Afeeting .called to order by President Liddle. Roll call. Present: Liddle, Erickson,. Hicks, L,emmori, Miller., Schroeder. Absent: Rommel. Upon motion by Schroeder, second by Erickson, the minutes of the meetings t held November 9th,1928, November 19t h,192 8, November 21,1928, and November 26,1928, were each approved. Alderman Rom al came in at this time and took his Chair. The following Committee report was read, and President Liddle ordered that the sc•me be placed on file: 12-17-28 < c Honorable Mayor and Common Council. Gentlemen: The committee in thematter of a subway under the Chicago and Northwestern Railway Company tzacks in First Avenue Northeast, beg to submit their findings as follows: t The City of Rochester should not be charged with any of the costs of the proposed subway. The City pf Rochester does not approve of the idea of closing or vacating any streets or alleys in connection with the proposed subway. The City' of RochesteR objects to the Closing of Biioadway Street to traffic for any longer period than is necessary for the passing of trains. Respectfully, T ol]a f Erickson Paul L. Romm1 Fred W. Shepard for permit to excavate under the sidewalk on Thirteenth Avenue SouthwbO for -che construction of a coal bin for his apartment building at the corner of First Street Southwest and Thirteenth Avenue Southwest, was read, and no action was taken thereon except that President Liddle ordered that the same be placed on file. The general balance sheet, trial balance, fund statement, ungppended budget appropriation statement, statement of Sinking Fund investments, etc., of the City of Rochester, Minnesota, prepared by the City Clerk ok said City, as at 560 VA - October 31st.192,1.-,-., were 1-aid,before the Common Council., and President Liddle ordered that t�,e same be placed on file. The report of the Health -Officer for the Ci zy, Farm f,,or the month of November 1928, showing receiplus in the amount of $2075-21 disburse- °f�:� �. ments In the amount of $2483.,92, and a balance on hand in the amount of $2581.58 was read, and President Liddle ordered that tho same be placed on file. The report of the Building and Electrical Inspector for the month of November 1928 showing building inspection fees collected .in the amount of $134*00,, and Electrical Inspection fees collected in the amount of $39.30s, was read and President Liddle referred the same to the Finance Committee. The report of the Clerk of the Municipal Coiirt for the week ending December 3rd 192 n showing criminal fines collected $45,00, civil fees received 02,60, Olmsted County municipal court fees received for October, 1928 $79,35, and Court costs charged to"Olmsted County $9,94;,for the week ending December 10,1928, showing criminal fines collected $16i00, civil fees received $12,60, and court costs charged to Olmsted. County $14.35; and for the week ending December 17th.,1928, showing criminal fines collected in the amount of 014,00, civil fees received $11.60, and court costs charged to Olmsted County $1.16, were each read, and President -NZ' ilk Liddle referred the same to the City Attorm y. Van Tassel has petitioned the Common Council of the City of Rochester, Minnesota, for its consent to- assign all of her right,title and interest in and to the' privileges under an ordinance entitled, "An ordinance author- izing L. Ban Tassel, his heirs, assigns and successors to establish, conduc4,ma�ntain and operate jitney bus line, or jitney bus lines, through,over,upon. and along the streets and avenues in theCity of Rochester, Minnesota", the same being Ordinance No. 342 of said City -and the assignment to be made to George T. Trenholm, an individ doing business as Rochester Bus Line, and; WHEREAS, The said assignment has been, approved by the Railroad and Warehous Commission of the State of Minnesota, and; WHEREAS, Under the terms and conditions of said Ordinance No.342, no assignment can be made until and unless the same is consented to by the said Common Council; NOW,THEREFORE, be it and 16 is hereby resolved by the Common Council of the City of Rochester, Minnesota: That the said Common Council does hereby `consent to the said assignmeat by Florence E. Van Tassel to George T. Trenholm of all of her rights and privileges under the s a ii Ordinance No.342 . " Upon motion by Hicks, second by Rommel., that the said resolution be adopted as read, and all voting in favor thereof, Presiaent Liddle declared the said r res olution duly passed and adopted. M.N.G., for Armory, December 29th and 31st,1928, and January 5th, and 12th, 1929; Zumbro Chapter, Order�DeMolay for Masonic Temple December 29th,1928, The application of Co, C. 205th Inf. M.I1. G. for the transfer of dance per heretofore granted for the Armory December 22nd 1928 to December 25th,1928, was read. The following copies of resolutions passed and adopted by the Commissioners of the Sinking Fund of the City of Rochester, Minnesota, were read, and upon motion Rommel, second by Schroeder, the actions met forth therein were approved and it was ordered that the said copies of resolutions be placed on file: "Be it resolved by the Commissioners of the Sinking Fund of the City of Rochester, Minnesota: That the ,sum of $215,68 is hereby appropriated rrom the Interest Fund and is ordered that the same he paid the First State Bank and Trust Company of said City for the payment of interest due January lst,1929 on City of Rochester,Minnesota, 5 per cent Sewer Bonds." It is the opinion of this Common Council that other, municipalities have also found the need for legislation that would allow} ' the brdihar y � peeisl election questions to be voted upon at any election.., SO THEREFORE, Be' it resolved by the Common Council of the' City of = Rochester, Minnesota: That the said Common Council hereby respectfully requests of the League of Minnesota Municipalities that they, through their Legislative Confbrehees and Commi tees, support the passage of an act in the 1929 Session of the State of Minnesota Legislature that will allow the sub- mission of the question of issuance of bonds foi local improvements at either a general election, a primary election, a city election, a village election, a ;hQrough election or a township election. The City Engineer suggested that the difference between the estimated cost and the actual cost of the local sewage disposal plant I?ssed on the interest assumed, which is deemed to be due from the State of Mi-�nesota, in an amount approximately 15600.00, be brought before the 1929 session of the State Legislature with request for reimbursement, and upon motion by Lemmon, second by Rommel, the City Engineer and City Clerk were instruc- ted to confer with Senator Richardson and Representative Christenson asking for their support on an appropriation to cover this deficit. .
