HomeMy WebLinkAbout01-08-1930289 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester., Minnesota, held in the Council Chambers, in the City Hall, in said City, at 7:30 o'clock P.M., on January 8th,1930. Meeting called to order by President Liddle. Roll Call. Present: Liddle, Erickson, Hicks, Miller, Rommel, Schroeder, Vihstadt. ' *bsent: None. The Common Council canvassed the returns from the special election ld on January 7th,1930 . Alderman Hicks introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, nnesota : That the following is a tabulated list and statement of the votes ;`cast for and against the issuance of City of Rochester, Minnesota 42� Improvement bonds in the aggregate amount of $50,000,00 for the purpose of constructing, equipping and furnishing a new central fire station upon that part of Block One Hundred two (10") in Willson's Addition to the City of Rochest er,Minnesot a, which ;lies East of the Mill Race and excepting that part of the West forty-four (W44) feet of Lot six (6) in said Block one hundred two (102) lying East of the said Mill I.Races all in the City of Rochester, in Olmsted, County,Minnesota, and for wrecking Land removing of the present central fire station in and for said City, at the special 'election held in said City January 7th,19309 as determined by the said Common ;-Council on their canvass of the returns of the said special election made on the 8th 1day of January,1930, and that said statement is hereby declared to show the result of the said special election; the said tabulated statement being: First Ward Second Ward Third Ward District No. District. No. District No. �I ♦ 1 'For approval of the resolution of the Common Council of the 'City of Rochester,Minnesota, passed and adopted December 16th,1929, ,authorizing the issue of the bonds of said City in the aggre- gate amount of Fifty Thousand ($50,000.00) Dollars for the purpose of constructing, equippigg and furnishing a new ,central fire station upon that pact of Block One Hundred two (102) in Willson's Addition to the City of Rochester, Minnesota, which lies East of the Mill Race and excepting that part of the West forty-four (W44) feet of Lot six (6) in said Block one hundred two (102) lying East of the said Mill Race, all in the City of Rochester, in Olmsted County,Minnesata, and for wrecking and i-emoving_of the present central fire station in and for said City. !YES received 248 216 162 249 199 193 191 216 193 88 131 202 142 127 25 2557 'N0 received 18 16 3 6 16 10 4 13 10 14 19 16, 17 21 183 Be it further resolved by the said Common Council: That the number :,;of persons present and voting at this said special election on the question of ;the issuance of the said bonds was as follows: 2755; number of persons voting in favor of the said proposed issue of bonds was 2557; number of voters voting against •,the -proposed issue of the said bonds was 183; and that based on the 2755 total number of persons present and voting at said Special Election, more than three -fifths (3/5) iiof the said total number of votes cast were in favor of the issuance of the said bonds, Viso therefore the question of the issuance of the said bonds was approved pproved by the voters at the said Special Election." r Upon motion by Rommel, second by Erickson, that the said resolution be I 'adopted as read, and all voting in favor thereof, President Liddle declared the said j jresolution duly passed and adopted. The report of the Milk Inspector for the month of December 1929, was Bread, and President Liddle ordered that the same be placed on file. (. 2,()0 t , r411 ! The appointment by the Mayor of Chester R. Fellows as a Spgbial ;Patrolman during the period January 8th to 14th,1930,inclusive, and the appointment by the Mayor of Andrew Koper,ski as a Special Policeman for duty on the property of Saint Mary's Hospital, he to serve without pay and to hold office until the second Monday in Apri1,1930, were each read, and !President Liddle ordered that the same be placed on file. The follovring copy of resolution passed and adopted by the Commission - ers of the Sinking Fund, was read, and itpon. motion by Rommel, second by Erickson, the action set forth therein was approved and it was ordered that the same be placed on file: I, "Be it resolved by the, Conadasfoners of the Sinking Fund of the City of Rochester, Minnesota: , IAA I i That the sum of $.74 is hereby appropriated from the Interest Fund and it is ordered that the same be paid to the First State Bank & Trust .Company of Rochester, Minnesota, for balance of interest due January 1st, j 1930 on City of Rochester, 5 Sewer Bonds numbers 25 to 30 inclusive." A petition from owners and operators of shoe shining and shoe :i jrepairing establishments in the City of Rochester, asking that Council }, :! action be taken requiring such places b4 business to close all day Sundays and holidays and at 8:00 o'clock every week day evening except Saturday ' !when they will be allowed to remain open until .11:00 o'clock PM.,- was ;read, and President Liddle ordered that the same be placed on file. , The claim of J. T. Collin $170.50 for fire and tornado insurance !on the Club House at Soldier Field, the claim of Patrick F. Kelly $95.80 k,. for fire and public liability and property damage insurance on the Model 54 j! ;International Truc.c, and the blalmr,of Patrick F. Kelly, $150.00 for fire :and tornado insurance on the. Sewage Disposal Plant 6hd contents were each ' ;read, and President Liddle referred the same to the Insurance Committee.