adopted.

Alderman Rommel introduced a resolution 'levyin? special assess -
merits for the construction of sidewalks during the year,-"927, which was
read.
Upon motion by Rommel, second by Schroeder, that the 'said 'resolution
be adopted as read, and all voting in favor thereof, President Weeks declared
the said resolution duly passed and adopted.
The application of Bemels Auto Wrecking Company for a Junk Dealer's
license was read, and upon motion by Adler, second by Rommel, the same was,
referred to the License Coranittee; the said application being not accompanied
bythe required bond.
The application of the Rochester.Amusement Company for a motion
picture license at the Chateau Dodge M3eater, for the period commencing
October 26th,1927, and ending on the First Monday in May, 1928, was read,
and upon Motion by Hicks, second box Adler,.lieense was granted,
The application of Company C. 205th Infantry, MInnesota National
Guard:, to conduct a roller skating rink in the local National Guard Armory
for 30 days commencing Novembcr.6th,1927, was read, and upon motion by Adler,
second by Schroeder, license was granted at afee of 25.00 for the period
mentioned.
The appointment b3,r the Mayor of the followin^; named persons as
Special Policemen on the grounds of the Schools mentioneld, they to serve
without pay and to hold office until the second Mond&y'-in'April,1928, unless
sooner removed, was read, and President Weeks ordered --the same placed on
file: Wayne Alberts at the Central School, Scott Jenkins at the Central
School, Julius Haug at the Edison School.
The following copiy2 of resoluticas passed and adopted by the Public
Utility Board, requesting authority for increase of contract, was read, and
President Weeks ordered the same p)laced-'on "file:
"Be it and i T is hereby :resolved-by'the Public Utility Board of the
City of Rochester, Minnesota, tha.t,,_the LHon.. Commo_ n Council be and is hereby
requested to authorize the said Board to increase the contract with the L A.
Kepp Electric, Company . of the City for the, -purpose of continuing. the under-
ground construction on Fourth Street from the East Alley to the West Alley on
the same unite price basis as the original'"contract was lent, which contract
reads as. follows -
" Any or all of the following quantities, in any or all of . the items,
may be increased or decreased within'a limit of twenty-five (25) per cent
if it is so desired -,by the City Electric Light Depar#ment." ..
This increase will'amount to $21,715 01 plus the -amount of the
contract price of. ?�11,983,22, making a total of.:$14,698,73 which allows
enough to cover the increased cost due to obstructions. "

To the Honorable Council of the City of Rochester;
Petitions come in to this office from time to time asking
for the extension of City Delivery Service, and in. a ,great many times we
cannot extend the service for lake of meeting certain regulations that
have been •laid down.by the Post Office Department and for your information
will explain below,some,of'those regulations that are compulsory and that
cannot be changed by the postmaster who has'no jurisdiction beer same;
See. 137--City delivery limits must not be extended by postmasters without
s ,ecific authority from the department. Such authority will be given only
when the territory to which At is proposed to extend service is provided
with good continuous sidewalks,eross walks,street lights,and street signs,
and when the houses are numbered and provided with mail receptacles or
slots in the dooms for the receipt of mail. Service will not be extended
tn.,.any block in which less .than 50<6 of the building lots are improved and houses
occupied. When two or ' moret;building lots constitute the grounds of one
residence the plot may be regarded as improved. It is preferable that
the new territory be contiguous,but this is not an absolute requirement.
You will readily see vkhat the requirements are and what we must ex-
pect before we can extend city delivery and you will also note that there
are some places where they want this delivery that we cannot give for lahk of
cross streets such as in the north east part of town, and which we would
give providing there was a cross street at 13th.Avenue and • side walk in.

addressed to Mayor Brown asking for a delegate to the National Air Ports
Association conference at -Chicago, Illinois, December 12th to 15th, 1927,

was referred to the Public Grounds Committee,fnn-their consideration.
Estimate prepared by Chas. H. Armstrong, City'Engineer, in favor
of Wm. C. Fraser g Son, showing $471.81 as being due the said contractors
for the, construction of a sanitary sewer in SixthAvenue Southeast, was

Common Council replace in the proposed city tax budget
the amount of $25,000.bo-for street,park and public
building lighting compiled on a ' 3X per KWH-- bas is, said
reduction to take effect on January 1st 1928.

Alderman Erickson introduced a resolution authorizing the Public
Utility Board to increase their contract with the L.A._Kepp Electric Company
in accordance with their above quoted request and fixing the amount of the
additional bond to be given by the said contractor at the sum of , 2725.00,

Upon motion by, Schroeder, - second• bye Rommel, that the said resolution be
adopted as read, and all voting in favor thereof, President Weeks declared the said

Alderman Rommel introdueed,a resolution accepting the above quoted proposal
of Wm. C..Fraser A. Son for the construction of a sanitary sewer in parts of Tenth
Street Northeast and3ft0nd. Avenue Northeast, and fixing the amount of the bond to be
given by the said contractor at the sum of 0105.00, which was read.

Alderman Adler introduced a resolution appropriating 8796.34°from the Park
Improvement Fund and ordering payment made to the Mayo Trust Fund for Ibbyrolls for

Permanent Improvement Revolving. Fund and. order,.ingpayment made to'Wm. C. Fraser &
Son for .the. construction of a sanitary sewer in Sixth Avenue Southeast between
Eighth Street Southeast and Ninth Street Southeast,; which was read.
Upon motion by Adler, second by Schroeder, that the said resolution be
adopted,as read, and all voting.in favor thereof, President Weeks declared the said

Alderman Hickp introduced the following resolution, which was read:
"Be it resolved by the Common Council of the City of Rochester, Minnesota:
That the Public 'Utility Board -of said City be and the said Board is hereby
authorized to enter into contract with Hayes -Lucas & Green of said City for the
furnishing td said City of Rochester, Minnesota, for use in its electric light plant,
4 000 to 7000 tons of Wasson 2" Harrisburg screenings at a price of $ 5.11 per ton.,
r,O.B. Rochester, Minnesota, which said coal is to be shippedfrom their mine No.l,
mined at an approximate 400 foot elevation.
The amount of the bond to be given by the said contractor is hereby fixed
