Minutes of a regular, meeting of the Common Council of the City of i
Rochester, Minnesota, held in the Council Chambers,
at 7:30 o'clock P,.M,., on January 27th,1930.

Meeting called to order by President Liddle.
Roll Call. Present: Li,ddle, Erickson, Hicks, Miller, Schroeder,
Vihst'adt . Absent: Rommel.
Upon motion by Erickson, second by Hicks,, the minutes of the meeting
held January 8th,1930, were approved, and the minutes of the meeting held on
January 14th,1930, were approved after a substitution of the words "if they have a"
Instead of "for a" in the paragraph giving the instruction to the City Clerk that
he should ask the State Tax Commission for a' competant man to check the work of
the local City Assessor,, etc.
Alderman Rommel came in at this time and took his Chair.
This being the time and place fixed for the opening of proposals for
the construction and furnishing of a preliminary sedimentation tank for the local
sewage disposal plant, the j3r6joosalz of the following contractors were opened and
read, the total of their unit price proposals being: C.C.Pagenhart $21,194,75,
Arnold Construction Company 020,252.21, G.Schwartz & Co. $20,130.50, Feller Brothers
$19136.13 .
A Dorr Company representative asked that provision be made that his
Company be allowed to make an alternate bid for the furnishing of their sludge
collecting equipment which the City Engineer opposed as he stated that he cannot
get service on parts -for the Dorr machinery that is now in use in the Sewage
Disposal Plant.
Upon motion by Erickson, second by Miller, the above mentioned proposals
were referred to the City Engineer for tabulation and reeommendat ions.
George W. Granger, appearing f-or the Kahler Corporation asked for
authority to c cnstruct a 12" sanitary sewer c ammenc ing at Broadway Street North
anu:o Street Northwest and running to the West boulevard line of First Avenue
I Northwest, and t hence South along the West Boulevard line of First Avenue Northwest,
j and Southwest, to the Model Laundry building, they to pay oll the cost and expense
and to have sole and exclusive use of the said sanitary sewer.
Alderman Rommel introduced the following resolution, which was read:
is "Whereas, The Kahler Corporation has requested authority to construct a
twelve inch sanitary sewer connecting with the main sewer in Broadway Street North fit-

Second Street Northwest and running thence West along the boulevard on the south side
of Second Street Northwest to the boulevard on the West side of First Avenue Northwes-v%
j and thenceSouth along the boulevard on the West side of First Avenue Northwest and
1; Southwest to the Model Laundry building for the sole and exclusive use of the Kahler
Corporation and has agreed to pay the expense thereof; '

! Now, therefore, be it resolved that said request be granted
land that ,the City Engineer be ordered to supervise the construction of such
sewer to be paid for by The Kahler Corporation and that, when so con'
strucO
ed and paid for the said sewer is ,to be maintained by obid •Corporation;
the Kahler Corporation to.have the sole and exclusive -use thereof. "
Upon motion by Hicks, second by Vihatadt,•that the said
resolution be adopted as read, and all voting in Favor thereof, the 'said
;,resolution was duly passed and adopted.
The application of J. C. Adams for four taxicab licenses were
read, and upon motion by Eriekdon, second by Hdk&.eeder, the said applies-
t ions were referred to the Common Council as a Cmmnittee of the Whole for
their report .

ii Gentlemen: -
We have an application for a dispatcher telpphone ,
system for the Town Taxi Cab Company of this city. This service
involves the ' placing of a switchboard in the -Town Taxi Company's
Office and placing a number of telephones in various parts of the
City with a visible signal so as to attract the attention of the
taxi driver as he passes a given place, which would indicate to
him that he should stop and receive orders.
In order to provide this service it is necessary to
place a telephone on the pole in the street and provide -a signal
light near the t op of the pole, which would be a red light. Current
for the visible signal, or red light, will be furnished by the
IItility Board. The telephone will be placed in an iron water proof
box and the wires between the telephone box and the electric light
system will be run through a conduit in order to protect the
telephone wires as well as to protect .the public. The following
is a list of locations where the telephones will be placed:

On the wall of the Northwestern Restaurant on 1st Ave .N.W. ,
and the Railroad tracks.
'! On the telephone pole on North Broadway and 7th Street,
N,W.
On the light pole on 2nd Street and llth Ave.DiW.
On tlxe light pole on 4th Street and 3rd Ave .S.E.
On the telephone pole at East Center and llth Ave.
On the light pole at 4th Street and 7th Ave.S.W.
This system of telephones and signals is used p ign quite exten-
sively in larger cities and I can assure you that it will be
Installed in such a manner that there will be no interference with
street traffic.

`Railroad and Warehouse Commission, had seen him and had said that if .a hearing could

Alderman Schroeder introduced an ordinance providing for
the issuance of resident Identificaf lon cards by the City Clerk of the
City of Rochester, and requiring that any person performing work for a
il contractor or working for the City of Rochester shall have such a card,
which was given its first reading.

