Minutes of a special meeting of the Common Council of the

:'City of. Rochest,er,Minnesota, held in the Council Chambers, ir.. the City

Hall, In said City, at 7:30 O'clock P.M., on February 6th,1930.
Meeting called to order by President Liddle.
i
Roll Call. Present: Twiddle, Erickson, Miller, Rommel,
!Schroeder, Vihstadt. Absent: Hicks.

The call for the special meeting was read, said meeting
being called for the purpose of receiving the report from Mr. G. C.Rasmussen
on his City Assessor check-up and any other business that the said
Common Council mi �,,ht deem proper.
Alderman Hicks came in at this time and took his Chair.

G. C. Rasmussen read his findings and recommendations
relative to the progress of the City Assessor in his preparations for the
1930 real estate assessment, and President Liddle ordered that the

same be placed on file.

Upon Motion by Kicks, second by Erickson, the sum of $70.30 was

appropriated from the General. Fund and it was ordered that the same be
Paid to G.C.Rasmussen for four days services and extenses in connection
with the check-up of the local City Assessor's work.

Dear Sir:
Replying to your favor of the 28th, I desire to say that
the hearing on the present state-wide telephone investigation mat-
ter is set for February 18th at ten O'clock at this office. This
investigation includes both the local exchanges operated by the
Tri-State Company as well as long distance rates. The city of St.
Paul is the . only city that has thus far entered any appearance in
the Froceedinog.
It would appear to me that if any municipality is in any
way interested in the question of telephone rates, both local and
long distance rates, that it would have one of two courses to pur-
sue. One would be to enter its appearance and file an answer or
complaint in intervention and ask to be made a party to the pro-
ceedings, or, they could file a formal complaint with the Railroad
and Warehouse Commission setting forth, upon information and belief
or in any manner that the City Attorney desired to set forth, that
the rates were either too high, or low, and ask for a reduction, or
raise, in the rates.
` Upon receipt of such a cwnplaint, or answer, I presume
the Commission mi ht either by an order.,,make you a party to the
present proceedings or set a hearing upon your complaint at your
city or at the State Capitol and we would then proceed to hear the
proofs upon your complaint.
I might add further that all files, records or proceedings.,
or any data that this Commission has, are available to ai,y interested
parties,
I, of course, am not in any position to express to you any
opinion as to what the expert services involved in making an investi-
gation of this kind would amount to. That would depend to a large
extent upon whom you employed.
I might state further that heretorore we have generally
set the.chearings in the city or locality where. the complain- origin-
ated and if you filed a formal complaint in this matter, it would be
set in your City.

Recently, when I was at Rochester,, I called upon your City Attorney
but owing to t be fact that he was engaged in Court I was unable to
get in touch with him.

Upon motion by Erickson, second by Hicks, the sum of $41.20 was
appropriated from the Street & Alley Fund and it was ordered that the said sum
be� paid to Fred S . Brown, as a ompe nsat ion for injury dur in g the period January
5th,1930, to February lst,193D,inclusive.
Upon motion by Erickson, second by Rommel,. Council Adjourned.
