Minutes of an .adjourned . regular meeting off' the Common -,Council of the City
of Rochester; Minnesota, held in theouncil-.Chambers, in the City Fall, in said
City, on October 31st, 1997., at 7:30 o'clock P.M.
Meeting called to order -by President Weeks.
Roll Call. Present: We Adler, Erickson,' Ricks, Miller , 'Rommel, Schroederl.
Absent: None.
President Weeks announced that this was the time and place fixed for a
hearing on the construciion�of a sanitary sewer and.the laying of a water main in
Seventh Avenud Southeast between'the center of. Eleventh Street Southeast and the
center of Twelfth -Street Southeast, and asked if tiL�re teas any person present who
wished to be heard relative to the said improvements.
There was nonperson present who wished to be heard in regard to the said
s o,nitary sewer and 'water main.

hearing on the construction of the following described sanitary sewers and asked if
there ryas any person present who wished to be heard in regard to either or any of
them: 'The construction of a sanitary sewer in Fifteenth Avenue Southwest from the
center of Fifth Street Southwest to the center of Sixth Street Southwest; the
construction of a .,sani waxy sewer in Fourth Avenue Northwest .from the center of Ninth
Street Northwest to `100 feet North of 'the North line of Eighth Street Northwest;
that a sanitary sewer be constructed in Thirteenth Street Northwest., described:
Commencing at a point in the center of Thirteenth Street Northwest 30 feet West of t
centerline of Broadway Street North.and running thence West along ,the center line of
Thirteenth ~tredt Northwest to a point 3 feet West of the East line. of Lot 17 in
Block 27 in Northern Addition.'' : '

Sd.utheast to the center of Seventh Avenue Southeast, and thence South along the
center line of Seventh Avenue Southeast to the center of Eleventh Street Southeast
and also commencing at the center of the intersection of Seventh Avenue Southeast
cnd Tenth Street Southeast and running North` along the center line of Seventh
Avenue Southeast to a point 135 feet South of the South line of Ninth Street South-
east, and the laying of a water main in the said parts of Tenth Street Southeast and

the above described sanitary sewer or water main.
This being the time and place fixed for the opening of bids for
the construction of a sanitary sewer and the laying of a water rAin in parts
of Seventh Avenue Southeast and Tenth Street Southeast, as above described,

On motion by Erickson, second by Adler, the al_)ove proposals for the con-
struction of sanitary sewers and the laying of a water main,were referred 1-n the
Sewer committee for their tabulation and recommendations in the matter.
A plat of Thurber's First Sub -Division was presented to.the Common Council,
and Alderman Miller introduced the following resolution, which was read;
"Be it resolved by the Common Council of the City of Rochester, Minnesota:
t mhat-the -plat of Thurber's First Sub -Division, being a platting of the West
613 feet of Lot 50 iTI State Sub -Division of Section 369 Township 107 North of Range
14 West, less the 'South 25 feet thereof, which is nojv a public street, be and the
seAd plat of the. property described is hereby accepted and adopted as a plat of the
property described."
Upon motion by Adler, second by Rommel, that the said resolution be adopted
as read, and all voting in favor thereof, President Weeks declared the said resolu-
tion duly passed and adopted.

Upon motion by Erickson, second by Adler, Mayor C. D. Brown, was
authorized to attend the.conference of the National Air Ports Association at
Chicago, Illinois, December 12th, lto"15th}' 1927, at the expense of the City
of Rochester, Minnesota.
Alderman Schroeder introduced a resolution determining to adhere to all of
the provisions of former resolutions passed and adopted in the proceedings for the
construction of a sanitary sewer in Thirteenth.8treet Northwest, Fourth Avenue North-
west and Fifteenth Avenue Southwest, as above described, which was read.
Upon motion by Schroeder, second by Adler, that the said resolution be
adopted as read, and all voting in favor thereof, President Weeks declared the s,-�:id
resolution duly, passed and adopted,
Alderman Schroeder introduced a resolution determining to adhere to all of
the provisions of resolutions passed and adopted in the.proeeedings for the construe-
tion..of a sanitary sewer and the laying of 6 water main in parts of Seventh Avenue
Southeast and Tenth Street Southeast, as above described, which was read.
Upon motion by Erickson, second by Hicks, that the said res elution be adopted
as read, and all voting in favor thereof, President Weeks declared the said resolu-
tion duly passed and adopted,

the center of Twelfth Street Southeast, was read, and President Weeks ordered that