Upon motion by Rommel, second by Vihstadt, that the said resolution be
adopted as read, and all voting in favor thereof, Pres ldent Liddle declared the said
resolution duly passed and adopted.
Apon motion by Schroeder, second by Miller, it .was ordered that the
certified checks of the unsuccessful bidders for the construction and equipping of
;the preliminary sedimentation tank be returned to them.
jiGeneral Balance sheet, trial balance, fund statement, statement of
`unexpended budget appropriations, statement of 81pking Fund Investments, etc., of
!I the City of Rochester, Minnesota, prepared by the City Clerk,as at December 31st,

1929, were laid before the Common Council, and President Liddle ordered that the
same be placed on file. ,
The report of the Clerk of the Municipal Court for the week ending
January 20th,1930, showing criminal fines collected $120,000 civil fees received
a$4.25, court costs charged to Olmsted County $$9,40, and fines collected due to
Olmsted County $96.60, and Cor the week ending January 27t h,1930, showing criminal
fines collected $$180000, and Olmsted County Municipal 09urt fees received in the
�! amount of .195.40, for the months of November and Deeember,1929, and showing court
�Icosts charged to Olmsted County $24.05, were each read, and President Liddle ordered
that the same be referred to the City Attorney.
Upon motion by Schroeder, second by Hicks, the sum of $$96.60 was
appropriated from the General Fund and it was ordered that the same be paid to
Olmsted County, Minnesota, for local Municipal Court fines collected due to Olmsted

Balance sheet, income statements, etc., of the Public utility Departments
prepared by the Secretary of the Public Utility Board, as at December 31st,19299
were laid before the,Common Council, and President Liddle ordered that the same be
placed on file; the said 'income statements showing a net profit in the Light Depart -

The application of Helma Mecham for a solicitors license,
was read, and upon motion by Rommel, second by Vihstadt, license was
granted,
The application of the Thompson Piano Company, for permit
to place and maintain a sign, was read, and upon motion by Rommel,
second bj Miller, permit was granted.
ApP;ication of Company C. 205th, Inf. M.N'.G., for a dance
permit at the Armory, February 3st, 4th, 8t h, .15th, and 22nd, and March
1, 1930, was read.
The appointments by the Mayor of Chester R. Fellowa, as a
Special Patrolman during the period January 15th, to 21st, 1930, inclu-
sive, and for the period January 22nd, to 28th,1930,`inelusive, were .each
read, and President Liddle ordered that the same be placed on 'file.
The following copy of resolution passed and adopted by the
Commissioners of the Sinking Fund was read, and upon motion by Schroeder,
second by Erickson, the action.: set forth therein was approved, and it
was ordered that the said copy of resolution be placed on file:

the City of Rochester, Minnesota:
That the sum of $3108.85 be appropriated from the Sinking

Informal arrangements were made for 'the issuance of 115,000.00 City of
Rochester (Central Fire Station) Improvement Bonds for to commence work on the new
central fire station and for 117,000�00 Sewage Disposal Plant Bonds for ta4pay the
balance on the contract for 'the construction of a preliminary sedimentation tank.
The City Clerk read the proposals of the Ballent ine Printing Company
s42.50, Poucher Printing Company $51.00, and of the Schmidt Printing Company $37.00,
for the printing of the fifty City of Rochester Improvement Bonds for the eorstructi
of the new central fire station, and upon motion by Erickson,, second by :!licks, the
1proposal of Schmidt Printing Company, was accepted.

Alderman -Schroeder introduced a resolution appropriating $2,000.00 from
the Street & Alley Fund for,use of the Street & Alley Committee, which was read.

Alderman Erickson introduced the following resolution, which was read:
"Be it resolved by the Common Council of the City of Rochester, Minnesota:
That the Honorable Henry Rines, State Comptroller of the State of Minneso-
ta, be and he is hereby requested to make an examination of the books and records
of the City of Roche ster,Minnesota, for and during the period April 1st, 19299 to
`.larch 31st,1930, and
Be it furt ber resolved by the said Common Council: That the City Clerk
of said City is hereby directed to furnish the said Comptroller with 4L certified
copy of this resolution and make respectful request that this examination be made."
Upon motion by Hicks, second by miller, that the said resolution be

Alderman Erickson introduced the following resolution, which was read:

"WHEREAS, At a meeting of the Common Council held on January 6th, 1930.
the Mayor and City Clerk were authorized to sign and execute an option with the
Minnesota Highway Department relative to their purchase of certain lands in Oronoco
Township which may become the property of the City of Rochester,Minnesota, which said,
option had a provision that the deed for this property shall carry an exception of
a small tract of sand or gravel on the North line, and
WHEREAS, This exception was not acceptable to the Minnesota Highway
Department .and accordingly it was stricken from the original option after the
signature of the Mayor and City Clerk;
SO THEREFORE, Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the elimination of the said exception is hereby approved by the
Common Council."

The matter of the $1200,00 account which the Manhattan

Rubber Mfg. Division has against the City of Rochester for fire hose
furnished and the $568,85 account which the Standard Oil Company has
against the City of Rochester,Minnesota, for paving filleT,ftwnished,
were discussed, and President Liddle referred the same to the City
Attotney for his ruling as to the procedure for payment.

A. R. Nachreiner, President of the Board of Park Commissioners, asked
that ways and iaeans be devised to provide assessment against the property on the

'East side of the so-called "River Drive" for the cost of sprinkling and placing of
calcium chloride, and President Liddle referred the question to the City Attorney
for his consideration and ruling thereon.
Upon motion by Hicks, second by Miller, the City Engineer was instructed
to provide for the taking of the excavation for the preliminary sedimentation

tank at tIv sewage disposal plant and place what is needed for approaches to the
newly a mstructed bridge across Mayo Run on Twelfth Avenue Southeast, and ,use the
balance for the filling of Sixth Street Southwest between Broadway Street South and
First Avenue Southwest.
