Meeting called to order by President Liddle.

Second Street Northwest, between the West line of Thirteenth Avenue NortYnrrest , and
1S feet West of the East line of Sixteenth Avenue Northwest, and asked if there was '
any person present who wished to be heard relative to the said curb and gutter.
Where was no person present who wished to be heard: concerning this improvement.
President Liddle announced this as the time and place fixed for a hearing
on and the levying of special assessments for the construction and repair of sidewalks
and asked if there was any person present who wished to be heard.

been filed.
president Liddle announced this was the time and elate fixed for a hearing
on the confirrciation of assessments levied for the sprinkling of streets and avenues
during the season of the year, 1929, and,asked if there was any person present who
wished to be heard.

John lie;znessey, for William Hennessey, et. al., asked that this street
vacation be made.
Aldenman Hicks introduced a resolution vacating the said part of Third
Street Northwest, which was read, and a motion by Erickson, second by Hicks, that
the said resolu uion be not adopted carried by all voting in favor thereof.

This being the time Piked for the opening of proposals for the
furnishing•, of all labor, equipment, materials, etc., necessary for.the
painting, varai_shing, etc., of the inside and outside of the City Hall, the

This being the time fi-,>ed for the opening of proposals .for the
construction of a surface drainage sewer in Seventh Street Southeast,
conwiencing at a point 18 feet South and 16 feet East of the Northwest
co_ner of the intersection of Eighth Avenue Southeast, and Seventh Street
Southeast, and running easterly in Seventh Street Southeast for a
distance of 410 feet., the following proposals were opened and read=
Martin Paulson: 10" pipe sewer $.75 per ft., manholes '�'36.00 each;
Wm. C. F+Praser 8P Son: 10" Pipe sewer d?.70 per ft., manholes :,940.00
each.
Upon motion by Erickson, second by Hicks, the above quoted proposals
were referred to the City Engineer for tabulation and recommendation.
The report of the Clerk of the Municipal Court for the week ending.
October 14th,1929, showing criminal fines collected in the amount of $94,00,
Civil fees received A9.701, court costs charged to Olmsted County �.25, and
fines collected due to Olmsted County `k44.00, and the report of the :Clerk of

were each read, and President Liddle .-referred the same to the City Attorney

Upon motion by Hicks, second by Roamel, the sum of 165.35, was appropriated
from the General Fund and, it was ordered that the same be paid to Olmsted County,
Minnesota, for local Municipal Court fines collected due to Olmsted County.
Alderman Hicks introduced a resolution con�irming,�he assessments levied
Octo')er 7th,1929, for the sprinkling of streets and avenues during the season of
1929, which was read.

Upon motion by Hicks, second by Miller, that the said resolution be adopted
as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Miller introduced a resolution levying special assessments for the
repair of sidewalks, which was read.
Upon motion by Miller, second by Schroeder, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said I

Alderman Schroeder introduced a resolution levying special assessments for
the construction of curb and ;_;utter on a part of Second Street Northwest, as
above described, which was read.
Upon motion by Erickson, second by Rommel, that the said resolution be
adopted as read, Gild all voting in -favor thereof, President Liddle declared the said
resolution duly passed and adopted.
The general balance sheet, ttial balance, fund statement, statement of

I, unexpended budget appropriations, etc., of the City of Rochester, Minnesota, prepared
by the City Clerk of said City, as of September 30i.h,19292 were laid before the
Common Council, and President Liddle ordered that, the same be placed on file.
A warranty deed given by Hans Carstens to the City of Rochester,Minnesota,
for Lots 30, 31, and 019, less the East 33 feet of sRid Lot 29, all in Block 20, in
Moe and Old's Addition, was read, and upon motion by Rommel, second by Hicks, the
sAid warranty deed was accepted, and it was ordered that the same be placed on
record.
,Ohe recommendations of the Lighting Committee that street lights be
installed as follows, was read, and upon motion by Rommel, second by Schroeder, the
said recommendations were accepted, and the City Clerk was instructed to request of
the Public utility Board that installation be made accordingly:
One at the intersection of Tenth Street Southeast and Seventh Avenue

Southeast;
One at the intersection of First Street Northwest and Sixteenth
Avenue Northwest;
One on Fourth Street Northeast, midway between Eleventh Avenue and
Fourteenth Avenue;

alley back of Model Laundry,.Martin Hotel, Y.M.C.A., etc.
The following communication from the Public Utility J�aard, was
read, and President Lidd16 ordered that the same be placed on file:

Honorable Sirs -
The Public Utility Board, at' a meeting held on this
date, requested me, by motion., to inform you that the said
Board has endorsed the Public Lighting Budget as submitted
by the Lighting Committee of your body together with certain
provisions contained therein.

