Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester,14inn.esota, held in the Council Chambers, in the City
Hall, in said City, at 7:30 o'clock P.M., on October 15th,1929.
Meeting, called to order by President Liddle.
Roll Call, Present: Liddle, Erickson, Hicks, Miller, Schroeder.,
Vihstadt, Absent: Rommel.
a` The report of the Clerk of the Municipal Cb.urt for the week ending
October 7th.,192ii, showing criminal fines collected in the amount of 457,00,
civil fees received in the amount of ,25, court costs charged to Olmsted
County 9$12.40, was read, and President Liddle referred the same to the City
Attorn#y.
The reports of the City Weighmaster, showing the sum of �140.60
collected during the month of August,1929, for weighing fees, and the sun
of A50.40 collected during the month of September,1929, for weighing fees,
were each read, and President Liddle referred the same.to the Finance
� Committ ce .
The report of the Health Officer for the Cite Farm for the month of
September, 1929, showing receipts in the amount of ,`�3238.16, and disburse-
ments in the amount of 12572.67, and a balance on hand in the amount of
1716.28, was read, and President Liddle ordered that the same be placed on
file.
The City Engineer's trial balance of disbursements in his department
R for the ending of September,192%,. was laid:,befors the Common Council, and
President Liddle ordered that the same be ,placed on ,f ile.
The report of the Building and Electrical Inspector for the month of
September,1929, showIng buIlding inspection,fees collected in the,amount of
0134.00, and electrical inspection fees collected in the amount of $25.75,
was read, and President Liddle ordered that the same be referred to the
Finance Committee,

The application of the Yellow Cab Company for transfer of their
j taxicab license number- 18, to cover seven passenger Cadillac automobile
is bearing State license No. B,2584LO1, was read, and upon motion by Schroeder ,
second by Vihstadt, the transfer was granted.
Alderman Rommel came in at this time and took his Chair.

The application of W. R. Stone, for an auctioneer's license, was read,

and upon motion by Vihstadt, second by Erickson, license was granted.

The. Auctioneer's license bond of W. R. Stone, with H. J. Postier, and
Elmer A. Kruger, as sureties thereon, each in the amount of �.,6500.001, was read, and
upon motion by Erickson, second by Rommel, the said sureties were accepted, the
said bond was approved, and it was ordered that the same be placed on file.
The application of the Sunshine Club (Gerry Thompson) , for public dance
pz rmit at, the Woodmen Hall October 23rd, and 30th,1929, was read.
The application of Towey & Hanson, and the Western Fruit Company, for
permits to place and maintain signs, were each read, and upon motion by Vihstadt,
second by Rommel, permits were granted.
The application of Joe Manahan, for license as solicitor for the Cook
Hotel, was read, and upon motion by Rommel, second by Erickson, license was granted.

Upon motion by Rommel, second by Schroeder, the/matter of gas and water
service cut-offs projecting above the sidewalk level was referred to the Street and
i! Alley Committee with request that they make report thereon at the next meeting of
this Common Council.

Copies of requisitions made by the Health Officer upon Saint Mary's
i
Hospital for the isolation of Henry H. Crowe, living at 119 Second Avenue Northwest,

diagnosed to be' sufferring from either typhoid fever or tuberculosis, was read, and
President Liddle ordered that the same be placed on file.
The :b llowing report and recommendation was read, and upon motion by
Rommel, second by vihstadt, it was ordered that the same be placed on file and that
i; the City attorney draft an ordinance adopting the tax code mentioned therein:

Gentlemen:
" October 15,1929.
The Equalization Board, acting as a Committee on the
matter of a local Tax code for the assessment of buildings on a
cubed basis have to report that, a proposed code was prepared from
data secured through local contractors, architects and others
familiar with building costs, and it was taken before the State
Tax Commission by your Committee on October 10th,1929, with
request for their approval.
The Tax Commission, with all members present,, spent
about two and one half hours checkine, our proposed code with that
of other cities and approved it, for use in making V)e 1930 assess-
ment,
Therefore we respectfully recommend that your Honorable
Body adopt the attached code either by ordinance c!r by resolution,
which recommendation is made after hearing the declaration of the
Tax Commission that bad they known that, the cubed basis was not
used foP the 1928 assessment that they would have ordered a re-assess-
meM of the real estate in this City, and also after hearing them
say that there would be no deviation from their order given at this
time, which is that the 1930 assessment will be made with the use of
a code based on cubical contents.