21st, 19272 as the time for a hearing on the construction of a sanitary sewer in Sixth

Avenue Southeast commencing at the center of the intersection of Sixth Avenue Southeas
and Eleventh Street Southeast and running Southerly along the center line of Sixth
Avenue Sdutheast to the center of the intersection of Sixth Avenue Southeast and
Twelfth Street Southeast, and that a water main be laid in the said part of Sixth
Avenue Southeast, which was read.
Upon motion by Adler, second by Erickson, that 'the said resolution be adopted
as read, and all voting in favor thereof, President Weelrs declared the said res olu-
tion duly passed and adopted.
Alderman Hicks introduced a resolution ordering plans, profiles, specifica-
tions and estimate of cost for the construction of a sanitary sewer in Seventh Avenue
Southeast commencing at the center of Eleventh Street Southeast and running South
along.the center of said Seventh Avenue Southeast to the center of Twelfth Street
• Southeast, and also the laying of a water main in the said part of Seventh Avenue
Southeast*, and ordering that the whole cost and expense of said improvements shall

The petition of the Property owners concerned asking for permission
to grade Fifteenth Avenue Southwest between Fifth Street Southwest and
i Sixth Street Southwest by private contract, was read, and upon motion by
Hicks, second by Adler, permission was gramted with the provision that the
said grading be made and done under the supervision of the City Engineer.

October 17th,1927, showing criminal fines collected 1168.45, civil fees

i received 12,00, court costs charged to Olmsted Uounty 16.50; for the week
ending October 24th,1927, showing criminal fines collected .145000, -civil
fees received 138,35, court costs charged to Olmsted County A3.50; and for
the week ending October 31s t,1927, showing criminal fines collected 107.00,
civil fees received 84.60,'and Olmsted County court fees received for Septem-
- ber,1927, $54,85, were each separately read, and President Weeks referred the
same to the City Attorney.
The application of Herman Dense for license to sell soft drinks at
No,1004 Eighth Avenue Southeast, was read, and upon motion by Adler, second
by Rommel., license was granted;
The following applications for permits to give hold and conduct
public dances, were read:

The petition asking that street lights be installed at Second Street.
and Eleventh Avenue Northeast, and Second Street and -Twelfth Avenue Northeast
was read, and iiponijiotion by Hicks, second by Schroeder, the sPme was referred
to the Lighting Committee.
The recommendation of the Lighting Committee, that the above men-
tioned street lip#its be installed was read, and President Weeks ordered that
the same be placed on file,
Upon motion by Rommel, second by Schroeder, the Public Utility
Board was Instructed to install the above described street lights.
The following communication was read, and upon_ motion by Hicks, second
by Erickson, the Fidelity & Casualty Company of New York were released from
their liability under City Depository bond No. 1157226, effective as of this
date:

Upon motion by Erickson, second by Adler, the City Clerk was authorized and
directed to return the certified checks of the unsuccessful bidders for i2he construe-

Alderman Hicks introduced a resolution granting public dance permit to the
Rainbus Club for the Woodman Hall, November 5th,1927, and fixing the fee at the
sum of $5.00, which was read.
Upon motion by Adler, second by Rommel, that the said resolution be adopted
as read, and all voting in favor thereof, President Weeks declared the said resolu-
tion duly passed and adopted,.
Alderman Hicks introduced a resolution granting public dance permit to the
Sunshine Club for the Woodman Hall, November 8th and 22nd, 1927, and fixing the fee
