Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers, in the City Hall,in
se,id City, at 1:30 o'clock' P.T�f., on October 30th,1928.
Meeting called to order by President Liddle.
Roil Call. Present: Liddle, Ericks;,n, Hicks, Lemmon, Ro:;une7_,
Schroeder. Absent: Miller.
The cs.11 for the special meeting was read; the said meeting; being
called for the purpose of considering applications of Co; C. 205th Inf.
G. and Glenn F. Hagamar. for dance permits, and any other business that the
Common Council might deem proper.

a.t the National Gvard Armory, November 3rd, 6th, 17th, 27th and 29th,1928,
and of Glenn B.Hagaman, for the Woodman Hall, NOve;;;ber 3rd, loth, 17th and
240,1928, were each read.
Alderman Miller came in at this time and took his Chair.
A. J. Waldon, E.M.Raetz, E.H,Schlitgus,Frederick Furlow, and Leo
Herrick, as members of a committee from the Business Men's Association
were
before the Common Council in solicitation that the City of Rochester,
Minnesota, or the Public TTtility Departments, purchase permanent Christmas
ecorations in an amount approximately `;"'3500.00, and President Liddle
referred the matter to the City Attorney forhi.s opinion a,s to the legality
f such an expenditure, which said report sball be before thin Cni-,Tzon
ouncil at a meeting which is to be held at 21.00 o'clock P.M. November
J th,1928, and he was further instructed to ;ive the Business Men's Associa-
ion his report as soon his decision of what it will be.

cks introduced the following resolution, which was read:
"WILE,RFAS, On account of the meat number of registrations which
are to be effective for the General Election, November 6th,1928, and
the consequent need for clerical assistants for the regular election
Judges ^nd Clerks on that day, and Election Laws of the State of Minnesota
providing for the appointment of. Ballot Judges and Clerks in cities of
this class for General Election days;

Be it further resolved by tho said Common Council: That the appointment
of the Ballot Clerks for service on that day under and in accordance with the
Election Laws provided, are hereby authorized with the appointment thereof resting
with the Judges of the Various Election Districts. it
Upon motion by Hicks, second by Erickson, that -the ,said resolution be
adopted as read, and all voting in favor thereof President Liddle declared the said
j res olution duly passed and adopted.
Alderman Hicks introduced the following resolution, which was read:
"WHEREAS, On account of the increased registration for the General
Election to be held on -November 6th,1928, it is deemed expedient and necessary that
additional voting booths be purchased; ,
SO THEREFORE, Be it resolved by the Common Council of tl�e City of
Rochester,Minnesota: '
That, A. F. Wright, City Clerk of said City, be and he is hereby
authorized to purchase thirteen 3 stall voting booths, at a total cost of $468.00
F.O.B.Roehester. "
Upon ;notion by Erickson, second bif Hicks, that the said resolution be
adopted as read,, and all voting in favor. -thereof, except .Alderman,_ Schroeder, who
voted "Nay", President Liddle declared the said resolution duly passed and
ad opted.

Alderman Erickson introduced a resolution granting public dance permit
to the Co. C. 205th Inf. M.N.G., for a pub�id dance at the national Guard Armory
November 3rd, 6th, 17th and 27th, and 29th,1928, and fixing the fee at the sum of

Upon motion by Lemmoh, second by Rommel, that the said resolutionbe adoptec
as read, and all voting in favor thereof, except Alderman Schroeder who voted "Nay",
President Liddle, declared the said resolution duly passed and adopted.
Alderman Hicks introduced a resolution granting public dance permit
to Glenn Be- Hagamari for the Woodman Hall, November 3rd•, loth, 17th and 24th,1926,
and fixing the fee at the sum of .020,00, which was read.
Upon motion by Erickson, second by Hicks, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.

A partial release niven by Ab.bie M. Shaw to Chris Engel, covering
lands taken for the opening of. 4n alley in Block 6 in A. W. Kutzky's
Addition, was read, and upon,mtotion by Lemmon, second by Hicks, the
said release was accepted, and it was ordered that the se,me be placed on
record,
The following communication was read, and President Liddle ordered
that the s^me be placed on file:

Notice of a hearing; fixed for, 1:00 o'clock P.M., November 7th,1928,

Minnesota, before the Railroad and Warehouse Commission, on the a,pplica-
. tion of Witte Transfer Company, for permission to extend their service,
and hearing before the Railroad & Warehouse Commi.scion in the' Association

Minnesota., were each read, and President Liddle ordered that the same
be placed on file.
The following copy of resolution requesting authority was read,
and President Liddle ordered that the same be placedoon file:
"Be it and it is hereby resolved by -the Public 'Utility Board of
the City of Rochester, Minnesota that the Hon. Common Council of the said
City be and is hereby requested to authorize'the said Board to enter into
a contract with the McWane Cast Iron Pipe company of Birmingham, Alabama,
for the furri; •hing to the C i. ty of -

Upon motion by Lemmon, second by Rommel,
that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Miller introduced a resolution appropriating 4"530,00 from the
Sewer Fund and ordering payment made to the City of Rochester, Li"ht Department
f or power furnished at` the local Sewage Disposal Plant in *accordance with their
billinty of October 15th.1028, which was read,

Upon motion by Rbmrael, second by Schroeder, that the said resolution be
adopted as read and all Votin;, in favor' therbof, President Liddle declared the said

wm. Cowan made complaint about the rubbish fire on the property East of
?ourth Avenue Southeast and Routh of Fourth Street Southeast, which is used as a
s baseball park,and upon motion by Tiemiion second by Ro;-mjiel his objection was referred
to the Pire Department Committee with power to act.
Upon motion by Hicks second by Erickson Council adjourned.
