Roll Call, Present: Liddle, Erickson, Lemmon, Miller, Rommel, I� Schroeder. Absent: Hieksl President Liddle,announced this as being the time and place fired for a hearing on and the levying of special assessments for the construction of a combingd concrete curb ^n_i gutter on Fourth Avenue Bouteast, it between the South line of Sixth Street Southeast and theNorth line of Tenth Street Southeast, and asked if there was any person present who wished to be heard relative o i e t the said improvwnts. There was no person present who wished to be heard relative to the above described improvements. Upon motion by Lemmon, second by Erickson, hearing on and the levy - ins; of special assessments forthe above described improvements was adjoixrned and continued to 2:00 o'clock P.M., November 5th,1928. t President Liddle announced this as being the time and place fixed for a hearing on and the levying of special assessments for the construc- tion of curb and gutter on and the grading of First Street Southeast, 'llbetween the East line of Eighth Avenue Southeast, and the West line of Eleventh Avenue Southeast, and asked if there was any person present who wished to be heard in regard to either of the said improvements.` There was no person present who wished to be heard concerning the said curb and gutter or grading. Upon motion by Rommel, second by Lemmon, the hearing and action thereon relative to the assessments for the above described improvements on First Street Southeast, was adjourned and'cbntinued to 2:00 o'clock P.M., November 5th,1928. W. Kutzs;y's Addition, and asked ift here was any person present 1 who wished to be heard. There was no person present who wished to be heard on any matter concerning V,e opening of the said alley. President Liddle announced this as.being the time and place fixed for a hearing on and' levying of special assessments for'the construction of a sanitary sewer in Third'Avenue Southwest, commencing �t a point 95 feet South of the South _line of Sixth Street Southwest, and running to the diversion manhole at the Sewage Lift Station, and asked if there was any'person present who wished to be heard concerning the said sanitary sewer. Tlh�;re was no person present who wished to be heard. President Liddle,announced this as being the time and place fixed for a hearing on and the levying of special assessments for the construction of a sanitary sewer in .art of Sixth Street Southeast,and Twelfth Avenue Southeast, and asked if there was any person present who wished to be heard concerning the said improvement. There was no person present who wished to be heard relative to the said sanitary sewer. . - , , President Liddle announced this as being the time Iand place fixed for a hearing on and the levying; of special assessmentsfor the construction of a sanitary sewer, and the laying of a water main in Fifth Street Southwest, from 165 feet West of c the center line or Fifteenth Avenue Southwest to a point 204 feet West thereof, and asked if there txas any person present who wished to be heard relative to either of the said improvements. There was no persontpresent who wished to be heard concerning the said sanitary sewer or water : aain. Alderman Hicks came, in at this time and took his Chair. 0. Worth was again before the Common Council, relative to'his petition for the opening of` an extension of Ninth Street Southwest) between Ninth Avenue Southwest and Tenth Avenue 'Southrvest, it extended, and upon motion by Hicks, second by Rommel, the matter was referred to the Street and Alley Committee, the City Eni7ineer, and the City Attorney for their consideration and recommendations, 4 470 The following reports of cost were read, and President Liddle ordered that the same be placed on file: "October 15,1928. t Honorable Mayor and Common Council, City of Rochester, Minnesota. " Alderman Erickson introduced a resolution levying special assessments for the laying oiit and openixig of an alley in Block 6 in A. W. Kuzzky's Addition, which was read. Upon motion by Hicks, second by Miller, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Schroeder introduced a resolution levyine special assessments for the construction of a sanitary sewer in Third Avenue Southwest, as above, described, which was read. , Upon motion by Lemmon, second by Miller, that the said resolution be adopted as read, and all voting in favor thr-;reof, President Liddle declared the said resolution duly passed and adopted. Gentlemen: Subject to your approval Mr.,Paul Bolduan is engaged as relief operator at the Sewage Disposal Plant for the period of ten days, Oct. 3rd. to Oct. 13th. Inc., to relieve Mr. Chas Wright during his vacation, at the rate of one hundred and forty ($140) dollars per month. Respectfully, C. H. Armstrong. City Engineer. " An Assignment by Mark B. Fuller, Patrolman, of his salary for the 60 days commencing October lOth,1928, to the estate of Mary Blood, was read, and upon motion by Il,emmori, second biT Hicks, the said assignment was accepted and the Mayor and City Clerk were authorized and directed to draw his salary checks accordingly. Estimate prepared by the City Engineer in favor of Edward Mattson, showing the sum of $2,247.49 as being due the said contractor for the construction of curb -.nd Putter on and the grading tof Fourth Avenue Southeast, between Sixth Street South- east and,Tenth Street Southeast, and estimate prepared by the City Engineer in favor of John J. Kerr, showing 1872,67 as being due the said contractor for the construetior of curb -and gutter on -and the grading of First Street Southeast, between Eighth Avenue Southeast and Fleventh Avenue Southeast, was read, and President Liddle ordered the same placed on file. Alderman Hicks introduced a resolution granting public dance permit to Glenn B. Hagamen for the Woodman Hall, October 20th, 19°?8, and October 27th,1928, and fixing the fee at the sum of $10.00, which was read. Upon motion b'y Miller, second by Rommel, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Hicks introduced a resolution granting public dance permit to Company C. 205th, Inf. M.N.G. for the Armory, October 18th,1928, and fixing the fee'at the sum of $5.00, which was read. Upon motion by Rommel, second by Miller, that the said resolution be adopted as reed, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Schroeder introduced a resolution appropriating $6,54,76 from the Park Improvement Fund and ordering payment made to C. C, Pagenhart, as balance for labor and materials used in the construction of a sidewalk in Mayo Park, which was read. Upon motion by Hicks, second by Schroeder, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Miller introduced a resolutionfixing 2:00 o'clock'P.M., November 5th,192E, as the time for a hearing on the construction of a sanitary sewer and the laying of a water. main in Eighth Avenue Southeast, between the center line of Twelfth Street Southeast, and the center line of Thirteenth Street Southeast, which was read. Upon motion by Schroeder, second by Hicks, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. " Upon motion by Lemmon, second by Hicks, the Mayor and Finance Committee were instructed to compile their proposed budgets for the 1928 tax levy, after which ,the City Clerk shall give to the newspaper for publication the requested budgets of the various departments. Upon motion by Erickson, second by,4 cks, the City Engineer was authorized ff and directed to construct a storm sewer intake at, Fourth Street Southeast and Vourth Avenue Southc;ast. Upon motion by Schroeder, second by Erickson, the City Engineer was authorized and directed to construct two special storm sewer catch basins at Second Street Northeast and Broadway Street North.
