Minutes of an adjourned regular meQting of the Common Council of
the City df Rochester, Minnesota, held in'the Council Chambers, in the City
Hall in said City, at 7:30.o'elock P.M., on October 22nd, 1928.
Meeting called to order by Presider}t Liddle.
Roll Call. Present: Liddle, Erickson, Lemmon, Miller, Rommel,
Schroeder.- Absent: Hicks.
President Liddle announced this as being the, time and place f ixed
for a hearing on that,a four (4) inch water main be laid in -Third Avenue
Southeast, between a point, 3 feet South of the South line of Twelfth
Street Southeast and the North line of Thirteenth Street Southeast, and
asked if there was any person present who'wished to be heard concerning
this improvement. ,
There was no person present who wished to be heard concerning the
said water main.
President Liddle announced this as being the time and place fixed
for -a hearing on and the confirmation of assessments for the sprinkling,
flushing and treating with Calcium chloride of streets, avenues and alleys
within the City of Rochester, Minnesta, during the season of the year 19.08,
and adked if there was any person present who wished to be heard on any
matter concerning the said sprinkling flushing or treating.
There was no person present who wished to be heard.
President Liddle announced this as being the time and place fixed
for a hearing on the construction of a sanitary sewer and the laying of a
water main in Eighth Street Southwest, from the center of Seventh Avenue
Southwest to a point 192' feet East, and asked if there was any person
present who wished to be heard concerning the said improvements.
There was no person present who wished to be heard relative to the
(said sanitary sewer or water main.

President Liddle announced this as being the time and pla ce fixed
for a hearing on the construction of a sanitary sewer and the laying of
a water main in Tenth Street Southeast, from the center of Seventh Avenue
ISouth_east to a point 80 feet West of the West line of Eighth Avenue South -
least, and asked if theme was any; person present who wished to be heard
11concerning these improvements.
Walter F. Stiller waS present and opposed these improvements, and
on motion by Lemmon, second by Rommel, further proceedings for the
construction of the above described sanitary sewer -,.ni the laying of the
bove described water main, were abandoned.

Northwest and running northwesterly along the center lineof Seventh Street North-
west to a point 92.7 feet East of the East line of Eleventh AvenueNorthwest, and
asked if there was any person present who wished to ba heard regarding these
improvements . ,
There was no person present who wished to be heard regarding the said

Sixth Street Southwest, from the center of Fourteenth Avenue Southwest to the East
line of Plather's Addition,kand asked if there was any person present who wished to
be heard regarding the said improvements.
There was no person present who wished to be heard relative to the said
sanitary sewer or water main.
President Liddl a announced this as being the time and place fixed for -
a hearing on and the levying of special assessments for the cost and expense of
repairing sidevie,lks and asked if there was any person present who wished to
be heard.
There was no person present who wished to be heard and the City Clerk
ireported that no written objections to any particular repair cost had been filed.
9. H. S`tnberg, Superintendent of Schools, talking for the Board of
Education of School District number �, explained the proposed 1928 tax levy for
public school purposes.'
Alderman Hicks came in at this time and took his Chair.
Dr. T. M. Pe'sch was before the Corm -ion Council with request that
permission be granted for the construction of a marque on the Delores Apartment:
House, at. 103 Fourth Avenue Northwest, and upon motion by Lemmon, second by Rommel,
it was ordered 'that his request, which was read, be' placed on file.
A representative of Miss Clara M. LaVan objected to the cost for
repairing the sidewalk in front of the property known as the Woodrow Apartments
but no action was taken thereon as it was determined that the charges were right
and proper.
Alderman Erickson introduced the following resolution, which was read:
"De it resolved by the Common Council of the City of Rochester, Minnesota:

That said Common Council does hereby assent to and approve the levy of to

W. W. Churchill, President of the Library Board, explained the
proposed 1928 tax levy for PublicLibrary purposes.

showing a net profit in the Light department for the month of September,
1928, of '15,518.17, and a net profit for the "6 months of this fiscal
year of $75,794.01, ,and a net profit in the Water Department for the month
of'September,1928, of 011,242.61, and a net profit for the-6 months of
this fiscal year of lF24,703.78,9

be and is hereby requested'to authorize the said'Board to enter into a
contract with Michael Liptak of St.Paul,Minnesota for the furnishing of
all the labor, materials,tools and equipment necessary for the complete
construction of a boiler inelosure in accordance with specifications on
file at a price of .A79700.00, said Michael Liptak being the lowest

Be it and it is hereby resolved by the Public Utility Board of the

Dear Sir: -
Your , letter of October 1pth conveying
the informal request of the Common Council that in the
proposed amendment regarding the City Assessor should
be included a provision fixing the salary at 03000,002
will be submitted to the Charter Commission at its next
meeting.
Personally I feel that this should provide
that the salary of the assessor should not be less than
some certain amount and than it would be poor policy to
fix a definite amount in the charter. Conditions might
arise when it would be necessary to pay more, and that
could not be done without a further amendment.

Upon motion by Hicks, second by Schroeder, the sym of 679.20 was appropria-
ted from the Street and Alley Fund and it was ordered that the same be paid to

ted from the General Fund and it was ordered that the same be paid ,to Kruse Insurance

Alderman Rommel introduced a resolution levying special assessments

Upon motion by Rommel, second by Ricks, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle

laying; of a water main in part of Sixth Street Southwest, as above quoted

Alderman Leuanon intro: uced a resolution acceptir the proposal of
u. C. Fraser & Son, for the construction of a surface drainage sewer in
art of .First Avenue Southwest in accordance with the above quoted
oposal and fixing the amount of the bond to be given by the said contract-

Upon motion by Rommel, second by Schroeder, that the said resolution
e adopted as read, and all voting in favor thereof, president Liadle
eclared the said resolution duly passed and adopted.
Upon motion by Schroeder, second by Rommel, it was ordered that the
crtified checks which accompanied the bids of the unsuccessful bidders
n the above described surface drainage sewer, sanitary sewersaand water
ins, bt, returned to them.
The City Engineer submitted plans, profiles, specifications and
