HomeMy WebLinkAbout11-19-1928�I 520 ,� II Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said City, at 7 :30 0' clock P.M., on November' 19th,1928. Meeting called` to order by President Liddle. Roll Nall. 'Present: Liddle, Erickson, Hicks, Miller Rommel. Absent: Lemmon, Schroeder. President Liddle announced this as being the time and place fixed for a hearing on the laying of a water main in Eleventh Avenue Northeast, between Ninth Street Northeast and Tenth Street Northeast, and asked if there was any person present who - wished to be heard in regard to the said water main. H. L. Thurber, A. A. Fratzke and a gentleman talking for Ed.. Miller favored this improvement. 1+ Aldermen Lemmon came in at this time and took his Chair. President Liddle announced this as being the time and place fixed for a hearing on the construction of a sanitary' sewer in Seventh Street North- west commencing at a point on the center line of Seventh Street Northwest five (5) feet East of the present West line o z- Ninth Avenue Northwest, and running Northwesterly alongthe' center line*of Seventh Street Forthwest to a point 92.E feet'East of the East line of Eleventh Avenue Northwest, and asked if there was any person present whowished to be heard regarding this improvement. There was no person present who wished to be heard relative to the above described sanitary sewer. President Liddle announced .this as being the time and place fixed for a hearing on the construction of a sanitary sewer in Eighth Avenue Southeast, between the center line of Twelfth Street Southeast and the center line of Thirteenth Street Southeast, and the laying of a water main in the said part of Eighth Avenue Southeast, and asked if there was any person present who wished to be heard relative to either of these improvements. There was no person present who wished to be heard regarding the above described sanitary sewer or water main. Alderman Schroeder came in at this time and took his ChEd r. The City Engineer submitted a description for a road in connection with the Plummer -Worth con-�roversy relative to the opening of an extension of Ninth Street Bouthwest, which was read, end President Liddle ordered that the same be placed on file. SeptembOa. 15th91928� _ and upon motion try Rommel, second by Hicks, the City Clerk was instructed to draft a resolution for action thereon at the meeting of this Common Council, which is to be held December 3rd, 192£3, appropriating a reimbursement to the Olmsted County Public wealth Association r f for the services of Miss Marie Sargent, as acting Visitinr Nurse, during the period September 15th91928 to November 30th91928, inclusive, based on the authorized salary 'rate of $135.00 per month. 0. M. Hanson and Harry Gimbert, asked that the City of Rochester take over the equipment and liabilities of the local skating rink organization, and upon motion by Erickson, second by Rommel, the request was referred to the Public Grounds Committee with instructions that they make report thereon at the meeting of this Common Council, which is to be held December 3rd,1928. The report of the Building and Electrical Inspector for the month of October 1928, showing building inspection fees collected in the amount of $140.00 z,ncl Electrical Inspection fees collected $$ 35.75, was re,-4, and President Liddl u referred the same to the Finance Committee. A report of the City Wei hmaster for the month of September,1926, showing weighing fees collected in the amount of $31.009 and for the month of October,1928, showing -weighing fees collected in the.amount of $49.30 were each read, and President Liddle referred the same to the Finance Committee. The report of the Clerk of the Municipal Court for the week ending • � November 12th,1928, sho :ing criminal fines collected in the amount of $$40.00 i and civil fees received in the amount of$$2.25, and for the creek ending November 19th,1928, showing criminal fines collected $$120.00, civil fees ` received $2.25,..and,eourt costs charged to Olmsted County $3.50, were each read, and President Liddle referred the same to the ,City Attorney. The report of the HeaM Officer for the City Farm for the month of October,1928, was read, and as the same was not correct, President Liddle referred th said report back for correction. The application of Harris Brothers, Plumbing Company of Minneapolis, Minne sota, for license to connect with sewers and drams was read, and upon motion by Schroeder, second