- Alderman Schroeder introduced a resolution appropriating $346.28 :;from the Gen Aral Fund and ordering payment made to the Rochester Post -- !Bulletin, for official publications and printing during December,1929, ;!which was read. {. j� Upon motion by Erickson, second by Miller, that the said resolution ' pi be adopted as read, and all voting in favor thereof, President Liddle': !;declared the said resolution duly passed and adopted. !' Alderman Efi'ekson introduced a resolution appropriating $2138.82 ;!from the Lighting Fund and ordering payment made to the City of Rochester, 49 Light Department, for electricity furnished for lighting of public streets 6 Wand grounds in accordance with billing of December 25th,1929, which was jiread. r Upon motion by Miller, second by Ro-nel, that the said resolution be adopted as read, and all voting in fa -.or thereofs President Liddle declared rr`f, •, jithe said resolution duly passed and adopted. N 291 Alderman Vihstadt introduced the following resolution, which was read: j i " Be it resolved by the Common Council of the City of Rochester, 1 Uhne sot a: 1 j That the sum of $215.47 is appropriated and it is ordered that the same be pz�id to the City of Rochester,Light and Water Departments for electricity furnished for the li 7hting of and water service furnished for public buildings in accordance with billing of December 25th,1929; $148.45 thereof to be from the Lighting Fund, $34.83 to be from the General Fund, $1.75 to be from the Street azxi Alley Fund, and $30.44 to be from the Fire Protection Fund. I I The Mayor and City Clerk are hereby authorized and "directed to draw warrants upon the City Treasurer and make payment accordingly. Upon motion by Erickson second by Hicks, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Rommel introduced the following resolution, which was reads "Be it resolved by the Common Council of the City of Rochester,Minnesota: That the sum of $203.99 be appropriated and it is hereby ordered that L{ I the some be paid to Botsford Lumber.fompal* fbr coal furnished; $28.29 thereof to be 7 ;3 IIfrom the Street and Alley Fund and $175.70 thereof to be from the Sewer Fund. I Alderman Miller introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, �I �Ifinnesota: �! That effective with this date, the polling place for the Fifth Election District of the Second Ward of said City is hereby named and designated as .being in the basement of the building known as the West Hotel at 1131 Second Street, Southwest. i Be it further resolved by the said Common Council: That all resole- ;_ tions and parts of resolutions inconsistent herewith are hereby repealed." Upon motion by Rommel, second by Erickson, that the said resolution be �rt !adopted as read, and all voting in favor thereof, President Liddle deol ared the said 0�,, , s II resolution duly passed and adopted. u Alderman Hicks introduced the following resolution, which was read: "WHEREAS, The driving unit of the motor driven flusher -sprinkler, owned it by the City of Rochester, Minnesota, is in need of repairs, and • WHEREAS, It is deemed necessary that such repairs be made at once in 11 order that this piece of equipment may be in proper condition for the strenuous fiyF= 'Iservice to be demanded from it during the sprinkling season of 19309 I SO THEREFORE, Be it resolved by the Common Council of the City of =, 1 Ro the st er, Minne sot a: I,. Local architects were before the Con1mon Council, with proposals and setting forth their qualifications in solicitation for selection and appointment as the -architect for the construction, equipping and furnishing of a new central fire station and the wrecking and removal of the present central fire station as follows: Edgar lVe Buenger read the Ell erbe and Company's proposal, which was 5% of the cost with provision that 7f the bids should run over the money available the additional drawings or required changes to bring the cost within the limit would be made without addition/charge, the said commission to be divided 4% for plans and specifications,only, if architect's super- vision is dispensed with; their supervision to be all the time while concrete is being poured and two hours daily while rest of construction is under way, and President Liddle ordered that the said proposal be placed on file; F. H. Mosses, for F.HeMosse; & Company, read their proposal, which was a commission of 4%, for the proparation !of plans and specifications, on the total cost of the building, with supervision during all the time the con Crete is' being; poured, and 4 hours per day during the balance of the construction, which commission is to be divided 3% for plans and specifi- eations. only if the architect's supervision is dispensed with, and President Liddle ordered that the said proposal be placed on file! H. R. Crawford proposed to, make the plans and specifications and give full supervision which would be two or three times daily under normal conditions for a commission of 5% of the total cost with a $2500.00 maxi- s mum, which commission would be divided 3dp for completed plans and specifi cations if architect's supervision was not deemed necessary. John McGMiller proposed to prepare the plans and specifications and give full supervision for a ccami ssion of 5% on the total cost of the ;i improvement with a commission of 3 % for the plans and specifications if he was not employed for supervision. Upon motion by Hicks, second by Vihst adt the City Engineer was instructed to makd the sketch for a suggested opening of Sixth Street . Southwest, between the West side of First Avenue Southwest and Broadway Street South, . fDr an ultimate 100 foot .roadway. Upon motion by Miller, second by Vihstadt, John McG.Miller was employed, selected and appointed as the architect, for the construction, equipping and furnishing of a: new central fire station and the wrecking .and removal of the present fire station at his commission of 5% or :j W 293 preparation of plansand specifications and full supervision, with condition that his Plans and specifications shall be amended or changed to keep within the money available for which amendment or chute he shall receive no . compensation above the said 5% which said employment, selection and appointment shall be followed by the Proper resolution of this Common Council at the next meeting thereof. The following recommendations of the Insurance Committee, were read, and President Liddle ordered that the same be placed on file: " Rochester, Minn., Jan. 8 - 1930. - Hon. ?mayor and Common Council City of Rochester,Minn. Gentlemen: - r We recommend that the insurance, written by J.T.Reneaux, Holt and Perry, Stevenson and Melone Agency, Rochester Loan and Trust Co., P. F.. Kelly and J. T. Collin be accepted and -that the claims for the same be paid. Respectfully, THE INSURANCE OVMITTEE 0. W. Schroeder H. F. Vihstadt Paul L. Rommel." Upon motion by Miller, second by Schroeder, the following sums were appropriated from the funds mentioned, and it was ordered that the same be paid to the persons stated for the payment of insurance premiums mentioned in, the above Insurance Committee recommendations: - . , , From the Sewer. Collin $170,50, Upon motion by Hicks, second by Schroeder, thg Fire Department Committee 'as named as a Committee to confer with the Architect relative to the salvaging of quipment from the present central fire station for use in the new central fire tation.
