Minutes of an adjourned regular meeting of the Common Council of
the City of Rochester, Minnesota, held in the Council.. Chambere, in the
City Hall, in sai (I City, on December 16th,1929, at 7i30 o,jclock P.M'.
Meeting called to.order by President Liddle....
Roll Call. Present: Liddle, Erickson, Hicks,: -Miller., Rommel,
Schroeder, Vlhstadt, Absent: None.
Upon motion by Hicks, second. by Vihstadt, the minutes of the
meeting held on November 15th,19292 were approved.

President Liddle announced -hearings on the levying of special

assessments for the following local public improvements, and, called for

expression from those interested aseach of the different improvements were
described:
The grading to an established' gradeline. and to a width of 50 feet
of Sixth Avenue Southeast, between the South line of Eighth Street South-
east, and the North line of Tenth. Street Southeast;
The grading to an established grade line and t o a width of 50 feet

point 60 feet East of the East line of ninth Avenue Northwest.
There was no .person ,present who wished to be heard in regard to either or
any of the above described improvements.
Fred Reiter and others of Alma, Wisconsin, were before the Common Council
in the solicitation for the support ofH.R.7260, being a bill for the purpose of
authorizing certain parties named therein to construct, maintain and operate a bridge
across the. Mississippi River at or rfear Alma, Wisconsin; he being one of the persons
benefitted by the adoption of such legislation.
Upon motion.by Hi-eks, second- by- Rommel..- the City Attorney was instructed
to draw a revolution favoring the above mentioned project and soliciting favorable
action of the Senators and Representatives representing this locality in Congress.
A.. L...Bogart, President of the Power Engineering Company of Minneapolis,
Minnesota, presented a preliminary report in the matter of a proposed hydro electric
power plant at-Oronoco, Minnestita, and expldined some of the details in connection
with it
President.Liddle-ordered that the copy of the preliminary report be
placed on file. . y,
-Alderman Hicks. introduced the following resolution, which was read:
"Whereas, it has . come to the attention of the Common Council of the City
of Rochester; Minnesota
,the.t a Bill has been introduced in Congress for the purpose
of authorizing certain parties therein named to construct, maintain and operate a
bridge across the Mississippi River at or near Alma, Wisconsin, and;
Whereas, the said Common Counc a of said City believes that it would be
for the best interests of all persons and parties conderned to have the said, bridge
constructed as outlined in the said Hill, which is commonly known as H..R. 7260, and
said Common Council believes that such 'a bridge as mentioned in the said Bill
is a necessity at this time" and would eliminate a large amount of travel if construct
as described therein, and would be of the -greatest value to the travelling public.
Therefore, Be it and it is hereby resolved by the Common Council of the
City of Rochester, Minnesota:
That said Common Council does request its Senators and Representatives in
Congress to vote f.dr the passage of the said :Bill and to do ail things in their power
to insure the passage of the Same;

That a copy of, this resolution be mailed forthwith by:the City IIlerk of

dam at Oronoco, Minnesota, and elucidated on what a. wonderful place the

reservoir would make for swimming and fishing.
The matter of the $50.55 which was paid, to L. M. Feller, W.Hogenson�
R. Cramer and Henry Kalb, for services. Mai 4th, 6th, 7th, and-8t.h,1929,
for surveying levels ' for street grades, and'-pggp;of sanitary sewers in
the Manley'Sub-Division, was discussed as to what share should be charged
to the sanitary sewer and' -water main recently constructed, and laid in parts
Of Eighth Avenue Northwest, and Ninth Street, Norttererst,, and it was decided
that $2„53 should be .added to the above mentioned sanitary sewer costs and
that $2.53 should be added to the above water main costs.