by Lemmon, and all voting in favor "thereof, the said license was not granted. The application of the Rochester Amusement Company, Sharood Company, and the Hopser-Moline Company, for permits to place and maintain signs, were read, and upon motion by Rommel, second by Miller, permits were granted. Th e application of Glenn Be Hagaman for public dance permit at the Woodman Hall, on December lst,19289 and of the Veterans of Fbreign Wars, for dance permit at, the National Guard Armory, November 21st, 22nc:, 23rd, and 24th,1928, were leach read. ._ YP6b mmtieh by Lemmon, second by Hicks, the sum of 06.43 was appropriated from the General Fund and it was ordered that the same be paid to the General Fund (Sprinkling Account) for the cancellation o.L' the 1928 assessment for sprinkling made against the Hattie A. Riege property on Second Street Southwest, as the said property is not within the limits of the'said City of Rochester and consequently not being 4 assessable for such services, and the sum of $.81was also appropriated from the said funds for the payment of 1928 sprinkling assessment against st the North of Lot 6 in Block 13 Original Plat, being th,, balance for the sprinkling around the so-called Witherstine property. The claim of Patrick F. Kelly $30.009 for fire insurance premium on poli No. 8611 issued by him for the New Brunswick Fire Insurance Company covering, the buildings at the City Dump grounds, was read, and President Liddle referred the same to the Insurance Committee.' Corrected final estimate prepared by the City Engineer is favor of C. C. Pagenhart, showing the sum of $144.58, as being due the said Contractor, for the construction of curb and gutter on Thirteenth Avenue Northwest and Southwest, from First Street Northwest to' Second Street Southwest, corrected final estimate made by the City Engineer in favor of Wm: C. Fraser & Son, showing the sum of'$118.75 as being t t s due the said. contractors for the' construction of a sanitary sewer and, th e laying of a water main in Second Street *No'A11lest; i"rom -Thirteenth Averme Northwest to Sijrbeenth Avenue Northwest, and certificate made by the City Engineer in favor of,the Lester Implement Company showing the sum of $4550,00 as being due the said concern for the 1, furnishing of one model 74 three and one-half ton International truck,;£. purchased under the Mayor's emergency authorization, were each read, • and; 1`- President Liddl- ordered that the same be placed on file. �3 r i The City Engineer submitted specifications and estimate of cost,_ for a motor driven road grader, the -said estimate of cost being $2700.009 Alderman Erickson introduced the following resolution,, which was read:;j,� "WHEREAS, It is deemed expedient and necessary that a motor driven road grader be purchased for use of the Street Department of the City of i Rochester, Minnesota, and r 4x: WHEREAS, Chas. H. Upon motion by Schroeder, second by Rommel, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution ruly passed and adopted.' Alderman Lemmon introduced a resolution accepting the proposal of Wm. C. Fraser & Son, for the construction of a sanitary sewer and the laying of a water main in part of Eighth Avenue Southeast, as above described, and fixing the amount of the bond to be given by the said contractor at the sum of $1700.00, which was read. Upon motion by Erickson, second°by Diller, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said 1 resolution duly passed and adopted. Alderman Hicks introduced a resolution accepting the proposal of Wm. C. Fraser Son, for the laying of a 4 inch water main in part of Eleventh Avenue North- east, as above described, and fixing the amount of the bond to be given by the said contractor at the sum of 0900,009 which was read. Upon motion by Rommel, second by Schroeder, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said t resolution duly passed and adopted. Alderman Hicks introduced a resolution granting public dance permit to the Veterans of Foreign Wars for the National Guard Armory, November 21st, 22nd, 23rd and 21+th,192B, and fixing the fee at the sum of b20.00, which was read. Upon motion by Rommel, second by Miller, that the sAd resolution be s adopted as read, and all voting infavor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Hicks introduced a resolution granting public dance permit to Glenn B. Hagaman for the Woodman Hall, December lst,1928, and fixing the fee at the sum of $5.00, which was read.