Alderman Hicks introduced the following resolution, which was read:
"Be it resolved by the Common Council of the City of Rochester, Minnesota:
That the Mayor and City Clerk of said City be And they are hereby
authorized, ordered and directed to execute a contract with Power Engineering Company
of Minneapolis, Minnesota, for the furnishing of certain services and reports in
t connection with the development ofawater power project at Oronoco, :Minnesota, a
1copy of the said contract being hereto attached and made a part hereof as fully as
though set forth herein in detail. "
! Upon motion by Roimuel, second by Miller, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said

In reply to the request of the City Clerk, mode upon various. department
heads,for their proposed 1929 budget, the following proposed budgets were read:
Civic League: Visiting Plurse salary etc., '�2810.00;
Health Officer: Salaries and expenses of health Office 16150.00;
City,Attorney: �1740.00 as compensation to Mrs. Catherine Fritsch for
the death of Christopher F. Fritsch, and 1894,10 for compensation to Fred S. Brown
f or in jury;
The Mayor: �i,,28982.58 for police salaries, `,700.00 for 't4ayor's Contingent
Fund, and A5500.00 for miscellaneous Police Department expenses;
Treasurer of Rochester Park Band: 15,000,00 for free musical entertainment
to the general public; _.
Libnary Board: 111475,00 for salarles, etc., and operation of local public
library, vvith a reduction of '�1,000.00 from that amount if a transfer is allowed from
the miscellaneous budget division to the budget division for staff salariesmand a

request of "5, 000.00 to be levied into the Permanent Improvement Revolving Fund for
a new public library building;
The Chief of the Fire Department: "Salaries '43,435.00, Siscellanerus
111,500.00, Rose -11,000,00. In thIs includes two more men, and a service truck and
more a month per man, as the Building Inspector's report shows there is now "
' 1,175 more buildings in the City than five years ago, and the service truck is to
make all fires out side of the business district as the big aerial {s now 15 years
old and long runs'are wearing it out, and would be economy to buy a small ladder

The Lighting Committee: "We, the Lighting Committee of your Honoraflle
body, do hereby recommend that tie lighting' appropriation for the forth-
coming budget covering period of from June first 1930 to June first 1931

contingent upon the provision that the Public Utility Department spend
a like kmaint in the next year toward the elimination and replacement of
the now out of date ornamental lighting and a gradual extension of

ornamental lighting in streets favored with the greatest amount of traffic."

President Liddle ordered that the above budget requests be placed on file

Upon motion by Hicks, second by Erickson, the City Clerk was instructed to
re;-1uest of the Charter Commission that. they propose an amendment, that will allow
bond questions to he voted upon at any election instead of limiting to special
elections as is required now, which said amendment thall be for action thereon at

Alderman Rommel introduced a resolution appropriating 1905.63 from the
Sewer Fund and ordering payment made to Martin Paulson, for the construction of a
surface drainage sewer in Seventh Street Southeast, from Fifth Avenue to Seventh
Avenue, which was read.
Upon motion by Erickson, second by Miller, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said

' Alderman Erickson introduced a resolution appropriating $802,10 from the
Permanent Improvement RevolvIng Fund and ordering payment made to Wm. C. Fraser &

' Street to Thirteenth Street, which was read.
Upon motion by Vihstadt, second by Miller, that the said resolution be

Alderman Miller introduced a resolution appropriating 1445,06 from the !
Street and Alley Fund and ordering payment made to John McDonald, for the construction
'!of alley crossings, street crossings, private sidewalks, and repair of private

sidewalks, which was read.

Upon motion by Vihstadt, second by Hicks, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said..

Upon motion by Erickson, second by Mille, the City Clerk was
instructed to -request of the City Assessor that he be present at the next
meeting of this Colmion Council for a report on the progress of his
cubing of buildings for the 1:'30 real estate assessment, all voting in
favor thereof except Alderman Schroeder, who voted "Nay".
Upon motion by Hicks, second by Rommel, the sum of $199,00 was
appropriated from the General Fund and it was ordered that the same be
paid to J. T. Lemmon, Mayor, for use in his Mayor's Cthtingent Fund, he
to properly account for the expenditures.

Upon motion by Schroeder, second by Hicks, the Chief of the Fire
1 Department was instructed to move the boxes and tables on the City Market
back to the City Hall line on Third Street Southwest.
Upon motion by Erickson, second by Hicks, Council adjourned to 7:30