Upon motion by Rommel, second by Erickson, the application of J. C. Adams
above mentioned was referred to'the License Committee, with instructions that, they ma
report thereon at the next meeting of this Common Council.
The City Engineer submitted tentative plans, profiles and specifications
for a preliminary sedimentation tank at the local sewage disposal plant, and upon
motion by Vihstadt, second .by Schroeder, the. same were adopted, subject to the
approval of the Board of Health of the Wate roP Minnesota:..
Upon motion by Vihstadt, second by Schroeder, the hearing on and the
levying of special assessments for the laying of water mains and the construction
of,` -the sanitary sewer in pests of Eighth Avernxe Northwest, and Ninth Street Northwest,
as above described, was adjourned and continued to 2:00 o'clock P.I.A., on January
,1930 `
The report of the Health Officer for the City Farm for the month of

President Liddle ordered that the same be placed on file.

The report of the Milk Inspector for the month of November,1929, was
read, and President Liddle ordered that the same be placed on file.
The report of the Clerk of the Municipal Court for thw week ending
December 2nd,1929, showing criminal fines collected in the amount of 860.002 civil
fees received �7.05, and Court Costs charged to Olmsted County $2.85, fcr the week
ending December 9th,1929, showing criminal fines collected $425.00, civil Pees
received $1053, and fines collected dup.-to Olmsted County $4,10, and the report Obr
the week ending December 16th,1929, showing criminal fines collected $59,00, civil
fees received89.35, court costs charged to Olmsted County $15*90, and Pinescollected
due to Olmsted County $21.35, were each read, and President Liddle referred the same
to the City Attorney,
Upon motion by Hicks, second by Vihstadt, the sum of $25,45, was appropri
from the General Fund and it was ordered that the same be paid to Olmsted County,
Minnesota, for the above mentioned dole] Municipal Court fines collected due to
Olmsted County. /
The report of the City Engineer for the month of November,19292,
showing $186.68 expended from the General Fund for labor,$1616420, from the Street
and Alle,po-Fund, and $3230'79 from the Sewer Fund, was read, and President Liddle
ordered that the same be placed on Pile.

The City Engineer's trial balance of disbursements in his
department, was laid before the Common Council, and President Liddle

ordered that the same be placed on file.
Balance sheet, income statements, etc.:, of the Public Utility
Departments, prepared by the Secretary of the Public Utility Board, as

at November 30th,1929, were laid before the Common Council, and President
Liddle ordered that the same be placed on file j the said income statements
showing a net profit in the Light Department for the month of November,
1929 of $16732.65, and a net profit in the Light Department for the
eight months of this fiscal year of $112074,41, and a net profit in the
Water Department for the month of November, 1929, of $3381.11, and a
net profit in the Water Department for the eight months of this fiscal
year of 033935694, and a; net profit in the Steam Heating Department
for the month of November,19293, of-$387.19, and a total net profit for
the eight months of this fiscal year of $1248.87.
The report of the Building and Electrical Inspector for the
month of november,1929, shoViiig .0103.00- collected as Building inspection
fees, and.$19.50, collected as electrical inspection fees, was read, and
President Liddle referred the same to the Finance Committed.
The application of B. 0. Smith, for a solicitor's license, was rea4
and upon motion by $icks, second by Schroeder, license was granted.
Mr. Geo. T. Trenholm, doing business as the Rochester Bus Line,

presented a local jitney bus schedule, effective December 6th11929, and
upon motion by Hiuks, second by Erickson, the said schedule was approved.
The bond of Frank Springer, as Treasurer of .the FBochester Fire
Department Relief Association, with the New Amsterdam Casualty Company
as surety thereon in the amount of $2050400, covering the said Frank
Springer, that he shall and will safely keep and fully and faithfully
account for moneys which are about` to beappropriated to him tin his

official capacity, as tax levy collections during 19291, for firemen's
relief, and upon motion by Rommel, second by Erickson, the said surety
was accepted, the said bond was approved, and it was ordered that the
same be placed on file.
A communication from C. M.'.Babcock, Commissioner of Highways,
relative to the taking of certain lands owned by the. City of Rochester,
Minnesota, for the construction of Trunk Highway No,?',was read, and
President Liddle ordered that, the same be placed on file.'