The following; copy of resolution passed and adopted by the Public
Utility Board, was read, and President Liddle ordered that the same be
placed on file:
"Be it and it is hereby resolved by the Public Utility Board of the
City .of Rochestez,,Minn.esota that the Hon. Common Council be and is hereby
requested to authorize and direct the Mayor and City Clerk to execute
a ninety-nine year lease with tle Sisters of 'St. Frances for the south one
seventh or forty seven and one seventh feet of Block .44 in Head and Mc
"19,hon's Addition together with as great a portion of vacated Fourth Street
• Southwest adjoining as is necessary; said contemplated lease being
necessitated by the proposed. construction of an elevated water reservoir,

Be it and it is hereby further resolved by the said Board that in
return for said lease the City shall agree to lay,free of cost,a water
,i main of sufficient, size from the proposed reservoir to the West line of
said premises and to be available for a eonnecition with the properties of

citizens of Oronoco at a dinner t u be served by the Presbyterian Ladies'
Aid Society at the Pastier Hall on the evening of Friday, October 25th,1929
was read, and President Liddle ordered that the same be placed on file and
informally requested that Alderman Hicks notify them of the acceptance of
their invitation.

Hicks, second by Miller, permission was granted, with the consideration that the
installation be made under the m- pervision of the City Engineer,

to the Charter which will allow bond issues to be voted upon

that it is presented in time to enabrle the council to do so.

be paid to Mabelle C. Webber, et. al., as down payment in accordance with contract
for the purchase of the so-called Stebbins Property.
The following communication was read, and upon motion by Rommel,
second by Hicks, it was accepted in lieu of the coupon No.598 mentioned

Alderman Rommel introduced a resolution appr opr iat ing �'1023.44
from the Permanent Improvement Revolving Fund and ordering payment
made to Wm. C. Fraser & Son, for the construction of a sanitary sewer in
Eighth Avenue Northwest, and Ninth Street Northwest, under blob 1551, which
was read.
Upon motion by Erickson, second by Hicks, -that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.

Alderman Miller introduced the following resolution, which was
read:

Minnesota:
That the sum of .265,15 be and the said sum is hereby appropriated
from the General Fund of said City and ordered paid to the City Farm Fund,
for delin !_ucnt claims for the collection, removal and disposal of
residence garbage, in accordance with sw(r n billing made under date of
October 7th,1929, subject to the said City Farm Fund reimbursing the said
General Fund for such items as it may be found to be impossible to collect

the Sewer Fund and ordering, payment made to the City of Rochester, Public Utility
Departments for electric power and water serViee furnished for the local Sewage
Disposal Plant, which was read.
Upon motion by Vihstadt, second by Hicks, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said

Alderman Vihstadt introduced a resolution accepting the bid
and proposal of B. K. Darling for the painting, varnishing, etc., of the
inside and outside of. the City Hall, and fixing the amount of the bond to
be given by the said contractor at the sum of 8900000, which was read.
Upon motion by Hicks, Second by Rommel, that the sniid resolution
be adopted as read, aid all voting in favor thereof, President Liddle
declared the said resolution duly passed and ad opt ed .
Upon motion by Hicks, second by Erickson, request was made of the
Mayor that he issue edergency authorization for the repair of the City Hall
roof as it, is deemed impossible t.o prepare specifications from which tot
advertise for bids.
Alderman Miller introduced a resolution levying special assessments
for pargage collections in a total. Amount` of �702.30, which was read.
Upon motion by Hicks, second by Vihstadt, that the said resolution

be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alderman Vihstadt introduced a resolution levying special
assessr,:ents for "arbage collections in a total amount of ",265.15, which

voted "Nay", President Liddle declared the said resolution duly passed and adopted.
Alderman Schroeder introduced a resolution accepting the bid and proposal
of Wm. C. Fraser & Son for the construction of a surface drainage sewer in Seventh
Street Southeast, as above described, -and fixing the amount, of the bond to be given
by the said contractor at the sum ofn590.00, which was read.
Upon motion,by Schroeder, second by Miller, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said

Alderman Rommel introduced an ordinance designat ink; and describing lands
in the City of Rochester to be known as Ninth Place Southeast, Tenth Place Southeast,
Ten and one-half Place, Southeast, Eleventh Street Southeast, and Eleventh Place
Southeast , which was given its first reading.
Upon motion by Roiumel, second by Miller, the rules were saspended and the

The City Engineer reported the receipt of a money order drawn by
Murray Olsen at Northfield, Vinnesota, numbered 252848, dated St.ptember

which was remitted presumably for damages to the flusher throurrh a
collision wlt,h the automobile owned.by the said Olsen, and upon motion by
!! Hicks, second by Tfillei, the City Engineer was authorized to endorse the
said money order for payment to the General Fund in the City Treasury.
The proposed 1929, budget, for the Park Improvement Fund tax levy,
in the net amount of '44682.00,made by the Board of Park Commissioners,
was laid before the Co_imion Council, and President Liddle ordered that the
same be placed on file for future consideration.
The Common Council c onsidered the proposed budgets for the 1929
i tax levy.
Upon motion by Hicks, second by Erickson., the City Clerk was

! instructed to request of the Charter Commission that they propose an
a_..mezxtwent which will provide that the Police Department of this City be

under civil service, which amendment should be ready for action at the

February,1930 primary election or the March,1930,Charter election., so that

commencing on the first Monday in Apri1,1930.
